That address matches the one on the company's own website, which gives its office as 4 Santana Close, off Aminu Kano Crescent, Wuse 2, Abuja. The allegation reported across every outlet is the same: consumers paid in full for properties that were not handed over, in some cases for more than three years, and the companies did not comply with the commission's directives to remedy it.
None of the outlets that covered the action reported a response from either company. No published record of the seals being lifted has surfaced since, though that is a limit of what is publicly reported rather than a statement about the companies' current compliance status.
What Tibilon Construction has announced
The clearest documented project is institutional. In June 2022, Vanguard reported that Ti'Bilon Construction and Facility Management Limited had partnered with the Nigerian Upstream Petroleum Regulatory Commission staff cooperative to build roughly 400 housing units for NUPRC workers in Abuja, under the name La Bella Casa Estate, on a stated eighteen month timeline. That puts the announced completion around the end of 2023.
The article named the people on both sides. Dr Tochukwu Nnamoko was quoted as chief executive of Ti'Bilon, saying "our main goal is to bridge this gap by providing luxury, but afford housing for clients." Engineer Gbenga Komolafe, chief executive of NUPRC, was quoted on the need for private sector collaboration, alongside Jide Adeola, the regulator's Executive Commissioner for Corporate Services, and Engineer Adeyemi Adetoyinbo, president of the NUPRC cooperative.
The company's own website lists further developments by name: La Hermosa Casa in Jahi, La Bella Casa Phase II in Guzape, and Villa Dei Fiori. Whether the Guzape phase is a continuation of the NUPRC estate or a separate scheme is not stated anywhere this report could verify, so the two should not be read as the same project. The site also carries headline figures of 385 homes and 568 customers. Those are the company's own numbers. No filing, registry record or independent audit supporting them was located.
Set the announced timeline beside the regulator's account and the gap is the whole story. An estate announced in mid 2022 for completion within eighteen months sits in the same period the FCCPC describes as buyers waiting more than three years for units they had paid for. The commission has not published a project by project breakdown naming which estates its complaints concern, so the two records cannot be mapped onto each other with confidence. What can be said is that the delivery claims on the company's site are unverified and the regulator's file was open long enough to end in a sealed office.
No RC number appears on the company's website, and the Corporate Affairs Commission public search was not reachable when this was compiled, so the registered entity name and incorporation date behind Tibilon Construction Ltd remain unconfirmed here. The site refers to eight years in the industry without giving a year of incorporation.
What a buyer can actually check
Four checks are available to anyone considering a unit from Tibilon Construction Ltd or any Abuja developer, and none of them depend on the developer's own marketing.
Confirm the legal entity. Ask for the RC number and search it on the CAC register directly. Press coverage of the May action used at least three variants of the name, and the entity you contract with should match the one on the receipt and the deed.
Confirm the land title. For an Abuja estate that means a Right of Occupancy or Certificate of Occupancy held by the developer over the specific plot, traced at the Abuja Geographic Information Systems registry, plus building plan approval from the Department of Development Control. Confirm the regulatory file. The FCCPC publishes enforcement activity, and a compliance notice or sealing order against a counterparty is material information before money moves. Confirm delivery against announcement. Ask for the handover date in writing, the number of units completed in the named estate, and the contact details of buyers who have taken possession.
