What Happens If You Buy a Bali Villa Without a PBG Building Permit

If you buy a Bali villa that has no PBG building permit, you are buying a structure the state does not formally recognize as legally built, and that single gap can block your right to rent it, expose it to fines or demolition, and slash its resale value. The land title can be perfectly clean and the villa can still be a liability, because in Indonesia the land and the building are governed by separate approvals. This is one of the most expensive mistakes foreign buyers make in Bali, and it is entirely avoidable with the right checks.

What is a PBG and how is it different from the old IMB?

PBG (Persetujuan Bangunan Gedung, or Building Approval) is the permit that legally authorizes a building's construction and use, and it replaced the old IMB (Izin Mendirikan Bangunan) in 2021. The change came through Government Regulation PP No. 16 of 2021, which implements the Job Creation Law (UU Cipta Kerja) and sits under the Buildings Law, UU No. 28 of 2002. The difference matters: an IMB was a discretionary license that a local official granted, while a PBG is a standards-based approval issued when the building's design meets defined technical standards. Existing IMBs stay valid until they expire, but you cannot renew an expired IMB. Any new build, extension, or structural change now requires a PBG applied for through the national SIMBG online portal.

What is an SLF and why does it matter alongside the PBG?

An SLF (Sertifikat Laik Fungsi, or Certificate of Worthiness) certifies that a finished building is functionally fit and safe to use, and it is issued by the local regional government. The PBG approves the plan to build; the SLF confirms the finished building matches that approved plan and can lawfully be occupied. For a completed villa that was built without a PBG, the path to legality runs through obtaining an SLF in order to then secure the PBG. The two documents work as a pair, and serious buyers ask for both.
