Nigeria Regulates Its Architects and Engineers. It Does Not Regulate Its Property Developers
There is a gap in Nigeria's property market that most first-time buyers never think to ask about. The person who takes your deposit, promises you a house or a serviced plot, and coordinates the whole project, the developer, operates under almost no formal licensing at all.
On 2 August 2026, the Real Estate Developers Association of Nigeria (REDAN, the main industry body for developers) said this gap is directly fuelling fraud, multiple sales of the same land, and building collapses. Its president, Oba Akintoye Adeoye, made the case at the National Housing Data Programme Workshop run by the Federal Ministry of Housing and Urban Development in Abuja, according to a report by Punch citing the News Agency of Nigeria.
His point was blunt. Nearly every other professional who touches a building already answers to a statutory regulator. Architects, builders, engineers, and estate surveyors each have a governing body that can license them, set standards, and strike them off. Developers, who often hold the largest amounts of buyers' money, sit outside that system. Adeoye said the vacuum lets "unscrupulous operators" market projects that do not exist, sell the same plot to several people, and walk away from half-built estates after collecting deposits.
For anyone buying from outside the country, this is the structural reason so many diaspora horror stories sound the same.
What the missing regulation actually means for you
When a profession is regulated, three things exist that protect a buyer. There is a register you can check to confirm the person is qualified and in good standing. There are enforceable standards they must meet. And there is a body that can punish them, which gives them a reason to behave.
For Nigerian property developers, none of these reliably exists yet. Anyone can print a brochure, register a company name, brand themselves a "development company," and start collecting money. The company registration at the Corporate Affairs Commission (CAC, the national companies registry) proves the company exists on paper. It proves nothing about whether the developer owns the land, has planning approval, or has ever completed a project.
