Fukuoka is having a moment.Residential land prices rose 9.0% in 2025, the highest growth rate of any major Japanese city for the second consecutive year, and the pace of construction activity in central Tenjin and around Hakata Station is impossible to ignore. At the same time, the Japanese government is rolling out the most significant regulatory changes for foreign buyers in years, with new reporting requirements taking effect this very month. The mood among market insiders is cautiously bullish: prices feel high to locals, but the fundamentals holding them up, population inflows, redevelopment momentum, and a still-weak yen, remain largely intact.

1. New Project Launches

-Hakozaki Smart City Master Plan Unveiled (March 31, 2026):A consortium led by Sumitomo Corporation released a detailed master plan for redeveloping the former Kyushu University Hakozaki campus in Fukuoka's Higashi Ward. The project spans approximately 50 hectares, with about 29 hectares to be developed by eight private companies. Construction is phased from fiscal 2028 through 2036. The site is divided into six zones, including an "Innovation Core" for healthcare and food research, a retail "Welcome Zone," a "Wellness Zone" with hospitals, and multi-generational residential and education facilities (including an international school). Smart infrastructure will feature AI monitoring, autonomous delivery robots, and cashier-less retail. This is the largest new residential-adjacent development unveiled in Fukuoka in recent memory. 2. Foreign Buyer Policies

-FEFTA Reporting Rules Expand to All Foreign Buyers, April 1, 2026:Starting today, all real estate acquisitions by non-residents in Japan require FEFTA Form 22 reporting, submitted to the Ministry of Finance via the Bank of Japan within 20 days of purchase. Previously, personal-residence purchases were exempt. The government removed that exemption after finding it was being exploited. This applies to any non-resident buying any property type: apartments, houses, land, commercial. The reporting is administrative, not a restriction. Foreign nationals can still buy property under the same legal conditions as Japanese citizens, with no approval requirements or foreign buyer surcharges. -Nationality Disclosure Required at Property Registration:From fiscal year 2026, buyers of all nationalities must disclose their nationality when registering ownership at the Legal Affairs Bureau, including submitting a passport or residence card copy. -Further Legislation on the Horizon:The ruling LDP-Nippon Ishin coalition has committed to drafting a "bill to strengthen regulations on land acquisition by foreigners" for the 2026 ordinary Diet session. As of now, no specific bill has been introduced. Experts widely expect any new law to focus on enhanced monitoring and location-specific restrictions (near military bases, etc.) rather than an outright ban on urban residential purchases. -Yen Still Working in Foreign Buyers' Favour:The yen is trading in the mid-to-upper ¥150s per USD as of early 2026. Finance Ministry comments earlier this year stalled a yen rally at around ¥159. -Official Land Prices (Koji Chika) Released March 17:Japan's Ministry of Land, Infrastructure, Transport and Tourism released the 2026 Official Land Price Survey, covering approximately 26,000 locations nationwide as of January 1, 2026. Nationally, prices rose 2.8% across all uses (residential +2.1%, commercial +4.3%). Fukuoka City outpaced that, with residential land up 9.0% and commercial land up 12.6% year-on-year. -Central Fukuoka Condos Selling Close to Asking:As of early 2026, properties in prime Fukuoka locations are selling at 99% to 102% of asking price. Roughly 30% to 40% of listings in areas like Tenjin, Akasaka, and Yakuin sell above asking, with bidding competition especially strong for newer condos in the Tenjin Big Bang zone. -Price Outlook:Most analysts expect Fukuoka property prices to rise 2% to 5% over the next 12 months.
