Xinan Construction: What Taiwan's Registry Shows About a Taipei Developer With One Building
One building, thirty-five years ago, and a registered capital that has grown almost tenfold since 2017. That is what Taiwan's public records show about Xinan Construction, a Taipei company that appears in property databases as a developer but has no project anyone can point to in the current market.
The company is registered as 新安建設股份有限公司 under unified business number 22420441. Taiwan's Ministry of Economic Affairs lists it as 核准設立, or approved and active, incorporated on 14 February 1987, with a registered office at 2F, No. 29, Section 3, Minsheng East Road, Zhongshan District, Taipei. Paid-in capital stands at NT$572,923,700, divided into 57,292,370 shares with a par value of NT$10. The responsible person on the registry is 陳李秀卿. The last approved amendment to the record was made on 22 July 2026.
Those are not hard facts to find, and they matter more than they look. Taiwan publishes company registry data through an open government API, which means any buyer can confirm in under a minute whether a company exists, whether it is still active, and how much capital stands behind it. That is a stronger position than buyers have in most markets, and it is worth using.
Getting the right company
Xinan is a common name element in Taiwan, and the registry contains several companies that a careless search would blend together.
A query of the ministry's company name search for active companies containing 新安建設 returns exactly one result: UBN 22420441. There is no second active company by that name anywhere in Taiwan.
Three other entities turn up in searches and are separate companies with their own registry records. 新安東京海上產物保險股份有限公司, UBN 16834703, is a general insurer based on Nanjing East Road with paid-in capital of NT$6.76 billion and a different responsible person. 新安開發建設股份有限公司, UBN 89120767, is a Taoyuan company incorporated in December 2022 with NT$2.5 million in capital and no connection on the record. 新安營造有限公司, UBN 69400537, is a separate construction contractor in Neihu. None of these is the company described here.
What the company has built
The delivery record is where the public account thins out sharply.
One project is attributed to the company: 世紀金龍, a mixed-use tower at No. 307, Section 2, Taiwan Boulevard in Taichung's West District. The architecture database skyscrapers.tw records it at 105.7 metres across 28 floors above ground, with a total floor area of 50,375.63 square metres, 79 units, architect 協盟建築師事務所, and use permit number 80中工建使字第01114號. Completion is given as 1991. The property portal operated by Sinyi Realty carries the same developer attribution.
Both sources write the developer's name without a unified business number, which is the standard weakness in Taiwanese project databases and the reason this attribution should be read as attributed rather than established. Two things make it credible. The company's registered business scope is 委託營造廠興建商業大樓出租出售業務, commissioning construction firms to build commercial buildings for lease and sale, which is exactly the activity described. And a registry mirror records a trademark for 世紀金龍 filed on 6 January 1991 and registered that October, in the same year the building was completed.
Beyond that tower, searches of Taiwan's main project databases, including 591, Rakuya, Leju, Sinyi and Yungching, surfaced no pre-sale or recent development attributable to the company. That is a sourced absence rather than proof of inactivity, and a company can hold and lease property without launching new projects. But a buyer looking for a track record of recent handovers will not find one in public sources.
The capital increase nobody has explained
The most striking item in the file is financial. According to registry change records compiled by the mirror site twfile, paid-in capital moved from NT$60 million in August 2017 to NT$365 million in September 2017, then to NT$425 million in October 2017, and later to NT$485 million. The ministry's own API confirms the current figure of NT$572,923,700 and dates the most recent amendment to July 2026.
A company with no visible development pipeline raising its registered capital from NT$60 million to more than NT$570 million over nine years is the obvious question to put to its management. Public records do not say what the money is for. Note that two mirror sites still report the older NT$485 million figure, which is a useful reminder that the official API is the record of account and third-party copies lag behind it.
