Top Property Developers in Nigeria for Foreign and Diaspora Buyers in 2026

Nigeria's real estate market is fragmented in a way that European and North American markets are not. The Corporate Affairs Commission has more than 1,700 registered real estate developers across the country, but only a small fraction have delivered more than a single estate end-to-end. For foreign and diaspora buyers, the question is not which name sounds impressive but which developer has actually handed over completed projects, perfected title, and stayed in business long enough to honor warranties.

The legal framework anchors every transaction. The Land Use Act 1978, codified as Cap L5 of the Laws of the Federation of Nigeria, vests all land in each state in the Governor of that state, who holds it in trust for the people. No private party in Nigeria owns land outright. What developers and buyers hold is a Right of Occupancy, and the consent of the Governor under Section 22 of the Act is required for any assignment of statutory rights of occupancy. Skipping the Governor's Consent step is the single most common point of failure in Nigerian property transactions.

The institutional developers

Mixta Africa, formerly Mixta Nigeria, sits at the institutional end. As a member of the ARM Group, Mixta has delivered Beechwood Estate on the Lekki–Epe corridor, Lakowe Lakes in Ibeju-Lekki, and several housing estates in Abuja and the South-West. The company is publicly disclosed, files with the CAC on time, and structures its sales contracts in a way that has passed scrutiny from foreign institutional lawyers.

UPDC plc, the United Property Development Company, is a publicly listed developer on the Nigerian Exchange. UPDC has delivered Metro City in Abuja and several Lagos projects. Public listing means audited financials, which is a baseline that very few Nigerian developers can claim.

Cosgrove Investment is one of the more visible names in the smart-home premium segment, with projects in Lekki Phase 1 and select Ikoyi addresses. Cosgrove's projects typically use Banana Island or full C of O plots.

Palton Morgan Holdings, parent of Grenadines Homes, has delivered Brookes Court in Banana Island and several mid-luxury developments in Lekki Phase 1.

The mid-tier developers with verified delivery

Landwey Investment Limited, headquartered in Lekki, has scaled through Isimi Lagos, a 1,250-acre wellness development in Epe. Landwey appears in industry rankings as one of the top ten Lagos developers by project count.

Mshel Homes Limited, headquartered in Abuja and incorporated in 2018, ranks fifth among Abuja's top ten developers in the 2026 industry rankings. Mshel has expanded beyond Abuja into Lagos, Kano, Yola, Port Harcourt, and Kaduna, with a project count exceeding 60 estates. The Hutu Exclusive project won "Best Branded Lifestyle Project of the Year" at the 2025 Africa Housing Show.

Veritasi Homes targets the diaspora-investor segment with structured payment plans and has a visible presence in Ibeju-Lekki and Abuja. The company files with the CAC and provides Layout Approval documentation on request.

Brains and Hammers, founded in 2007 and headquartered in Abuja, has delivered Pearl Court, Life Camp, and several mass-housing projects in Apo and Galadimawa. The company operates with structured payment plans and has been one of the more consistent deliverers in the Abuja market.

Cromwell Properties, Adron Homes, and Pertinence Homes operate at the volume end of the diaspora-targeted segment. All three carry CAC registration but have variable track records by individual estate. Diaspora buyers should request the specific Survey Plan, Layout Approval, and Excision documents for the exact estate they are buying into, not just developer-level documentation.

What the title trail must look like

A clean Nigerian title package contains six documents. The Survey Plan from the State Surveyor-General establishes the plot coordinates. The Excision and Gazette confirm the land has been released from State Acquisition. The Deed of Assignment transfers the interest from the seller to the buyer. The Governor's Consent endorsement under Section 22 of the Land Use Act 1978 perfects the assignment. The Certificate of Occupancy or registered title evidences the underlying interest. The tax receipts for Capital Gains Tax, Stamp Duty, and Consent Fee evidence proper payment.

For estates that originate from family or community land, the chain typically starts with a Family Receipt and proceeds through Power of Attorney, Deed of Assignment, and eventual Governor's Consent. This is acceptable when handled by a competent real estate lawyer, but it is not the same as a Certificate of Occupancy and should be priced accordingly.

The Federal Mortgage Bank of Nigeria's Diaspora NHF Mortgage at 9% interest, denominated in Naira, is available for properties from FMBN-approved developers. The scheme is one of the more attractive financing options for diaspora buyers, particularly those who plan to repatriate or maintain a foothold in Nigeria. The list of approved developers and approved estates is project-specific.

State-by-state market notes

Lagos remains the largest market by transaction volume, but it is also the most regulated and the most fraud-prone. The Lagos State Real Estate Regulatory Authority Law 2022 created LASRERA, which now licenses developers and agents operating in Lagos. The Lagos State Government's enforcement action in 2024 against 176 estates without layout approval reset diaspora expectations about due diligence.

Abuja, governed by the Federal Capital Territory Administration, operates on a different framework. Land in Abuja is administered by the FCT under the FCT Act, and title is typically held as a Right of Occupancy granted by the FCT Minister. The FCTA Order 1095, issued in 2024, gave defaulters of ground rent in the FCT a window to regularize before revocation, which affected several diaspora-held plots.

Port Harcourt, governed by Rivers State, has historically had the most contested land market in Nigeria. Plots in Port Harcourt should always be verified at the Rivers State Ministry of Lands and Survey before any payment.

Ibadan, governed by Oyo State, is the third-largest market by registered developer count and has been the focus of new diaspora interest because of the Lagos–Ibadan Expressway rehabilitation completed in 2023.

Calabar, Kano, Enugu, and Asaba round out the secondary markets where institutional developers operate alongside smaller local players.

How to verify a Nigerian developer from abroad

The Corporate Affairs Commission's public search returns incorporation details and director listings. The state Ministry of Lands or Bureau of Physical Planning records the Layout Approval for each estate. The Federal Mortgage Bank of Nigeria publishes the list of FMBN-approved estates. LASRERA publishes the Lagos register.
