Citiview Estate by Propertymart: Ownership, Titles and the Arepo Delivery Record
Citiview Estate at Arepo in Ogun State has been occupied for well over a decade, which already puts it ahead of most Nigerian estates that get marketed to diaspora buyers. The developer's spokesman told the Nigerian Tribune in November 2019 that the estate had stood "over 8 years" at that point, placing first occupancy around 2011. The company's own site currently puts the estate at 60 per cent occupancy.
What is harder to establish is the paperwork behind it, and for a buyer that is the part that decides whether a purchase is safe.
Which company is the counterparty
The estate is developed by Propertymart Real Estate Investment Limited, a Lagos company incorporated in 2008 according to the Nigerian Tribune, with offices at 1a Dipo Awolesi Street, Magodo GRA Phase 2, Shagisha. The firm is a member company of Palton Morgan Holdings, a group founded in 2014 whose other arms include Grenadines Homes, Oceanna, Paltonloitte, Micherutti Contractors and Palton Morgan Capital. Nairametrics described Propertymart as a subsidiary of Palton Morgan when reporting the launch of The Meadows in April 2022.
One naming inconsistency is worth carrying into any contract review. The company's own page for the adjoining Fairmont Cityview land scheme identifies the developer as "Propertymart Nigeria Limited," a different string from the name used in every press report and on the group's own corporate pages. Those may be the same registered entity under a trading variant, or they may not be. The sale agreement should name one specific registered company, and the buyer should confirm that name against the Corporate Affairs Commission record before signing.
No CAC registration number for Propertymart appears on either company website or in any press report located. That is a verification gap, not a finding. Nigerian companies are not required to publish RC numbers on their sites, and CAC's public search is the place to resolve it. For a purchase running into tens of millions of naira, a CAC company search costs very little relative to the exposure.
The people named
Deji Fasunwon was identified as managing director of Propertymart Real Estate Investment Limited in a cluster of May 2019 reports by The Guardian, BusinessDay, TheCable and Business Post. No source states who currently holds that role or when he left it, and Propertymart-specific press coverage effectively stops in 2022. Adeyinka Adesope is named on both company sites as group managing director and chief executive of Palton Morgan Holdings, and was quoted in that role by BusinessDay in August 2021.
Other named officers are operational. Bakare Hakeem appears as general manager in Nairametrics reporting from April 2022. Oluwasegun Damiro was named general manager for sales and marketing by Nigeria CommunicationsWeek in June 2020. Barrister Taiwo Adedeji spoke for the company on the Citiview flooding question in November 2019. Adeyemi Adebambo is group head of customer service at Palton Morgan, and Kolade Oyegbesan and Oboku Dairo are named on the company site as acting chief operating and finance officer, and head of legal, respectively.
No founder is named anywhere. Neither company site nor any located report says who founded the business in 2008, nor when Propertymart came under Palton Morgan, nor on what shareholding terms. The group relationship is stated by both parties. The ownership structure behind it is not public.
The delivery numbers, and where they come from
In May 2019 the managing director told reporters that more than 85 per cent of houses across all projects had been delivered, that 136 units had been handed over in the first quarter of 2019, that 138 more were due in the second quarter, and that everything outstanding would be completed before the end of that year. The Guardian, BusinessDay, TheCable and Business Post all carried the same figures within five days of each other, which is the signature of a single company briefing rather than four independent verifications.
By November 2019 the company was stating more than 6,000 housing units and serviced plots delivered since inception, a figure repeated in June 2020 and again in March 2022. At group level, Palton Morgan claims more than 7,000 units and plots delivered. Those two numbers are not in conflict: the smaller is Propertymart alone, the larger covers the whole group.
No follow-up coverage establishes whether the end-of-2019 delivery pledge was met. No source gives Citiview Estate's total unit count, its land area, or a handover date for any specific phase. The company's product lines at the estate are Citiview Heights, Citiview Terraces, The Niche, Citiview Apartment and Citiview Mansion, and the only named contractor on the estate is PW Nigeria Ltd, credited on the company's own project page with all infrastructure work.
The delivery record a buyer can actually check is narrower than the delivery record a buyer is told about. That distinction is what platforms like Bektu exist to track, and the record for this developer sits at bektu.com/companies/citiview-estate-by-propertymart.
What residents have raised, on the record
Two issues have been reported by a named outlet.
The Nigerian Tribune reported on 9 November 2019 that Citiview Estate residents had raised concerns about flooding following the opening of the Oyan Dam, and about delays in receiving their Deed of Assignment. Adedeji, speaking for the company, said the estate had been "insulated from severe flooding witnessed by other neighbouring estates" for over eight years until dredging around the Ogun River altered water flow, and that "majority of those who have paid up their requisite fees have been given their Deed of Assignment."
Separately, TheCable reported in May 2019 that delays in property delivery "led to dissatisfaction of many of the customers." The company attributed the delays to the 2016 recession, said it had disposed of reserve properties to fund completion, and said it had narrowed its pool of contractors. Business Post quoted Fasunwon acknowledging that the firm "has suffered some backlashes in situations that some delays had occurred."
Both of these are the company's own account of problems it acknowledged publicly, which is more than most Nigerian developers put on the record. Neither has a documented resolution in any subsequent report.
No court case, no Economic and Financial Crimes Commission matter, no Securities and Exchange Commission action, no Lagos or Ogun State government notice and no demolition or title dispute involving Propertymart surfaced in any accessible source. Nigerian court records are largely not indexed online, so that should be read as nothing found rather than nothing existing.
The Arepo location question
Arepo sits in Ogun State off the Lagos-Ibadan Expressway near Berger, and the company markets the estate as roughly seven minutes from Alausa in Ikeja. Its position near the Ogun River is the reason the 2019 flooding reports matter beyond that single season. A buyer looking at Arepo today should ask for the estate's drainage arrangements in writing, and should check the elevation and flood history of the specific plot rather than the estate as a whole.
The title position is the other Arepo-specific question. The adjoining Fairmont Cityview land scheme is described on the company's site as "covered by Global Certificate of Occupancy," with plots of 324, 400 and 500 square metres at 9 million naira outright. A global C of O covering a parent parcel is not the same thing as a registered title in an individual buyer's name, and the conversion from one to the other is where Nigerian land purchases most often stall.
