You need to verify both. Who South Energyx Nigeria Limited actually is
South Energyx Nigeria Limited was created specifically to undertake the Eko Atlantic project. It sits inside the Chagoury Group, the Lagos-based conglomerate founded by Gilbert and Ronald Chagoury with interests spanning construction, hospitality, and infrastructure. The development is privately funded, working in partnership with the Lagos State Government and with the support of the Federal Government of Nigeria. That public-private structure is the legal spine of the project: the land is reclaimed from the Atlantic, and the right to develop and allocate it flows from agreements with Lagos State.
The numbers give a sense of scale. Eko Atlantic is planned across roughly 10 million square metres of reclaimed land off Victoria Island, with a projected residential population of 250,000 and around 150,000 daily commuters. The total investment figure quoted for the project is about 6 billion US dollars. As of recent reporting, roughly 6.5 million square metres of the 10 million had been reclaimed, and the sea revetment known as the Great Wall of Lagos had reached about 6.8 kilometres of its planned 8.6 kilometre length. Infrastructure across Phases 1 and 2, a combined 5 million square metres, has reached substantial completion.
What delivery looks like on the ground
The reclamation and the Great Wall are the parts of Eko Atlantic that are hardest to fake, because they are visible from satellite and from the Lagos shoreline. That is genuine, measurable progress, and it is the reason institutional tenants have committed. First Bank of Nigeria has built its corporate headquarters inside the city, and a cluster of commercial towers along Eko Boulevard has been completed and occupied.
Where buyers get into trouble is the gap between reclaimed land and finished apartment. South Energyx delivers the plot and the trunk infrastructure. The tower itself is delivered by whichever developer bought that plot. Some of those developers are well capitalised and have handed over on schedule. Others have sold off-plan and run years late. The Eko Atlantic name on the gate does not guarantee the building behind it. Nigerian land law runs through the Land Use Act of 1978, which vests all land in each state in the Governor and makes the Certificate of Occupancy the foundational title instrument. Any transfer of a statutory right of occupancy requires the Governor's consent under Section 22 of that Act. If a seller cannot show how consent and title flow down to your unit, stop.
Second, separate the master developer's covenants from the building developer's promises. South Energyx publishes development guidelines and infrastructure commitments. The tower developer signs a separate sale and purchase agreement with you. Read both. The infrastructure can be world class while your individual contract leaves you exposed on completion dates and refund terms.
Third, check the building developer's track record independently of the Eko Atlantic brand. Foreign buyers should apply the same due diligence here that they would for any Nigerian developer. The risk is not the city. The risk is the individual tower and the individual developer you sign with. Treat the Chagoury Group pedigree as a reason to look closely, not a reason to skip diligence. Get a Nigerian property lawyer who is independent of the seller, confirm the title flow down to your unit under the Land Use Act, read both the South Energyx framework and your building developer's contract, and verify that specific developer's delivery record before any money moves.
