Jomav Homes and Properties: What a Global C of O Does and Does Not Give a Buyer
Jomav Homes and Properties Ltd has grown fast and says so openly. In May 2024 the Nigerian Tribune reported the company running six estates across Abuja, Akure, Ondo and Ado-Ekiti as it marked its fifth anniversary. Today its own projects page lists sixteen estates across Ondo, Ekiti, Kwara, Oyo and the Federal Capital Territory, sold through a network of twenty-one offices and marketed with instalment plans starting at fifty thousand naira down.
What the company publishes about title is a single sentence. Its FAQ page states that "Our estates are covered by a Global Certificate of Occupancy (C of O), ensuring that your investment is legally recognized and secure." No certificate number appears anywhere on that page, no estate-by-estate breakdown is given, and the words excision, gazette and Governor's Consent do not appear on it at all.
That combination, rapid multi-state expansion and a one-line blanket title claim, is the thing a buyer needs to understand before paying a deposit. It is not an allegation. A global Certificate of Occupancy is a real and entirely legitimate instrument in Nigerian land law. It just does not do what most buyers assume it does.
What a global C of O actually covers
Under the Land Use Act 1978, land in each state is vested in the Governor, and a Certificate of Occupancy evidences a right of occupancy granted over a defined parcel. When a developer acquires a large parcel and obtains a single C of O over the whole of it, that document is commonly called a global C of O. It is the developer's title to the estate as a block.
It is not the buyer's title to a plot inside that block. The buyer's interest is carved out of the developer's, normally by a deed of assignment, and that assignment has to be perfected with the Governor's Consent and registered before the buyer holds a registrable legal interest. Until that happens, the purchaser holds a contractual claim against the developer rather than a recorded title. A global C of O held by a developer in good standing is a genuinely good starting point. It is a starting point.
This is why the absence of the words Governor's Consent from Jomav's FAQ is worth noticing rather than assuming. The documents the company says a buyer receives are listed on the same page: a Deed of Contract, a Deed of Assignment and a Survey Plan. A deed of assignment is the right instrument. What the page does not address is who perfects it, at whose cost, and on what timeline. Those are fair questions to put in writing before signing.
The corporate record
Jomav Homes and Properties Ltd gives its head office as No. 80 Oyemekun Road, beside Access Bank, Akure, Ondo State. That address is independently echoed by third-party business directories.
No registration number is published. The company's website carries no RC number on any page, no third-party directory listing carries one, and the Corporate Affairs Commission's public search returned an access block rather than a result during this research. That means the company's registration could not be verified from open sources either way. It does not mean the company is unregistered. It means a buyer has to order the search rather than assume, and a firm advertising sixteen estates across five jurisdictions could remove the question entirely by printing its RC number in its own footer.
Two officers appear on the public record, both below principal level. The Nigerian Tribune named Elizabeth Adeoye as Deputy General Manager in May 2024. An Ondo State Government press release named Chioma Alaneme as the company's Group Head (Admin) in March 2025. No founder, chief executive or managing director is named in any source located, and the website has no leadership page. The site's "Our Company" menu item is a dropdown heading rather than a link, and the URL that would sit under it returns a 404, though the separate careers page works normally.
No parent company, investor, bank facility, joint venture partner, main contractor or architect is named in any source found.
The state endorsement, read carefully
On 29 March 2025 the Ondo State Government issued a release headed "Aiyedatiwa Unveils The Avila by Jomav Homes, Calls Ondo Haven for Investors." It describes the unveiling of The Avila, a housing estate on the outskirts of Akure, and records the Governor describing the initiative as "a progressive idea, that is in line with his administration's agenda."
Two details in that release matter. Governor Lucky Aiyedatiwa did not attend in person; the release states he was "represented by his deputy, Olayide Adelami." And the event was a marketing launch, hosted by Big Brother Naija's Bisola Aiyeola and Sagadeolu, with the release issued by the Press Secretary in the Office of the Deputy Governor.
A deputy governor speaking warmly at an estate launch is a political courtesy extended to an investor in the state. It is not a regulatory approval, a title verification or a delivery guarantee, and it should not be read as one by a buyer. The same applies to celebrity endorsement. When Jomav Homes unveiled the actress Bimbo Ademoye as brand ambassador in May 2024, she told the Tribune: "With me as Jomav's brand ambassador, I am telling you that if anything happens, hold me responsible for the trust people have in my brand." That is a striking personal undertaking, and it is still not a legal one.
Announced against delivered
The expansion is documented. Six estates in May 2024, sixteen now. The current list runs: Sunshine Park and Gardens, The Avilla, Wura City, Bourdillon City, Montaro City, Avalon City and Crystal City in Ondo State; Paradise City at Karshi, Ontario City at Apo Tayfi and Houston Hills off Airport Road in the Federal Capital Territory; Empire City, Eden City and The Meridian City in Kwara; Dublin City and Springfield Park and Gardens in Ekiti; and Osborne City in Ibadan, Oyo State. Two building products are offered alongside the land, The Orchid Series and The Aurex Prime.
What could not be located is any source, company, press or government, documenting a single estate handed over, fully allocated or completed. The company's own milestone counters on its about page render as zero in the served HTML because they are script-driven, so no delivery figure could be extracted even from its own site. Three estates are marked sold out on the anniversary page, which records sales rather than delivery.
Pricing is published, which is more transparency than many peers offer. The current "Big 7" seventh-anniversary promotion advertises up to 30 per cent off, entry from fifty thousand naira with the balance spread over up to eighteen months. Sunshine Park and Gardens in Akure is listed at ten million naira normal price, eight million on the 20 per cent promotion and seven million for outright payment at 30 per cent off. Eden City in Ilorin runs two million, 1.6 million and 1.4 million on the same three tiers.
A few internal inconsistencies are worth flagging, not because any one is serious but because they indicate marketing copy outrunning record-keeping. The FAQ page's own list of locations omits Oyo State entirely, while Osborne City in Ibadan sits on the projects page. The navigation menu lists fifteen estates where the projects page lists sixteen. And the anniversary page claims "30+ office locations" where the contact page lists twenty-one.
What to ask before paying
Ask for the RC number and run the CAC search yourself. Ask for the global Certificate of Occupancy number for the specific estate, not the company generally, and check it at the state lands registry. Ask whether the land was subject to government acquisition and, if so, for the excision and gazette references. Ask who obtains the Governor's Consent on your deed of assignment, when, and who pays. And ask for the address of a completed estate where allocation has finished, so you can go and look at it.
No regulatory action, enforcement notice or court case naming this company was located. As with the registration search, that reflects what could be retrieved rather than a clean finding, since the Commission's search and several regulator databases blocked automated queries. Nothing located for this piece alleges misconduct by the company or by any person named in it.
