Tirana's property market is moving in two directions at once right now: prices keep climbing (up 32.6% year-on-year as of mid-2025, per the Bank of Albania) while roughly one in three apartments across the country sits empty. The paradox is widely discussed here, with a growing body of reporting pointing to money laundering and speculative construction as key distorting forces. For foreign investors, the short-term picture still looks attractive - yields are solid, tourism is at record levels, and infrastructure is finally catching up - but understanding *why* this market behaves the way it does matters more than ever.

1. New Project Launches

-Zyber Hallulli redevelopment- In January 2026, Mexico-based studio Rojkind Arquitectos was announced as the winner of the mixed-use design competition for the Zyber Hallulli site in central Tirana. The competition launched in September 2025. No phasing or sales timeline has been announced yet.

-Balfin Group's Rolling Hills Liqeni (RH Liqeni)- Balfin's latest residential launch is positioned beside Farka Lake, east of the city, combining villas and apartments with a waterfront "Plaza" precinct. It sits close to the TEG (Tirana East Gate) retail hub and Unaza Lindore. Marketed heavily to buyers seeking lake-view luxury outside the congested centre.

-Univers City- Balfin's flagship master-planned community in western Tirana continues to grow. Covers 444,000 m² with 7 - 9 storey residential blocks, a school, kindergarten, health centre, and 10,000 m² of central parkland. Aimed at families and young professionals as a "city within a city."

-Construction boom broadly- Building permit volumes have exploded: from 50 km² in 2015 to 2,071 km² in 2022, a 40-fold increase, and the pace has not let up. Over 70-storey towers have been approved. Star architects involved include Stefano Boeri (Blloku Cube), Marco Casamonti (two skyscrapers in Blloku, currently under construction), MVRDV, and Belgian studio 51N4E.

2. Foreign Buyer Policies

-Nationwide property valuation incoming (2027)- The Albanian government has announced the "ProTAX Albania" reform, which will kick off a nationwide property assessment in 2027. The goal: shift to market-based property taxation by 2028 (buildings) and 2030 (land). For foreign investors buying now, this is worth monitoring - it could meaningfully raise holding costs once market values are properly registered.

-Foreigners can still buy freely- No nationality restrictions. Foreigners own apartments, houses, villas, and commercial buildings with the same rights as Albanian citizens. Agricultural land and bare plots remain off-limits for individuals (the standard workaround is an Albanian company structure).

-Cash payment limits- From 2026, Albania caps cash payments at €5,000/month as part of efforts to bring informal activity into the formal financial system. Cash in circulation had hit a record €4.6 billion.

-New foreign investment screening rules proposed- The government opened public consultation in December 2025 on a regulation that would allow authorities to review (and potentially block) foreign direct investments in sensitive infrastructure sectors. Residential real estate is not the target of this measure, but it signals a more watchful policy environment.

-Mortgage financing available but cash often needed- Foreign non-residents can access mortgages at 60 - 70% LTV, with interest rates around 4.5 - 7.5% on euro loans. Banks like Intesa Sanpaolo Albania, BKT, and OTP Bank are the main lenders.

3. Market Trends & Pricing

-Prices keep rising despite a glut of empty homes- Bank of Albania data shows prices rose 5.1% in just the first half of 2025, and 32.6% year-on-year at that point. In 2011, you could buy in central Tirana for €700 - 2,500/m²; today the range is €2,500 - 4,500/m², with Blloku and the lake district hitting €4,000 - 6,000/m². Meanwhile, 85,000 homes sit empty in the Tirana province alone - 52,000 within the capital itself.

-Rents are squeezing residents hard- January 2026 inflation data shows rental costs rose 8.5% nationwide, but in urban Tirana the real increase is 20 - 40% depending on location. A two-bedroom in the centre now costs €800 - 1,200/month; even suburban options run €400 - 500. The minimum wage was raised in January 2026 to €518/month.

-12-month outlook: moderate growth, not a collapse- Most analysts forecast 5 - 8% price growth over the next year - down from the double-digit years of 2022 - 2024, but still positive. FDI into Albania hit €1.1 billion in 2024. Tourism passed 11 million arrivals in 2025 (+7% YoY). Properties in prime areas like Blloku move in 30 - 60 days; average days-on-market across the city is around 210.

-The money laundering question- A September 2025 Friedrich Ebert Foundation report estimated that corruption and tax evasion in Albania generated "at least €8.168 billion in revenues for the period 2015 - 2024," concentrated in construction. The previous mayor, Erion Veliaj, is currently in pre-trial detention on corruption and money laundering charges.

4. Infrastructure & Development News

-Tirana - Durrës - Rinas rail on track for 2026 completion- The new railway connecting Tirana central, Durrës, and Rinas International Airport (seven stations) is expected to finish construction this year. Electric trains are planned to begin operating in Q1 2027. Once running, the Tirana - Durrës leg takes just 22 minutes. Backed by the EU and EBRD. A €30M EBRD top-up will also electrify the Durrës - Rrogozhinë section (part of Pan-European Corridor VIII). A separate €60M from the European Investment Bank complements this.

-Airport expansion and connectivity surge- Tirana International Airport (Nënë Tereza), operated by Kastrati Group, is undergoing a major physical overhaul: new iconic façade, expanded terminal, increased parking. Ryanair is basing a 4th aircraft in Tirana from April 2026, adding 20 new routes. Wizz Air based its 14th Airbus A321neo in Tirana from March 2026, opening four new European routes.

-Vlorë international airport- A new international airport near Vlorë is expected to open in 2026, unlocking the Albanian Riviera as a direct-flight destination.

-Vlora Marina- Balfin Group's coastal mega-development featuring 800+ sea-view apartments, a 5-star Marriott-branded hotel with 150 branded residences, and a D-Marin-managed marina with 400+ berths. Albania's first world-class marina.

5. Notable Developer Activity

-Balfin Groupremains the most active large-scale developer in both Tirana and the coast. Current live projects include: Rolling Hills (Petrela), Rolling Hills 2 (Farka), Rolling Hills Liqeni (Farka Lake), Univers City (western Tirana), Park Gate (near Artificial Lake), Ambassador 1/2/3 (city centre), Uzina Tirana Phase 2, Collina Verde (Lundër hills), and the massive Vlora Marina coastal development.

-Rojkind Arquitectos- The Mexico City-based studio won the Zyber Hallulli mixed-use design competition in January 2026, continuing Tirana's pattern of commissioning internationally recognised architects for central redevelopment sites.

-International architecture firms in Tirana- Stefano Boeri Architetti (Blloku Cube, Tirana 2030 masterplan), Marco Casamonti (two new Blloku towers under construction), MVRDV and 51N4E are all active. Albanian studio Atelier 4 designed the Credins Bank headquarters.

-Kastrati Group- The conglomerate operating Tirana International Airport is investing heavily in the airport's physical expansion and infrastructure, directly driving tourism growth and property demand in the capital.
