The company markets a mission centered on "family institution" housing and environmentally sustainable development. For diaspora buyers screening Sangotedo and Ajah-corridor developers, Fencas is one of dozens of mid-sized operators, and the verification routine is what determines whether any of them is the right counterparty.
Where Fencas operates
Sangotedo sits on the Lekki-Epe Expressway, roughly 35 kilometers east of Victoria Island. The corridor has seen heavy estate development since 2018, driven by the relative affordability compared to Lekki Phase 1 and the proximity to Novare Mall, the Lagos Business School, and the Lekki Free Trade Zone access road. Sangotedo is also one of the areas most heavily affected by the May 2026 enforcement wave that sealed 176 estates across Ibeju-Lekki and Epe for missing or fabricated layout approvals.
The Happy Land Estate registered address tells you Fencas's home territory. A developer's registered office does not, however, tell you where its current projects are. Ask for the full project list and the title document for each parcel before evaluating any specific offering.
The two enforcement vectors
Lagos State has two main enforcement tools against irregular developments. The first is the Lagos State Physical Planning Permit Authority (LASPPPA), which issues layout and building approvals. LASPPPA sealing actions remove a developer's right to continue construction and effectively freeze inventory. The 176-estate enforcement list published in May 2026 is the most aggressive use of this power in the state's history.
The second is the Lagos State Building Control Agency (LASBCA), which can demolish unsafe or unapproved structures. LASBCA sealed multiple buildings in Lekki and Ikeja in May 2026 over elevator safety violations. For a buyer, both agencies' enforcement records on the specific developer matter. Both maintain public-facing complaint and enforcement notice systems, although neither is fully searchable online. A physical visit by your appointed surveyor to the LASPPPA Alausa office is the most reliable verification.
What to verify before paying Fencas
1. CAC extract. Verify Fencas Real Estate Development Company Limited at search.cac.gov.ng. Confirm RC 1109820, the current directors, the registered office, and any change-of-status filings. A company with recent director changes, share capital reductions, or a registered charge against its assets is a higher-risk counterparty.
2. Title document for the specific parcel. In Sangotedo, most parcels are either held under a Governor's Consent registered at the Lagos State Lands Registry or are excised village land with a gazette number. Ask for the document, then have your independent lawyer pull a copy directly from the Lands Registry. Do not rely on the developer-provided copy.
3. LASPPPA layout approval. The estate must have a stamped layout plan. The approval file number is what your surveyor checks at Alausa.
4. LASPPPA building approval for the specific unit or block. The 176-estate sealing list included multiple developments where the layout was approved but the buildings on top of it were not. Both approvals are required.
5. Survey plan with SURCON number and cadastral coordinates that match what the Office of the Surveyor-General of Lagos State has on file.
6. Land Use Charge payment receipts for the current year, confirming the developer is current on Lagos State property tax obligations.
The Sangotedo title context
Sangotedo land traces in many cases back to Eti-Osa Local Government Area customary holdings. Excision is the formal process by which the state government releases parcels from Governor's title back to the original communities, who can then sell or develop. The Lagos State Excision Gazette is the controlling document. Parcels not on the gazette are at risk of revocation under the Land Use Act.
A Fencas project on excised land should be backed by a copy of the gazette page showing the parcel area. Projects on parcels acquired by the state for public purposes (the so-called Committed Land schemes) carry a different risk profile and should be approached cautiously, since the Lagos State Government retains a residual claim on such parcels.
The off-plan structure
Sangotedo off-plan plans typically run 6 to 36 months for completed shell units. Initial deposit ranges from 10 to 30 percent. The Lagos State Real Estate Regulatory Authority Law of 2024 requires off-plan funds to be held in escrow at a licensed bank, with milestone-linked drawdown. Insist on this. A developer that resists escrow on installment plans longer than three months is signaling that it intends to use early buyer funds to finance later construction phases, which is the classic precursor to delivery default.
For diaspora buyers, the practical wire-transfer routine is to remit through a Nigerian commercial bank with the SWIFT advice noting the property purchase purpose code, and to keep all CBN Form A documentation. This is what enables eventual repatriation of sale proceeds or rental income.
Sustainability as marketing
Fencas's mission statement emphasizes environmental sustainability. In the Lagos market, that language has become common but is rarely backed by verifiable certification. Nigeria does not yet have a mandatory green building code at the state or federal level. If sustainability is a material factor for your purchase decision, ask for the specific energy performance specifications, the type of insulation used, the rated efficiency of the HVAC systems, and any third-party certification such as EDGE (Excellence in Design for Greater Efficiencies) from the IFC. Absent specifics, treat the sustainability language as marketing.
