Boulevard Lane Limited: Thirteen Abuja Projects, One Source for All of Them
Boulevard Lane Limited says it has delivered five residential developments in Abuja and has eight more under construction. Every one of those thirteen claims traces back to a single source: the company's own website. Searches of Nigerian property portals, the press, and agent listings turned up no independent record of any of them.
That is the finding a buyer should start from. It is not an accusation. Small Abuja developers routinely build and hand over projects that never appear in a listing portal or a newspaper, because they sell directly to buyers who find them by word of mouth. The absence of a public trace tells you something about how much verification work is left to do, not about whether the buildings exist.
What the company says about itself
The firm describes itself as "a forward-thinking real estate development company committed to redefining modern living in Nigeria," operating from No 12 Kano Street, Area 1, Garki, Abuja. Its About page names three people: Engr. Benedict Ugwegbu as chief executive, Engr. Michael Ugwuegbu as executive director of works, and Engr. Nnamoko Nnaemeka as executive director of operations. No other officer is named, and the surname of the CEO and the works director are spelled differently from one another on the same page.
The same page carries three statistics: "8 Years experience working," "15k+ Project completed," and "100+ Satisfied customer." The second of those sits awkwardly against the company's own Projects page, which lists five completed developments totalling roughly 43 units. Both figures are published by the company, and they do not reconcile. The domain boulevardlanelimited.com was registered on 9 January 2021 according to the Verisign registry record, which is about five years of web presence rather than eight, though a company can of course trade for years before buying a domain.
The completed list reads: Grandeur, six three-bedroom flats with boys' quarters; Splendor 1, twelve five-bedroom flats at Jabi Daki Biyu; Katampe Flats, twelve three-bedroom flats; Jahi Serviced Apartments, twelve units; and Mabushi Duplex, a single standalone five-bedroom house. The ongoing list runs to eight more across Garki, Daki Biyu, Kaura, Guzape and Life Camp, the largest being Fortress Guzape at 58 units.
The mortgage claim is the one to check first
The company's mortgage page states that it is "partnering with the Ministry of Finance Incorporated (MOFI) Real Estate Investment Fund (MREIF)," and sets out a route where a buyer pays a 30 percent deposit, is registered with a mortgage bank under MREIF, and repays the balance over up to twenty years. No bank is named. No interest rate is given.
MREIF is real and substantial. The Ministry of Finance Incorporated launched it on 28 February 2025 at a signing ceremony in Abuja presided over by the Minister of Finance, Wale Edun, with a Series 1 subscription of 150 billion naira and a Series 2 target of a further 100 billion. It is managed by Asset & Resource Management Holding Company, and MOFI has described repayment terms of up to 25 years at projected rates of 11 to 12 percent, well below prevailing commercial rates.
What does not exist, as far as public sources go, is a published list of developers accredited to the fund. MREIF's own site sets out eligibility criteria and offtake guarantee support for developers but names none of them. That means a buyer cannot confirm Boulevard Lane Limited's stated MREIF partnership from the fund's side, and neither could this piece. Developers that have secured formal arrangements under the programme tend to announce them and are named by MOFI in turn. The practical step is to call ARM or MOFI directly and ask whether the specific developer is participating, before any deposit changes hands. A 30 percent deposit paid on the strength of a financing route that turns out not to apply is a hard position to unwind.
What is missing from the public record
No RC number appears anywhere on the company's website: not on the About page, not on Contact, not in the footer. That is common among small Nigerian developers and is not itself a red flag, but it removes the one identifier that would let a buyer pull the company's file. The Corporate Affairs Commission's public search at search.cac.gov.ng is the place to resolve it, and it is worth the fee. A CAC entity report gives the registration number, incorporation date, registered address and the directors on file, which can then be compared against the three names the website publishes. Where those two lists diverge, the registry is the document that matters.
No shareholder, parent company, bank, contractor, architect or joint venture partner is named by the company or by anyone else. For a firm reporting thirteen concurrent and completed projects, the absence of a named main contractor or consulting architect is unusual enough to be worth asking about directly.
There is almost no third-party footprint. The company's agent profile on Private Property Nigeria shows zero active listings. Its careers page on Workable and a single Indeed review from a sales executive in December 2023 are the only independent traces of it operating at all. Its own website carries unconfigured template artefacts, with social links pointing at the bare facebook.com, instagram.com and twitter.com homepages rather than company profiles, and an empty blog section. Three different phone numbers appear across the company's site, its data-aggregator entries and its property-portal profile.
None of that establishes wrongdoing. A neglected website is a neglected website. What it does establish is that an Abuja buyer looking at this developer has no shortcut available and has to do the verification themselves.
The checks that actually settle it
For an off-plan purchase in the Federal Capital Territory, three documents decide whether the project is real, and none of them come from the developer's marketing.
The first is title. Ask for the Certificate of Occupancy or the Right of Occupancy for the specific plot, then verify it at the Abuja Geographic Information Systems office rather than accepting a photocopy. AGIS holds the FCT land register and a search there will show whether the plot is what the developer says it is and whether it is encumbered.
The second is development control approval. Building plan approval for the FCT comes through the Department of Development Control, and an approved plan tied to the plot number is the difference between a project and an intention.
The third is the delivery record, and this is where a site visit beats any amount of desk research. Grandeur, Katampe Flats, Jahi and Mabushi are all named with locations. Ask for the addresses, go and look, and ask residents when they moved in. For a Nigerian buyer that is an afternoon. For a diaspora buyer it means paying someone local or a lawyer to do it, which is the cheapest money spent in the whole transaction.
