FIPS Multilinks Limited: Thirteen Named Projects and No Completion Dates

FIPS Multilinks Limited lists thirteen named projects on its website, from Penfield Estate in Ibeju-Lekki to Harmony Hills in Ido, Oyo State, and not one of them carries a completion date or a delivery status. That single fact is the most useful thing a prospective buyer can know about the company, and it is not an allegation. It is a description of what the public record contains.

The Lagos developer has an active website, a named team, a trade-press interview and an RC number circulating on Nigerian business directories. What it does not have anywhere in public is a record separating what it has announced from what it has built. Here is what could be established and what could not.

Two names for one company

The company's body copy reads "FIPS MultiLinks Limited." The page titles on its own website read "Fips Real Estate Development Limited."

This is worth pausing on rather than skipping. In Nigerian property, the registered entity and the trading name diverging is routine, and it is also the single most common way buyers end up holding a contract that does not match their title document. If you transact with FIPS Multilinks, ask in writing which registered entity is the vendor, and make sure the same name appears on the sale agreement, the receipt and any title instrument.

The company gives two Lagos addresses: Block 110 Plot 34, Freedom Way, Lekki Scheme 1, and a fourth-floor office in the Royal Office Building at KM 25 Lekki Epe Expressway, Ajiwe, Ajah.

The registration, and why it is not confirmed

FIPS Multilinks states "Since 2015" on its homepage. In a 2022 trade-press interview, the company was described as "incorporated with the CAC March 2015."

An RC number, 1252602, appears on two third-party Nigerian directories, the property portal Propsult and the listings site Businesslist. Both are republishers of company data rather than the registry itself, and neither was confirmed against the Corporate Affairs Commission during this research, because the CAC public search could not be reached. The number may be accurate. It has not been verified, and it should be checked at the registry before it is relied on.

There is also a date conflict to flag plainly. Businesslist gives a year established of 2013. The company's own site and the 2022 interview both point to 2015. No source explains the difference. It may be nothing more than a directory field filled in loosely, which happens constantly on self-submitted listings. It is flagged here because a buyer checking the CAC will want to know which year to expect.

Who runs it

The leadership record is genuinely inconsistent across sources, and the honest way to present it is to show both.

The company's current about page names Noah Olanrewaju Ibrahim as managing director and chief executive.

A trade-press interview published in October 2022 identified Oluwatobi Victor Oladele as "MD/CEO of FIPS Multilinks Limited." The property portal Propsult also lists Oluwatobi Oladele as managing director, founder and chief executive, describing a background in mechanical engineering and more than fifteen years in business and real estate across Nigeria and Ghana. The Businesslist entry names "Oladele Victor" as company manager.

A change of chief executive between 2022 and now would explain this completely, and would be entirely unremarkable. No source states that such a change occurred, so it is not asserted here. What can be said is that if you are dealing with FIPS Multilinks today, the person the company itself currently names as its chief executive is Noah Olanrewaju Ibrahim, and a CAC directors search is the way to establish who actually holds office.

The about page also names a working team: Rashidat Sanni in HR and accounts, Ibrahim Baruwa as head of consultants, Donald Mokwe as project manager, Adedeji Adegbite as project engineer, Damilola Igun as creative director, Victoria Olanipekun in client relations, and a group of sales executives. Publishing a full team is better practice than the anonymity common among small developers, though staff listings are not filings and none of these names appear in any registry document located here.

Thirteen projects and the missing column

The projects named across the company's site and its 2022 interview are: Rootland Farms and Resort, Harmony Hills at Ido in Oyo State, Penfield Estate and Penfield Estate Phase II at Olomowewe Town in Ibeju-Lekki, IBÙDÓ, Aquacrest Estate, Royal Ville Estate Phases 1 and 2, The GoldMark at Ikate in Lekki, Ileri Residence, Ayinla Heights, Viviendas, PineVille Residence One, The Brooks and The Harbor Commercial.

That is a substantial pipeline on paper, spread across Lagos and Oyo State. The problem is the column that is missing from it. The site does not mark any project as completed, under construction, or planned. The Propsult developer profile for the company returns "No data was found" under every one of its four project categories: featured, ongoing, past and future. No third-party source located in this research confirms any FIPS Multilinks project as built, allocated or occupied.

So the announced-against-delivered comparison cannot be made from public sources. That is the finding, and it is a finding about the record rather than about the company. Nigeria has no regime requiring a developer to publish delivery status, so the absence of one is normal rather than notable. It does mean the work falls to the buyer.

No ownership or funding record was found: no parent, no investor, no bank. No joint venture partner, contractor or architect is named for any project. No registration with the Lagos State Real Estate Regulatory Authority, ESVARBON or NIESV was located, and no regulator statement, court case or adverse finding naming FIPS Multilinks was found in any source. Each of those is a search that came back empty, which is not the same as a search that came back negative.

What to do before paying

For an off-plan estate purchase in Ibeju-Lekki or Ido, three checks carry almost all the weight.

Verify the vendor entity at the CAC, using the exact registered name and RC number, and confirm the directors. Then verify the title on the specific plot at the relevant lands registry, in the vendor's name, not the estate's marketing name. In Ibeju-Lekki in particular, excision and gazette status determine whether a Governor's Consent can ever issue, and the difference between a C of O, a Right of Occupancy and Governor's Consent is the difference between an asset and a receipt.

Then ask for an address. Not a render, not a brochure, an address of something finished, and go and stand in front of it. Developers with completions are usually pleased to give you one. For a sense of what a better-documented Lekki pipeline looks like, Dradrock Real Estate Limited's registry and title record makes a reasonable comparison.

The broader point applies to every company in this market. Nigeria regulates its architects and its engineers, and does not regulate its property developers. No professional body can strike one off. Until that changes, the registry search and the site visit are the regulation.
