Copen Group in Enugu: Shalom Gardens Delivered, Spring City Announced, and the Registration Gap

Copen Group has delivered housing in Enugu for long enough to leave a public trail, and the trail is unusually easy to follow for a Nigerian developer of its size. What it has not left is a registration number anyone can look up in a search engine, which is the first thing a careful buyer will want and the first thing this profile cannot supply.

Start with what is on the record. In February 2026, Tribune Online reported the handover of Shalom Gardens Estate at Premier Layout, Enugu, described as "29 housing units of terrace and detached houses." Enugu State officials attended: Gerald Otiji, the Commissioner for Housing, and Ben Osy Okoh, the Commissioner for Works, alongside Emmanuel Ekene Nnamani, Executive Chairman of the Enugu State Internal Revenue Service, and Dr Ibenaku Harford Onoh, Chairman of Enugu North Municipal Council. Otiji's comment at the event was that "government alone could not build all the required infrastructure." That is a completed estate with a unit count and named witnesses, which is more than most developer profiles can show.

Four months later, in June 2026, the company unveiled something considerably larger. Nigeria Housing Market reported a Spring City Housing Development at Umuchigbo, Iji Nike, Enugu, planned at 2,000 units with 400 units in the initial phase. The same report named the institutions attached to it: the Federal Mortgage Bank of Nigeria for mortgage facility structuring, the Ministry of Finance Incorporated for institutional backing, and AG Mortgage Bank for mortgage services. The Enugu State Chamber of Commerce, Industry, Mines and Agriculture was listed as endorsing the project, and the Enugu State Ministry of Environment and Climate Change as approving its green space. Two financing products were announced alongside it: a digital platform called Urban Home Front, and a cooperative scheme the company calls "Brother-Sister Help Me Own a House."

The gap between 29 and 2,000

Those two numbers are the honest frame for anyone considering an off-plan subscription here. Twenty nine units at Premier Layout were handed over. Four hundred units at Umuchigbo were announced as a first phase in June 2026, with 2,000 as the eventual target. Nothing in the public record yet shows the Umuchigbo units completed, and a project unveiled in mid 2026 would not be expected to show that. The point is not that the larger number is doubtful. The point is that a buyer is being asked to fund the larger number on the strength of the smaller one, and should price that accordingly.
