EL Development Pte Ltd: Ownership, Project Companies and the Delivery Record
EL Development Pte Ltd has completed at least fourteen projects in Singapore since 2007, from a 142-unit food factory in Jurong handed over in 2010 to a 350-room Pullman hotel on Hill Street inaugurated in October 2023. That record is unusually easy to check, because almost every one of those projects was built through a separate company, and the registry entries are public.
That structure is the first thing a buyer should understand about this developer, and it is the thing most likely to confuse someone running a routine search.
The company you find is a holding company
EL Development Pte Ltd is registered with Singapore's Accounting and Corporate Regulatory Authority under UEN 200709706W. It was incorporated on 1 June 2007 as an exempt private company limited by shares, with a registered address at 11 Mandai Estate, #12-01, ELDIX, Singapore 729908, which is a building the company developed itself.
Its principal business activity on the register is SSIC 64202, holding companies of firms engaged in non-financial and insurance activities. Its secondary code is management consultancy. Neither is a property development code. A buyer who looks up the parent entity expecting to see a developer classification will not find one, and that absence means nothing adverse. Development sits in the project companies.
Those project companies are separately registered. EL Development (Horizon) Pte Ltd, UEN 201735601D, was incorporated on 11 December 2017 under SSIC 68101, real estate developers, and is the entity named on Pullman Residences. EL Development (Ventures) Pte Ltd, UEN 201726964N, incorporated 21 September 2017 under a hotel code, holds Pullman Singapore Hill Street. The same pattern runs backwards through the portfolio: West Coast, Yishun, Sengkang, Clementi, Mandai, Jurong, Woodlands, Balestier, Stevens, Devonshire and Newton entities each appear against the project they built, all at the same Mandai Estate address.
For anyone checking a sale and purchase agreement, that matters in a practical way. The counterparty named on the contract will be a project company, not the brand. Verifying the wrong entity produces a reassuring answer to a question nobody asked.
Ownership runs back to a 1980 builder
EL Development states on its own site that it began as a business unit inside Evan Lim & Co. Pte Ltd and was separated into its own entity in June 2007. Evan Lim & Co describes the same relationship from the other side, presenting the Evan Lim Group as three companies: Evan Lim & Co. Pte Ltd in construction, EL Development Pte Ltd in property development, and Buildmart Industries Pte Ltd.
Evan Lim & Co. Pte Ltd carries UEN 198001580H and an incorporation date of 14 May 1980, with paid-up capital of S$18,000,000 and a building construction activity code. It holds a BCA A1 general building registration, which carries no contract-sum limit, and a B1 civil engineering registration.
What is not public is the share register. Both companies describe the group relationship narratively, but no accessible source states which entity or individual holds shares in EL Development Pte Ltd, or in what proportion. No institutional investor is named anywhere in the record. No bank or project lender is named for any of its projects. These are gaps in the public record rather than findings, and a buyer who wants that detail would need to request it directly.
The one officer identified by name across multiple independent sources is Lim Yew Soon, managing director. He was named Singapore Real Estate Personality of the Year at the 14th PropertyGuru Asia Property Awards in November 2024. Free registry mirrors indicate the parent company has around thirteen officers on file, but none of them publish the names, so the wider board is not something this article can set out.
The delivery record
The completed list, with the entity that built each one, reads as follows. Jurong Food Hub, 142 units, 2010. Nordix in Woodlands, 32 units, 2011. Rosewood Suites in District 25, 200 units, 2011. Parc Centennial on Kampong Java Road, 51 units, 2011. Illuminaire on Devonshire, 72 units, 2013. ELDIX at Mandai, 170 units, 2014. Stevens Suites, 32 units, 2014. Trivelis, an 888-unit HDB design build and sell scheme at Clementi, 2015. SkySuites 17 at Balestier, 115 units, 2015. La Fiesta at Sengkang, 810 units, 2016. Symphony Suites at Yishun, 660 units, which EdgeProp records as receiving TOP in 2018. Parc Riviera at West Coast Vale, 752 units, 2020. Pullman Residences at Newton, 340 units, 2023. Pullman Singapore Hill Street, 350 rooms, inaugurated 1 October 2023.
Two projects are announced and not yet complete. Blossoms by the Park at Slim Barracks Rise is a 275-unit, 27-storey leasehold development. The company's own project page gives completion as 2027; EdgeProp reported a scheduled completion of December 2026 in October 2023. Food Vision @ Mandai, a freehold ramp-up food factory of around 115 strata units, is a joint venture with Sim Lian Group targeted for 2025, with the stake split undisclosed.
Site acquisition is the part of the record with the cleanest primary sourcing. The Urban Redevelopment Authority's own media release of 11 October 2021 records that the tender for Slim Barracks Rise Parcel A was awarded to EL Development Pte Ltd at S$320,100,000, equivalent to S$13,409.01 per square metre of gross floor area, on a site of 7,957.3 square metres held on a 99-year lease. That site became Blossoms by the Park. EdgeProp reported the Dunearn Gardens collective sale at S$468 million in April 2018, which produced Pullman Residences, and the 1 Hill Street site was reported as bought from Singtel for S$118 million.
Named counterparties are consistent across projects. Evan Lim & Co has served as main contractor on Blossoms by the Park and Pullman Residences. ADDP Architects has been the residential architect on both, with DP Architects on the Pullman hotel and Ecoplan Asia on landscape at Blossoms. Accor signed a memorandum of understanding in 2018 to operate the Hill Street hotel under the Pullman brand. Marketing has been handled by ERA Realty Network, Huttons Asia, PropNex Realty and SRI, depending on the launch.
What the record does not show
No regulatory enforcement action against the company by the Urban Redevelopment Authority, the Housing and Development Board, the Competition and Consumer Commission of Singapore or the Building and Construction Authority appears in any source located. That is the result of a search, not a clearance, and Singapore does not publish a consolidated searchable enforcement register that would settle the question.
The company's developer licence under the Housing Developers (Control and Licensing) Act is likewise not something the public register surfaces by name in search results. Selling licensed housing implies licensing, but no accessible source states a licence number, so this article does not assert one.
One court judgment touches the portfolio. In MCST Plan No 3724 v Exceltec Property Management Pte Ltd [2022] SGHC 44, decided on 28 February 2022 and concerning the Jurong Food Hub development, EL Development was not a party. It appears in the judgment only as the original developer that appointed the managing agent in 2010. The management corporation's claim was dismissed.
