If you are planning to buy property in Lagos from overseas, a change that took effect on 1 May 2026 will make your purchase more expensive, and many buyers will only discover it at the worst possible moment: at the closing table, after they thought they had budgeted for everything.

The Lagos State Government has revised the official schedule of charges used to calculate land transaction fees. The document is formally the 2026 Fair Market Value and Governor's Consent charges schedule, and it is widely known as the Blue Book. Under it, Governor Babajide Sanwo-Olu's government has raised a range of statutory land fees by up to 300 percent. The fees affected include Governor's Consent, stamp duties, registration fees, the Capital Contribution Levy, and charting, among others.

To understand why this matters, and why it is not simply a cash grab, you need to understand what Governor's Consent is and why you cannot skip it.

What Governor's Consent actually is

Nigeria's land system runs on the Land Use Act of 1978. Under that law, land in each state is effectively held in trust by the state governor on behalf of the people. A private person does not own land outright in the way buyers from other countries might expect. Instead they hold a right of occupancy, and the governor sits at the top of the system.
