Three years after the groundbreaking the project was still being sold off plan. Nairametrics carried a marketing feature on 9 April 2024 describing the development at Lekki to Ajah off Monastery Road, offering one bedroom maisonettes and apartments, two and three bedroom apartments, four bedroom terraces and four bedroom semi detached units with a boys quarters. The terms quoted were an initial deposit of ₦5,000,000 and a 24 month payment plan, with a discount for outright payment valid to the end of June 2024. That feature stated the title as a Certificate of Occupancy.
A long off plan sales window is not by itself a failure. Phased estates in Lagos are commonly sold over several years. What it does mean is that a buyer in 2026 is looking at a scheme that has been taking deposits since before it broke ground, and the question to ask is which phase and which specific unit has been completed, not whether the estate exists.
What the project's own website does not say
The development runs its own site at halleyvineresidence.com. Checked in October 2026 it describes loft apartments, terraces and semi detached duplexes at Monastery Road, Sangotedo, Lagos. It does not name the developer. It gives no registration number, no completion or handover date, and no title document.
That is a disclosure gap rather than an allegation. Plenty of Nigerian project microsites are built as lead capture pages and carry nothing a lawyer would call a representation. The practical consequence for a buyer is simply that the site cannot be used to verify anything, and the developer's identity has to be established from the corporate site and the press instead.
On the developer's own site, chateauroyalng.com, the project appears alongside D'Luxe Bespoke Estate at Royal Wales Estate, opposite Christopher University off the Lagos to Ibadan Expressway in Mowe, Ogun State. That is the most direct link between company and project that the company itself publishes.
Who runs the developer
Oluwatobi Osonuga was described as managing director of Chateau Royal Real Estate Limited in a Sun interview published on 23 July 2020, and in the same role in a Guardian property report on 9 June 2025 covering a succession planning forum attended by several Lagos developers and AG Mortgage Bank Plc. Two named mastheads, five years apart, give the same name and the same title.
In the 2020 Sun interview the company's projects were listed as Maplewoods Plus opposite La Campagne Tropicana Resort in Ibeju Lekki, Rubyfields at Okun Imedu in Ibeju Lekki, De Luxe Bespoke at Sangotedo behind Novare Mall, and De Luxe Bespoke opposite Christopher University in Mowe. Those were described as selling projects with payment plans running to 36 months. No completion dates or delivered unit counts were given.
What we could not establish
Searches did not surface a Corporate Affairs Commission registration number for the company, nor a registered address in any filing. That is a gap in what is publicly discoverable, not a finding about the company. CAC records are not fully indexed by search engines, and the absence of a number in search results says nothing about whether the company is registered. A buyer who wants that confirmation should request the certificate of incorporation and the CAC status report directly, and check the company name and number against the Commission's own public search rather than against a directory aggregator.
The same discipline applies to the Certificate of Occupancy mentioned in the 2024 marketing feature. A C of O held by a developer over a parent parcel is not the same instrument as a registered deed and Governor's Consent over the specific plot a buyer is sold, and the difference is where most Lagos title disputes actually live. The documents to ask for are the survey plan with its coordinates, the title instrument covering the exact unit, and the Lagos State Lands Bureau search result confirming both.
How to check this yourself
For any Lagos estate sold off plan, four checks carry most of the weight. Establish the contracting company and its CAC number, then confirm the title instrument over the specific unit rather than the estate. Ask for the addresses of completed units from earlier phases and visit them. Finally, compare the price and plan being quoted by each marketing agent, because separate agents for the same estate frequently publish different figures for the same unit type.
