Lijia Construction: What Taipei's Register Shows About a Developer With Three Buildings
Lijia Construction has been a registered Taiwanese company since 26 June 1992, is still listed as active, and the public record documents three completed buildings in Taipei across nearly thirty years. The most recent of them was finished in the third quarter of 2013. There is no record of a project started or completed since.
That is the whole story of Lijia Construction in two sentences, and for a buyer looking at a resale unit in one of its buildings, or at any small Taipei developer, the useful part is how each of those facts can be checked.
What the register says
Taiwan's Ministry of Economic Affairs publishes company registration data through its open data platform, which makes a Taiwanese developer far easier to verify than one in most emerging property markets. Querying the register for Lijia returns a complete identity record.
The company's registered Chinese name is 利嘉建設股份有限公司. Its Unified Business Number, the 統一編號 that functions as the company's permanent identifier, is 86728310. Its status field reads 核准設立, approved and established, which is the register's wording for a live company rather than one dissolved or struck off. The date of approval of establishment is recorded as 0810626 in the Republic of China calendar, which is 26 June 1992.
Capital is recorded twice, and the two figures match: total capital of NT$107,000,000 and paid-in capital of NT$107,000,000, across 10,700,000 shares at a par value of NT$10. Paid-in capital equalling authorised capital means the shareholders actually put the money in, which is a stronger signal than a large authorised figure sitting unfunded.
The registered address is 臺北市大同區太原路136號1樓, the ground floor of No. 136 Taiyuan Road in Taipei's Datong District. The registering authority is the Taipei City Government. The responsible person, the 負責人, is recorded as 李輝煌, Li Hui-huang. The most recent approved change to the registration is dated 1131206, which is 6 December 2024, so the file has been touched recently.
Developer, not contractor
The register also lists the company's permitted business scope, and this is where a detail worth understanding appears. Among eleven items, the construction-related one reads 委託營造廠商興建國民住宅出租出售業務, the business of commissioning construction firms to build housing for lease and sale. Others cover urban land re-consolidation, industrial plant development and leasing, and real estate leasing.
What the scope does not contain is a 營造業 item, construction contracting. Under Taiwan's Construction Industry Act, contracting work is a licensed activity and a company must be registered as a 營造業 to carry it out. Lijia is registered as a 建設公司, a development company, whose scope is explicitly to commission builders rather than to build.
This matters because the record bears it out. On every documented project, a separate licensed contractor is named. A buyer who assumes the name on the sales brochure also poured the concrete has the structure wrong, and the quality question belongs partly with a different company. The board, and a single holding vehicle
The directors are not available from the government open data endpoint used above, so the names below come from two independent commercial mirrors of the same ministry register, which agree with each other.
Both record 李輝煌 as 董事長, chairman, matching the responsible person on the official record. Both list 李金翰 and 李承翰 as 董事, directors, and 黃惠逸 as 監察人, supervisor.
The more interesting column is the one naming the legal person each seat represents. All four are listed as representatives of 一心投資股份有限公司, Yi Xin Investment Co., Ltd. A board whose every seat is held by nominees of a single corporate shareholder is a closely held company, controlled through one holding vehicle. That is ordinary for a family development firm of this size and it is not a criticism, but it does mean there is no independent voice on the board.
A caution on the numbers: both mirrors print 10,700,000 shares against each of the four seats, which would total four times the company's entire share count. The likeliest reading is that they are repeating the holding company's total stake on every row. No shareholding figure per individual should be taken from those listings. Registry details for Yi Xin Investment itself, including its own Unified Business Number, were not found.
Three buildings, and the dates
Taiwanese property portals carry community-level records that name the developer, the contractor and the architect of each building, which allows a delivery record to be assembled from independent sources.
Da'an Senhuo (大安森活), at No. 3, Section 3, Xinyi Road in Da'an District. Completion is recorded as September 1997. Twenty-one units, ten floors above ground and two below. Two portals name Lijia as the developer. The contractor is where the sources disagree: HouseFun and Leju both name 健富營造股份有限公司, Chien-fu Construction, while Sinyi puts that same company in the developer field, and the contractor of the later two projects has a page of its own titled for this project. The developer attribution is corroborated three ways. The contractor identity is not settled, and it should not be reported as though it were.
