Sheng Hong Chang Construction: Registry, Permits and the Zhongzheng Urban Renewal Case

Sheng Hong Chang Construction Co., Ltd., registered in Taipei as 昇宏昌建設股份有限公司, has one completed building to its own name. That building is 天母上苑 in Shilin District, which received occupancy permit 113使字第0215號 in 2024. A second project, 樹沐 in Beitou, holds construction permit 114建字第0058號 and has not yet been built.

The company's own portfolio page lists ten projects. Most of them were built by two affiliated companies that share its office, its supervisor and, in one case, its chairman. That is not unusual in Taiwan, where family construction groups routinely present a combined record, but it does mean a buyer reading the portfolio page is reading the group's history rather than this entity's.

What the registry shows

Taiwan's Ministry of Economic Affairs company registry lists Sheng Hong Chang Construction under unified business number 82823741. The company was approved for incorporation on 18 March 2019, with registered capital and paid-in capital both at NT$100,000,000, divided into 10,000,000 shares of NT$10. Its registered address is 3F-1, No. 108 Minquan West Road, Datong District, Taipei, and its registrar is the Taipei City Government. The company is shown as approved and active, with no registered branches, factories or warehouses. Its business scope covers residential and commercial building development and sale, urban renewal reconstruction and rehabilitation, industrial plant development, property leasing, general investment and interior design.

Two officers are on the register. The chairman and legal representative is 崔宜君 (Cui Yi-chun), recorded with no shareholding. The supervisor is 查佑承 (Zha You-cheng), holding 1,500,000 shares, or 15 per cent. The remaining 85 per cent of the equity is not attributed to any named party in public records, so the ultimate ownership of the company cannot be established from the register.

There is a point of difference between the register and the company's website worth noting plainly. The site describes the group as founded in 1992 under chairman 查敏孝. The registry records 查敏孝 as the responsible person of 昇立建設股份有限公司, unified number 86887941, incorporated 4 November 1992, not of Sheng Hong Chang Construction. Read as a description of the group's origin the website statement is consistent with the registry; read as a statement about this company's chairman it is not.

The group around it

Three companies operate from 3F-1, No. 108 Minquan West Road, and the company's own site names them as the group: 昇立建設, 鴻亞建設 and 昇宏昌建設.

昇立建設股份有限公司 carries unified number 86887941, was incorporated on 4 November 1992 with capital of NT$1,000,000, and has 查敏孝 as responsible person with 查彥廷 as supervisor. 鴻亞建設股份有限公司 carries unified number 80304119, was incorporated on 9 December 2002 with capital of NT$29,000,000, and lists 許雅君 as responsible person, 崔宜君 and 蔡瑞雪 as directors and 查佑承 as supervisor.

The overlap is documented rather than inferred. 崔宜君 chairs Sheng Hong Chang Construction and sits as a shareholding director of 鴻亞建設. 查佑承 is supervisor of both. No registered parent or subsidiary relationship exists between any of the three. They are commonly controlled companies, not a holding structure, which means the balance sheet of one says nothing about the obligations of another.

The registered address is itself a group product. No. 108 Minquan West Road is 民權首璽, a building completed in March 2011 and attributed in property records to 昇立建設.

Delivery record, permit by permit

Sheng Hong Chang Construction's own two projects are the ones with permit numbers attached to its name.

天母上苑 stands at Lane 141, Section 7, Zhongshan North Road, Shilin District. Property records give it construction permit 110建字第0127號 and occupancy permit 113使字第0215號, twelve floors above ground and three below, 27 residential units on a site of about 183.6 ping, with parking at one space per unit and a completion in the third quarter of 2024. The investing developer is recorded as Sheng Hong Chang Construction, the main contractor as 震昌工程股份有限公司, the architect as 葉日明建築師事務所, and sales were handled in-house rather than through an agency.

樹沐 sits on Lane 19, Alley 40, Section 3, Zhongyang North Road, Beitou District. It holds construction permit 114建字第0058號, issued in 2025, and has no occupancy permit. Listings describe four blocks, five floors above ground and two below, 97 units and 97 flat parking spaces on a site of about 1,434.73 ping, with a target completion in the third quarter of 2028 and 吳旗清建築師事務所 as architect. This is a pre-sale project, which in Taiwan means buyers are contracting for a building that does not yet exist.

The completed projects listed on the portfolio page belong to the affiliates. 大安鼎好 on Lane 107, Section 1, Fuxing South Road, carries construction permit 103建字第0045號 and occupancy permit 105使字第0208號 and is attributed to 昇立建設. 公園首席 on Xingcheng Street, completed in the first quarter of 2023, is attributed to 鴻亞建設. 民權首璽, completed March 2011, is attributed to 昇立建設. 震昌工程, a class A general contractor holding registration A03155, appears as builder across several of them, and 葉日明建築師事務所 recurs as architect.

The Zhongzheng urban renewal case

The company's largest current undertaking is not a building but an urban renewal case. The Taipei City Urban Regeneration Office lists case 11310301, titled 擬訂臺北市中正區河堤段二小段330地號等24筆土地都市更新事業計畫及權利變換計畫案, with Sheng Hong Chang Construction as implementer. Its status on the city's own review tracker is 事業計畫及權利變換計畫階段─業申請幹事會複審, meaning the business plan and rights conversion plan have been submitted for a second review by the working committee.

The implementer's filing, published on the company's own site, puts the site at 1,427 square metres holding eleven legal buildings of around 45 years, with 66 building numbers and 66 private owners. Owner consent is recorded at 100 per cent, against a statutory threshold of 80 per cent. Total sales value is put at NT$7.855 billion, with NT$4.923 billion allocated to landowners and a common burden of 37.32 per cent, or NT$2.931 billion. Within that burden, construction cost is NT$1.841 billion and a risk management charge is NT$344 million. The schedule runs roughly 75 months from July 2026 to April 2031.

Taipei City's minutes of the 24 June 2025 public hearing record an owner surnamed 廖 questioning the developer's profit allocation, the valuation approach across zones with different owners and densities, and the reinforced concrete specification in the contractor agreement. The company's recorded answer was that builder profit is booked under the risk management charge, that the structure is reinforced concrete, and that private contract terms are a matter of agreement between the parties rather than something within the administrative authority's remit.

Legal record

Two civil judgments name the company, both from the Shilin District Court and both concerning land assembly in Beitou. In 109年度重訴字第7號, decided 25 September 2020, the company was the plaintiff, seeking partition of two co-owned parcels in which it held the largest stakes. The court ordered physical partition. In 108年度士調訴字第2號, decided 20 December 2019, a co-owner sued the company to rescind a mediation over land partition; the claim was dismissed as manifestly without merit.

No building administration violation, consumer protection dispute or regulatory penalty naming this company was located. That reflects the limits of what Taiwan publishes in searchable form rather than a certificate of clean standing. The company has also never been the subject of a news report in Chinese-language media, which for a developer of this size is ordinary rather than notable.

The escrow or trust bank for its projects is not identified in any public document. The filing for the Zhongzheng case books a trust management fee of NT$6 million, confirming a trust arrangement exists, but no bank is named. For a pre-sale buyer at 樹沐, that is the single most useful thing to ask the company directly.
