Pentagon Real Estate Investment Ltd: The Mainland Park Mowe Delivery Record Behind the Global C of O

Pentagon Real Estate Investment Ltd has one delivery that three national newspapers reported independently: in late October 2022 it handed houses at Mainland Park Regal Estates in Mowe, Ogun State, to members of the Nigerian Airspace Management Agency (NAMA) staff cooperative, with mortgages funded through the Federal Mortgage Bank of Nigeria. At that point, according to those reports, more than 100 of a projected 200 Phase 1 homes had been built, out of 1,500 planned across eight phases. The company also names four other estates, Cedar Garden, Sheba Garden, Palms Garden and Rehoboth City, for which we could find no public location, title or delivery record. That split is the story for anyone deciding whether to buy.

Who runs Pentagon

On its listing profile, the company describes itself as "a privately-owned company incorporated on 6th February, 2007" with a head office at Suite E68, Ikota Shopping Complex, VGC, Lekki Peninsula, Lagos. The developer directory Propsult lists it under RC number 680243 with a 2007 founding year. That number comes from a third-party site and should be confirmed on the Corporate Affairs Commission's own search before any payment.

The Guardian, BusinessDay and ThisDay all name Rev. Kennedy Okoruwa as Managing Director and Chief Executive Officer and Ike Atuonwu as General Manager and Chief Operating Officer. We found no public shareholder list, outside investor or parent company.

What Mainland Park actually is

The Guardian's 31 October 2022 report by Chinedum Uwaegbulam described Mainland Park Regal Estates as sitting on "over 60 hectares" in Mowe, covered by "a global Certificate of Occupancy in favour of the company". BusinessDay (Chuka Uroko, 1 November 2022) and ThisDay (Bennett Oghifo, 1 November 2022) reported the same size and title.

According to those reports:

- The estate is planned for 1,500 units across eight phases.

- Phase 1 was projected at 200 houses, of which more than 100 had been built and were occupied at the time of the handover.

- House types include two- to four-bedroom bungalows, four- and five-bedroom duplexes with boys' quarters, and maisonettes.

- Buyers came through staff cooperatives. The Guardian reported that cooperatives of Unilever Plc and Nestlé already had schemes in the estate, and the October 2022 handover went to the NAMA staff cooperative's Lagos chapter.

- Financing ran through the Federal Mortgage Bank of Nigeria's National Housing Fund, with cooperatives providing equity and FMBN funding the balance over up to 30 years. Omooluabi Mortgage Bank, since renamed Living Trust Mortgage Bank, facilitated the transactions.

The cooperative-plus-mortgage-bank model matters for verification. In a National Housing Fund mortgage, a licensed primary mortgage bank lends against the house, so a regulated lender had reason to look at the Phase 1 properties. That does not certify the developer or the title, but it is more outside scrutiny than most estate sales receive.

An older listing on the company's own agency profile, posted in July 2019, advertised plots at Mainland Park City at ₦3.5 million outright and at Mainland Park Regal at ₦8.5 million, again stating that the company holds "the Certificate of occupancy".

Global C of O: what a plot buyer receives

A global Certificate of Occupancy covers the whole estate and sits in the developer's name. When you buy a plot or a house inside it, you do not automatically receive your own C of O. You typically get a deed of assignment or sublease from Pentagon Real Estate Investment Ltd and a survey plan. To perfect that interest, the transfer needs the Governor's consent, which Section 22 of the Land Use Act requires before a statutory right of occupancy can be alienated.

For a Mowe buyer, that means three questions:

1. The global C of O itself. Ask for a copy, the registration particulars and the date. Then search it at the Ogun State lands registry to confirm it is registered to the company and covers the land your plot sits on.

2. The instrument you receive. Is it a deed of assignment, a sublease, or only an allocation letter? The Guardian's report does not say which documents Phase 1 owners received.

3. The consent. Our guide to Ogun State's e-consent process covers how applications are handled. Ask whether any Mainland Park subscriber has obtained consent on a plot carved out of the global C of O, and ask to see one.

We looked at the same issue in a profile of another developer selling under a global C of O, and in our review of titles in Ogun estates marketed from Lagos.

The four estates without a public record

The company's own profile says it is "currently handling" Mainland Park, Cedar Garden, Sheba Garden, Palms Garden and Rehoboth City. Propsult describes all five as completed. We found no press report, planning approval, listing or title reference for Cedar Garden, Sheba Garden, Palms Garden or Rehoboth City that gives a location, a size or a completion date. "Currently handling" and "completed" are different claims, and neither is backed by a public document.

That does not mean those estates do not exist or are not finished. It means a buyer offered a plot in any of them should treat it as undocumented until shown the title, the survey and a site visit.

We also found no court judgment, regulator notice or LASRERA record involving Pentagon Real Estate Investment Ltd, and no press coverage of the company after November 2022. Both are findings about what searches returned, not evidence of a clean or troubled record.

What to take from this

Pentagon Real Estate Investment Ltd has something many small Nigerian developers lack: an independently reported handover, with named officers, a named cooperative buyer and a regulated mortgage lender involved. The limits are just as clear. The evidence covers roughly 100 houses in the first of eight phases of one estate, reported in 2022. Everything after that, and everything outside Mainland Park, rests on the company's own description.
