Market Snapshot
Fukuoka's property market is riding a wave of momentum heading into spring 2026. Land prices just posted their strongest gains in over three decades nationally, and Fukuoka is outpacing most major Japanese cities, with Tenjin up 6.6% and Hakata up 6.3%. Meanwhile, a major new reporting requirement for foreign buyers kicked in on April 1, adding a layer of paperwork but no actual ownership restrictions. The yen remains weak at roughly 160 to the dollar, keeping Japan's real estate unusually affordable for overseas buyers.
1. New Project Launches
-Hakozaki Green Innovation Campus master plan unveiled (March 31, 2026):A consortium led by Sumitomo Corporation released a detailed blueprint for redeveloping the former Kyushu University Hakozaki campus in Higashi Ward. The project spans roughly 50 hectares, making it one of Japan's largest smart city developments. Around 29 hectares will be built out by eight private companies in phases from fiscal 2028 through 2036. The plan includes approximately 2,000 housing units, an international school, student housing, multi-generational living facilities, healthcare and research zones, and retail anchors. -Tenjin Business Center Phase 2 nearing completion:The second phase of the Tenjin Business Center is scheduled for completion in June 2026, with operations beginning in August. 2. Foreign Buyer Policies
-FEFTA Form 22 now required for ALL foreign property purchases (effective April 1, 2026):This is the biggest regulatory change of the year for overseas investors. Starting this month, every property acquisition by a non-resident must be reported to the Minister of Finance via the Bank of Japan using Form 22, within 20 days of the acquisition date. The previous exemption for personal-use residences has been removed. The form requires disclosure of property type, total area, location, acquisition date, and purchase price. Non-compliance carries serious penalties: administrative fines, potential transaction restructuring orders, and in the worst case, imprisonment of up to three years or fines up to ¥1 million. Important note: "non-resident" under FEFTA means anyone whose principal residence has been outside Japan for more than six months, so even long-time visitors without a residence card should take note. -Nationality disclosure now required at property registration:Alongside the FEFTA changes, all property buyers must now disclose their nationality when registering ownership transfers at the Legal Affairs Bureau (homukyoku). -Yen still hovering around 160/USD:The weak yen continues to make Japanese property cheaper in foreign-currency terms. As of late March, the rate stands at approximately 160 yen per dollar. For context, over 27% of property purchases in Japan last year were made by international investors, up from 21% five years ago. -2026 koji chika (official land price survey) released March 17:National land prices rose 2.8% across all categories, the strongest increase since 1992 and the fifth consecutive year of gains.
