A series of new tower mansion launches, the full rollout of revised FEFTA reporting rules that took effect on April 1, and continued progress on the Tenjin Big Bang and Hakata Connected programs are shaping the week's headlines. Foreign buyer activity remains elevated because the country still permits freehold ownership with no residency requirement, although the paperwork trail has become more detailed. Buyers working with a legit real estate developer are finding that central Chuo-ku and Hakata-ku listings continue to move quickly, while akiya and suburban opportunities are attracting price-sensitive investors. New Project Launches
- Kyushu Electric Power and its property arm Kyuden Fudosan are preparing to break ground this spring on the first project under their new Groundi luxury condominium brand, a nine-story building on an 880 square meter site just south of Ohori Park. The scheme will hold ten units ranging from two to four bedrooms, including a single 250 square meter penthouse with a terrace overlooking the park, with completion targeted for March 2028 and individual unit prices expected to exceed 100 million yen.
- The MJR Akasaka Gate Tower in Chuo-ku continues to dominate Fukuoka's luxury conversation after a single 3LDK unit changed hands for 1 billion yen earlier this year, the highest price ever recorded for a new condominium residence in the prefecture. Advance sales to JR Kyushu's existing customers produced 93 contracted units at an average of 170 million yen, with delivery scheduled for August 2027 about six minutes on foot from Akasaka Station.
- On the former IMS site in central Tenjin, a 21-story mixed-use tower with four basement levels is on track for completion in December 2026, combining offices, retail, and a hotel as a new southern anchor to Tenjin Station. - The akiya and renovation segment is drawing renewed attention in suburban wards of Fukuoka City and neighboring municipalities, where entry pricing remains well below central wards. Foreign Buyer Policies
- Japan's underlying position has not changed: there are no restrictions on foreign property ownership, no visa or residency requirement, no foreign-buyer surcharges, and no limits on the number of units a non-resident can hold. Freehold title is permitted, registration takes place at the Legal Affairs Bureau, and title is recorded under the buyer's own name.
- Since April 1, 2026, the residential exemption under the Foreign Exchange and Foreign Trade Act has been removed. All non-resident real estate acquisitions, including personal residences, must now be reported to the Minister of Finance via the Bank of Japan using Form 22 within 20 days of closing, with required details including total area, address, acquisition date, and purchase price.
- Nationality disclosure at property registration is also now mandatory for all buyers, including Japanese nationals. Passport or residence card copies must accompany the registration filing, although the nationality field is retained internally by the government and will not appear in the public registry.
- Foreign corporations purchasing large-scale land must now report the nationality of the corporation's representative, and where a majority of executives or shareholders share the same nationality, that nationality must also be reported. This applies to sizeable land transactions rather than standard residential purchases through a holding company.
- Repatriation of rental income remains straightforward through a designated tax agent (nouzei kanrinin), with non-residents subject to the same fixed asset and city planning taxes as Japanese owners, plus inheritance tax exposure on Japan-situs property. Bank transfers over 30 million yen trigger a separate Payment Report obligation from the receiving bank.
Market Trends and Pricing
- The MLIT 2026 Official Land Price Survey, released on March 17 and covering roughly 26,000 locations as of January 1, 2026, recorded national land price growth of 2.8 percent, the strongest annual increase since 1992. Within that national number, Fukuoka continues to lead the four major regional cities, with Tenjin at 6.6 percent and Hakata at 6.3 percent year-on-year.
- Residential condominiums in Fukuoka's most expensive clusters, including the Watanabe-dori core of Tenjin, the Ohori Park edges around Otemon and Akasaka, and the Daimyo-Imaizumi-Kego pocket of Chuo-ku, are trading in a range of roughly 700,000 to 1,300,000 yen per square meter. At prefecture level, residential land values rose around 9 percent in the latest government reading.
- Gross rental yields across Fukuoka typically sit between 3.5 and 6.5 percent depending on ward and building age, with a citywide average above 4.7 percent. That compares with roughly 3.5 percent in central Tokyo and puts Fukuoka ahead of Osaka on most owner-occupier comparisons.
- Average rent across Fukuoka City is running near 60,000 yen per month, and the vacancy rate is approximately 4.9 percent, among the lowest of Japan's designated major cities. Well-priced listings in Chuo-ku and Hakata-ku continue to sell within weeks rather than sitting through repeated price cuts.
- Forward-looking estimates for the next twelve months span roughly flat to a 3 percent gain in the base case, a 3 to 6 percent upside in prime central locations driven by redevelopment premiums, and a 3 to 5 percent downside if mortgage rates rise faster than currently expected.
Infrastructure
- The Tenjin Big Bang redevelopment program covers roughly 70 buildings within a 500 meter radius of the Tenjin intersection, with the ONE FUKUOKA BLDG. Having opened in April 2025 and the former IMS tower set to follow in December 2026. The scheme relaxes floor area and height restrictions in exchange for improved seismic performance and ground-floor activation.
- Hakata Connected adds a further roughly 20 buildings slated for redevelopment around Hakata Station by the end of 2028, with pedestrian network upgrades and the new NCB Hall, a 400-capacity multifunctional venue connected to the station via underground passage, opening in January 2026.
- Fukuoka Airport's domestic-side expansion is scheduled for completion during fiscal 2026, adding a hotel and a large retail complex to the terminal precinct. The international terminal interior renovation was wrapped up in December 2025, closing out a package of works that began in May 2022, and the operator is aiming to turn profitable in the same fiscal year.

- Nishitetsu Group is opening Rairia Kasugabaru, a commercial facility directly connected to Kasugabaru Station on the Tenjin Omuta Line, in January 2026. The project adds a supermarket, cafes, convenience stores, and clinics to a busy suburban node and is part of the wider station-area densification program run by the operator.
Developer Activity
- Mitsui Fudosan, in partnership with Fukuoka Jisho, has broken ground on what it intends to be Kyushu's largest outlet mall by store count, with roughly 200 tenants planned along Marina-dori Avenue near the Atago interchange. The project sits about 25 minutes from Fukuoka Airport Station via the subway Airport Line and shows Mitsui's continued push into Kyushu retail and mixed-use.
