Bali vs Jakarta: Where Should Foreigners Buy Property in Indonesia?
For a foreigner choosing where to buy in Indonesia, Bali and Jakarta are not two versions of the same decision. They are different asset classes with different legal structures, different buyers, and very different returns. Bali is a tourism-yield play built mostly on leasehold villas. Jakarta is an urban apartment market built on strata title with lower yields but a different risk profile. Which one fits depends on what you actually want the property to do.
The returns gap
The clearest difference is rental yield. Bali villas in established tourism areas commonly generate gross yields in the range of 10 to 18 percent, with well-located, professionally managed properties often landing around 10 to 15 percent net. That is driven by short-term holiday rental demand, which keeps occupancy and nightly rates high in the right locations.
Jakarta apartments sit far lower. Long-term residential yields cluster in the mid-single digits, often around 4 percent for typical apartments, though prime or well-managed units can do better. Jakarta is an urban rental market driven by domestic professionals and expatriates on long leases, not tourists, so the income profile is steadier but much flatter.
If income is the goal, Bali wins on paper. The trade-off is that Bali's high yields depend on active management, tourism cycles, and the legal soundness of a market with more informal sellers, while Jakarta's lower yields come from a more conventional, lower-drama urban market.
Price points
Entry costs differ in kind as well as size. In Bali, small villas can start around 2 billion rupiah (roughly 140,000 US dollars), while beachfront and prime villas run from about 10 to 25 billion rupiah (roughly 700,000 to 1.75 million US dollars). Managed apartments command a premium per square meter over villas because of amenities and professional management.
In Jakarta, small condominiums average around 2.5 billion rupiah (roughly 175,000 US dollars), with houses commonly higher. The Jakarta market is denser and more standardized, so pricing is easier to benchmark against comparable units, whereas Bali villa pricing varies enormously with location, view, and build quality.
The legal structures diverge
This is where the choice really bites. Bali's market is dominated by villas, and most foreign villa transactions are structured as leasehold (Hak Sewa) or through a PT PMA company holding Right to Build (HGB) for rental operations. Leasehold is simpler and cheaper but contractual rather than a registered ownership right, so its strength depends entirely on the quality of the lease. A foreigner who wants registered ownership of a landed Bali home uses Hak Pakai, subject to holding a stay permit and meeting the provincial minimum value.
Jakarta's foreign market is mostly apartments, which suits strata title (HMSRS) cleanly. Under Government Regulation 18/2021, foreigners can hold qualifying apartment units as a registered right in their own name, above the provincial price threshold. For a buyer who wants a straightforward, registered title without running a rental business, a Jakarta apartment is often the simplest legal path in the whole country.
The tax and friction difference
Indonesia taxes rental income relatively heavily, with rates on rental income among the higher in Asia, and Jakarta's combination of complex legalities and high effective tax on modest yields is part of why many foreign investors find pure-investment apartments there relatively unattractive. Bali's higher gross yields absorb tax and management costs more comfortably, which is a large part of its appeal, but that math only holds if the property is legally sound and genuinely rentable, meaning correct zoning and permits for tourism use.
Who each market suits
Bali fits a foreigner who wants income from tourism, is comfortable with leasehold or a PT PMA, will manage the property actively or pay for management, and will do the extra diligence a less formal market demands, especially zoning, permits, and avoiding nominee structures. The upside is high yield and lifestyle; the risk is a market with more bad actors.
Jakarta fits a foreigner who wants a registered apartment title in their own name, values a conventional urban market with benchmarkable prices, and prioritizes legal simplicity and steadiness over headline yield. It is the more conservative choice, better suited to ownership and long-term holding than to chasing returns.
The diligence is non-negotiable either way
Whichever city, the verification is the same. Read the certificate or lease and have an independent notary (PPAT) confirm the title, registered holder, encumbrances, and expiry against land office records. In Bali especially, confirm zoning and the permits required for tourism rental before paying, and refuse nominee arrangements outright.
