Indonesia's Largest Property Developers Ranked by Units Delivered in 2026
There are at least 200 listed and unlisted property developers in Indonesia, but the top tier is dominated by a handful of names whose combined asset base exceeds 200 trillion Indonesian rupiah. For foreign buyers comparing developers, the question that matters is not who has the most marketing visibility but who has actually delivered units on schedule, year after year. The Indonesian property sector's track record is uneven, with publicly disclosed delays at several developers, but the institutional names have demonstrably scaled delivery operations across multiple cities and product types.
Foreign ownership in Indonesia operates under a tighter framework than in most ASEAN comparables. The Indonesian Constitution (UUD 1945), Article 33, vests strategic resources including land in the State. The Basic Agrarian Law No. 5 of 1960 establishes the categories of land rights. Foreigners cannot hold Hak Milik (the freehold right). The available structures are Hak Pakai (right of use, available to foreigners with valid residence permits, up to 80 years total via the 2021 Job Creation Law implementation regulations), strata title (Hak Milik atas Satuan Rumah Susun) in apartment buildings, and leasehold through a PT PMA structure for project-level investment.
Government Regulation No. 18 of 2021, issued under the Job Creation Law, modernized foreigner ownership rules and now permits foreigners holding KITAS or KITAP residence permits to own apartment units under specific value thresholds set by regional regulation. What "units delivered" means in the Indonesian context
In Indonesia, the standard handover is the Akta Jual Beli (Deed of Sale and Purchase), executed before a PPAT (Pejabat Pembuat Akta Tanah, Land Deed Official) for landed properties, or the Sertifikat Hak Milik atas Satuan Rumah Susun for strata-titled apartment units. The completion certificate matters because Indonesian developers historically have used pre-sale (off-plan) financing, and the gap between pre-sale and physical completion can extend.
For a foreign buyer, the question to ask any developer is not "how many units have you sold" but "how many units have you handed over with the Sertifikat Hak Milik atas Satuan Rumah Susun or Hak Pakai certificate issued in the buyer's name." That is the verifiable delivery metric.
What foreign buyers should verify before sending money
The developer's Izin Mendirikan Bangunan (IMB) or its successor under the Job Creation Law regime, the Persetujuan Bangunan Gedung (PBG), establishes that the building permit has been issued. The Sertifikat Laik Fungsi (SLF) confirms the building is fit for occupation. The developer's BPN (Badan Pertanahan Nasional) land certificate establishes the underlying land title.
The 2021 reforms under the Job Creation Law moved the building permit system from IMB to PBG, and most projects launched after 2021 should reference PBG rather than IMB.
For foreign buyers using a PT PMA (Foreign Direct Investment company) to structure a project-level investment, the PT PMA must hold a valid Business Identification Number (NIB) and the relevant sectoral licensing under the OSS (Online Single Submission) system.

Lippo's Meikarta issues continue to be a cautionary example of why project-level due diligence matters more than developer-level brand.
For foreign buyers using Hak Pakai or strata title structures, the institutional names with consistent BPN-registered handovers are the lower-risk option. For foreign buyers considering off-plan or pre-sale purchases, the diligence cost should be priced in to the purchase decision.
