The company named on the brochure is almost never the company that signs your sale and purchase agreement. Kheng Leong Company (Private) Limited, UEN 194900024W, is registered with the Accounting and Corporate Regulatory Authority under two activity codes: 70201, management consultancy services, and 64202, holding companies of firms engaged in non-financial and insurance activities. It is not registered under 68101, real estate developers. The entities carrying that code, and holding the housing developer licences, are separate project companies incorporated one per site.
That is not unusual in Singapore and it is not a red flag. It is the normal structure for a family investment house that develops through joint ventures and single-purpose vehicles. It does change what a buyer should check, because the licence, the project account and the legal recourse all sit with the project company, not with the brand on the hoarding.
