Fukuoka Real Estate Briefing - March 31, 2026

Fukuoka is closing out the first quarter of 2026 with serious momentum. Land prices jumped roughly 9% in 2025, condos in central Chuo Ward are up over 25% year-on-year, and several major redevelopment projects are either completing or newly announced. Today is also the eve of a significant policy shift for foreign buyers: new FEFTA reporting rules kick in tomorrow (April 1), expanding disclosure requirements across the board. If you've been watching this market, this is a week worth paying attention to.

1. New Project Launches

-Hakozaki Smart City (brand new, announced today):A consortium led by Sumitomo Corporation has unveiled a detailed master plan for redeveloping the former Kyushu University Hakozaki campus in Higashi Ward. The 50-hectare project is the most ambitious mixed-use development Fukuoka has seen in years. About 29 hectares will be handled by eight private companies, with construction phased from fiscal 2028 through 2036. The site breaks into six zones: an "Innovation Core" for healthcare and food research, a "Welcome Zone" with large-format retail, a "Wellness Zone" with hospitals and clinics, and residential areas including an international school and multi-generational housing. -ONE FUKUOKA Building (Tenjin IMS site):The 21-story mixed-use tower on the former IMS site in Tenjin is on track for completion in December 2026. It will combine offices, retail (around 120 stores and restaurants), and a hotel, making it one of the biggest single deliveries of the Tenjin Big Bang cycle. Source:Fun Japan, 2026

-Shin-Tencho / Fukuoka Parco Redevelopment:Fukuoka City released the first concept images in December 2025 for this 189 billion yen integrated redevelopment. Plans call for demolishing Shin-Tencho, both Parco buildings, and part of the Nishitetsu Tenjin station building, then combining the east and west sites into a large complex with retail, offices, a high-grade hotel, and cultural venues including a live music space and museum. 2. Foreign Buyer Policies

-FEFTA reporting requirements expand from today (April 1, 2026):This is the big one this week. Japan's Foreign Exchange and Foreign Trade Act (FEFTA) previously only required non-resident buyers to file a report for investment-purpose purchases. Starting today, that residential exemption is gone. All real estate acquisitions by non-residents now require filing Form 22 with the Ministry of Finance (via the Bank of Japan) within 20 days of purchase, regardless of whether the property is for personal use, rental, or investment. The right to buy hasn't changed at all: Japan still has zero restrictions on foreign property ownership. But if you're a non-resident buying in Fukuoka going forward, make sure your agent or judicial scrivener (a licensed Japanese legal professional who handles registrations) is familiar with the filing process. -Nationality disclosure now required at registration:Also effective from fiscal 2026, all buyers must submit passport or residence card copies when registering an ownership transfer at the Legal Affairs Bureau. -Future legislation signaled, but nothing tabled yet:The ruling LDP-Nippon Ishin coalition has stated its intent to formulate a bill to strengthen regulations on land acquisition by foreigners for the 2026 Diet session. As of late March 2026, no specific bill has been introduced. Major urban investment markets including Fukuoka are not expected to be affected by any national security zone restrictions, which are focused almost entirely on remote, coastal, or border areas. -Foreign buyers still welcome, and financing is available:Over 27% of Japanese property purchases in 2025 were made by international investors, up from 21% five years ago, driven largely by the weak yen. Banks including Shinsei, Prestia, and Suruga are lending to foreigners, though terms are stricter: expect LTV ratios of 50-70% (versus 80-90% for Japanese nationals) and rates of 1.5-3.5%. 3. Market Trends and Pricing

-Japan's Official Land Price Survey results are in:The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) released its 2026 land price survey on March 17, covering approximately 26,000 locations as of January 1, 2026. Nationwide, land prices rose 2.8% (up from 2.7% the prior year). Residential land increased 2.1% nationally, while commercial land rose 4.3%. The three major metro areas led growth, while among the four major regional cities (Sapporo, Sendai, Hiroshima, and Fukuoka), the pace of growth moderated slightly compared to prior years. -Fukuoka's own numbers remain strong:Fukuoka residential land was up roughly 9% in 2025, one of the strongest regional performers in Japan. Chuo Ward resale condo prices are up approximately 25.7% year-on-year, driven by the Tenjin Big Bang premium. -Transaction pace is brisk in central Fukuoka:Well-priced condos near Tenjin or Hakata are typically going under contract in 45-75 days, with 30-40% of prime-area listings selling above asking price. New condos near Tenjin regularly exceed 60 million yen. Rental yields in Fukuoka average around 4.7-5%, comfortably above Tokyo's 3.6%, with a city-wide vacancy rate of just 4.9%. -Tenjin Big Bang: Mayor declares 2026 a key year:At his first press conference of 2026 in January, Mayor Soichiro Takashima said the city is approaching a milestone in the "first half" of the Tenjin Big Bang initiative (which launched in 2015). -Hakata Connected: Nishi-Nippon City Bank building opening this summer:The Nishi-Nippon City Bank head office redevelopment (Hakata Connected project No. 3), developed together with Fukuoka Jisho, is set to open in summer 2026. The program incentivizes redevelopment of 40-50-year-old buildings around Hakata Station with up to 50% floor-area ratio bonuses and tax breaks, and runs until 2028.
