Mangata Residence (often styled Mångata) is an A-class residential complex in Sanur, Bali, marketed by Axiom Asia and built with construction management by OSS Group. Sanur has become one of Bali's most reliable foreign-buyer micro-markets in 2025 and 2026, partly because of the Sanur Special Economic Zone and the international hospital that opened there in 2024. A scheme like Mangata sits squarely inside that demand. The question for a foreign buyer is not whether Sanur is attractive. It is whether the title structure being offered is one a foreigner can legally hold, and whether the developer can actually deliver the building they are selling.
This is the legal and commercial picture in 2026.
What you can actually own in Bali as a foreigner
Indonesia's land law framework starts with the 1945 Constitution, Article 33, which limits absolute land ownership (Hak Milik) to Indonesian citizens. The implementing statute is the Basic Agrarian Law No. 5 of 1960 (Undang-Undang Pokok Agraria, UUPA). Under UUPA, foreign individuals cannot hold Hak Milik. What a foreigner can hold is one of three things:
Hak Pakai (Right to Use): granted to foreign individuals legally residing in Indonesia (with KITAS or KITAP). Under Government Regulation 18 of 2021, the initial term is 30 years, extendable by 20 years, and renewable for a further 30 years, for a total of 80 years on a single title. Hak Pakai can be registered to landed property and to apartment units (Sarusun) certified under the SHM Sarusun framework.
Leasehold (Hak Sewa): a contractual right to occupy and use for an agreed term. Maximum lease durations have moved over time; under current practice, registered leasehold structures are commonly drafted for 25 to 30 years, renewable. Leasehold is the most common structure foreign buyers actually use for villas.
PT PMA structure: a foreign-owned Indonesian limited liability company (Perseroan Terbatas Penanaman Modal Asing) can hold Hak Guna Bangunan (Right to Build) on land for up to 80 years total. This is the standard structure for foreign-developer projects in Bali.
A foreigner cannot hold Hak Milik through a "nominee" Indonesian citizen. Article 26(2) of UUPA voids any contract that effectively transfers Hak Milik to a foreigner and reverts the land to the state. The Constitutional Court reaffirmed this in Decision 21/PUU-V/2007 and the Supreme Court has applied it consistently. Nominee arrangements are the single largest source of foreign-buyer loss in Bali.
For Mangata Residence specifically, ask in writing which structure is being offered. If it is presented as a "freehold villa," it is either a PT PMA holding Hak Guna Bangunan (acceptable, if the PMA is yours) or a nominee structure (illegal and unrecoverable in court).
The developer and construction team
Axiom Asia, the marketing entity, lists Mangata as an A-class apartment development in Sanur. The construction is managed by OSS Group, whose senior construction manager has over 35 years of project management experience, more than 20 of them in Indonesia. The architectural team has prior involvement in luxury hospitality projects including Raffles Resort Bali. None of these credentials are independently verifiable from a brochure. They become verifiable when you do four things.
Pull the company filings from the Online Single Submission (OSS) system at oss.go.id and verify the legal entity that will be the signatory on the sale and purchase agreement (PPJB) is correctly registered with valid NIB (Business Identification Number). Confirm the developer holds the construction permit (PBG, formerly IMB) on the land parcel matching the cadastral survey (Surat Ukur). Verify the land title at the local BPN (Badan Pertanahan Nasional) office matches what the developer represents. Confirm the SLF (Sertifikat Laik Fungsi, certificate of fitness for occupation) is in process or will be issued before handover.
Independent verification of developer delivery history matters more in Bali than almost any other Asian market because the developer ecosystem includes a high share of foreign-founded operators with no comparable accountability framework to public-company filing regimes. Platforms like Bektu maintain delivery-history records for Bali developers, which is how you cross-check whether a "10-year track record" actually consists of one completed project and three that stalled.
Sanur as a sub-market
Sanur's appeal as a foreign-buyer location intensified after Indonesia designated it as a Special Economic Zone for health tourism in 2022. The Bali International Hospital, operated in partnership with Mayo Clinic and the Indonesian state through PT Pertamina Bina Medika, opened in 2024 and is now operating at scale. This established a durable medical-tourism demand layer that did not exist five years ago, and it pushed Sanur's rental yields and capital values upward relative to Canggu and Seminyak. Yields in Sanur for well-positioned three-bedroom units run 7 to 9 percent gross according to 2025 broker data, marginally below Canggu but with shorter vacancy windows.
The trade-off is regulatory exposure. Bali's tourism accommodation rules now require Pondok Wisata licensing for any short-stay rental of a private home, with the license tied to the property and the operator. Operating a short-stay rental without a Pondok Wisata license has been enforced against in Badung and Gianyar in 2024 and 2025. Mangata, if marketed as a yielding asset, must have either a hotel-style operating license (Tanda Daftar Usaha Pariwisata) or sit inside a residential-only structure where short-stay activity is explicitly permitted by the building's certification.

Pre-purchase checklist
Before any deposit on Mangata Residence Sanur:
Get the title certificate (preferably SHGB if PT PMA, or Hak Pakai if you have KITAS/KITAP) in writing and verify at BPN. Confirm the developer's PT entity matches the OSS NIB and the seller named in the contract. Confirm the PBG construction permit covers the as-built specifications. Get the Pondok Wisata or TDUP licensing status if rental income is in your underwriting. Ensure the PPJB is notarized by a PPAT (Pejabat Pembuat Akta Tanah) and not by an ordinary notary. Pay deposits only via Indonesian-bank escrow held by the notary, not to the developer's operating account. Verify that any "guaranteed yield" or "buyback" provisions are signed by the PT itself with corporate stamps, not by an individual director or sales agent.
Bottom line
Mangata Residence is positioned in one of Bali's strongest sub-markets at a moment when the SEZ designation is materially supporting demand. The structural risks are not Mangata-specific. They are the same Indonesia-wide risks every foreign buyer faces: title category, construction permit alignment, and short-stay licensing. Use Hak Pakai or PT PMA, never nominee. Confirm permits at BPN, not on the brochure. And budget the rental compliance reality from day one, not as an afterthought.
