Earth and Style Corporation: The Licence Records Behind Jubilation New Biñan

Earth and Style Corporation holds Housing and Land Use Regulatory Board licences to sell for named phases of its Jubilation township in Biñan, Laguna. Those licences were issued in 2005 and 2007, they name the company and the specific projects, and they are still retrievable from the regulator's archived project lists. That is the most solid thing the public record says about this developer.

The harder fact sits next to it. The township those licences cover was announced in August 2004 as a 154 hectare, P3.5 billion development with a stated build programme of three to four years. Twenty-two years later, listing platforms still carry three of its components as off-plan, and the company's corporate website no longer exists. Anyone weighing a purchase in a remaining phase is buying into a project whose delivery arc is unusually long and whose sponsor has gone quiet.

What the registry shows

Commercial mirrors of the Philippine Securities and Exchange Commission register list EARTH+STYLE CORPORATION with SEC registration number A2000005389 and a year of establishment of 2000. A second reseller carries the same company as EARTH+STYLE CORP. with the number rendered A200005389, one digit shorter. The two do not agree, and neither is the SEC's own server. A buyer who wants the registration settled should order a certified SEC printout rather than rely on either listing.

The group runs on three registered corporations rather than one. Alongside Earth+Style sit EARTH ASPIRE CORPORATION, SEC number CS200322270, registered in 2003, and EARTH PROSPER CORPORATION, SEC number CS200506136, registered in 2005. The company's own archived site explained the split plainly: Earth+Style served the upper middle income market, Earth Prosper the middle segment, and Earth Aspire first-time buyers starting out.

That structure is ordinary in Philippine development, but it changes what a buyer has to check. The licence, the contract and the title flow from whichever corporation actually sells the unit, not from the brand on the signage. Earth Prosper's filing history is the only one visible without payment: its most recent published General Information Sheet is dated 23 July 2020 and its most recent financial statement covers the year to 31 December 2019.

The licence record

This is where the trail gets firm. Two archived HLURB regional summaries for Region IV-A name the companies directly.

The 2005 list records Licence to Sell number 12564-R4A-05-08 for "Jubilation West Ph.2" at Barangay Zapote, Biñan, Laguna, issued to Earth & Style Corp. The same list records Licence to Sell number 12577-R4A-05-08 for "Evergreen Country Ph. 1" at Barangay Platero, Biñan, issued to Earth Aspire Corp.

The 2007 list of ongoing projects with licences to sell records number 16840-R4A-07-01 for "Jubilation South" in Biñan, issued to Earth & Style Corp., covering 252 units across 34 lots. The same document records Licence to Sell number 19310 for "Mayflower County" at Barangay Buenavista, General Trias, Cavite, issued to Earth Style Corp. under Certificate of Registration number 18366, covering 319 units across 59 lots.

Those are primary regulatory records, and they establish something a directory listing cannot: that this developer was licensed for named, numbered projects in the years it was selling them. The registered address on those filings is the 37th floor of the Orient Square Building, Emerald Avenue, Ortigas Centre, Pasig.

One caveat belongs here. The Department of Human Settlements and Urban Development, which absorbed HLURB's functions, publishes current licence lists and cease-and-desist listings on a site that did not respond to repeated requests during this research. Archived Region IV-A and National Capital Region cease-and-desist lists were checked and contain no entry for Earth and Style, Earth Aspire, Earth Prosper or any Jubilation project. That is not a clearance. It means no adverse entry appears in the captures that could be reached, and the current lists were not readable at all. A buyer should verify licence status directly with DHSUD for the specific phase being sold.

Who ran it

Philippine business press from the mid-2000s names the people. A Philippine Star report of 7 August 2004 on the Jubilation launch names Victor H. Manarang and Jacinto Ng Jr. as "president and chief operating officer respectively" of Earth+Style. A July 2004 report in the same paper names Arnold Acero as first vice president. By 2009 and 2010 the Star was describing Victor Manarang as president and chief executive of the Earth+Style Group.

Jacinto Ng Jr.'s background was reported by Bilyonaryo in July 2017, which described him as a member of the family that owns Republic Biscuit Corporation, better known as Rebisco, and said he "also built his own company Earth and Style Corp. which targets the middle-income OFW buyer market." The same report noted that the family partnered with Singaporean businessmen in 1997 to build Asia United Bank. That is family business background, not a disclosed financing relationship with the developer, and it should not be read as one. No source located names a bank, fund or institutional investor behind any Jubilation phase.

The names of the incorporators and current directors sit in SEC articles and General Information Sheets that both commercial resellers place behind a paid wall. They were not obtained for this piece.

Announced against delivered

The scale claims moved over time. In August 2004 the Star reported the township at 154 hectares and P3.5 billion. By August 2009 the same paper described Jubilation New Biñan as a 150 hectare masterplanned community carrying a P5 billion figure, with components broken out as Jubilation East at 13.9 hectares, Jubilation East Expansion at 2.8 hectares and Jubilation South at 7.8 hectares. A March 2010 report recorded P1 billion in committed capital expenditure for that year across seven projects. By October 2010 the company was reporting that Phase 1B of its One Asia Business Center was complete and Phase 1C near completion, with the Asia Pacific Medical and Wellness Center named as a planned tenant.

What happened after that is thinner. The property listing platform FazWaz currently carries five Earth and Style projects with completion status attached: Mayumi marked completed in February 2021, Jubilation East Expansion marked completed in January 2022, and Jubilation South, Jubilation East and Jubilation Home Village West all marked off plan. Dot Property carries four projects, three of them Jubilation phases, with resale and rental units. Listing aggregators are commercial sources and are not regulatory records, so those completion dates carry less weight than the licence numbers above. They are, however, the only delivery indicators publicly available.

Set against the 2004 statement that development would "take three to four years including the home villages," a township with components still marketed off-plan in 2026 is a long way from its original timetable. That is a documented gap between announcement and delivery, and it is the single most useful thing for a prospective buyer to weigh.

The company's footprint today

The corporate domain earthandstyle.com resolves, but it serves a NameBright domain parking page reading "earthandstyle.com is coming soon." There is no corporate content at the address. The last substantive version of the site captured by the Internet Archive dates to January 2013, and its most recent news item was from July 2011.

That archived site gave the head office as the 39th floor of the Joy~Nostalg Center on ADB Avenue in Pasig, a different address from the Orient Square one on the HLURB filings. Address changes are routine over two decades; the point is that a buyer verifying an entity needs the address on the current filing, not the one on an old brochure.

What to check before buying a remaining phase

Three things settle most of the risk here. Ask which of the three corporations is the seller on the contract, then confirm that corporation holds a current DHSUD Licence to Sell for that exact phase, by number. Ask for the Certificate of Registration and Development Permit alongside it. And ask for the specific turnover date in writing, given that phases of this township have been marketed across more than twenty years.

None of this suggests wrongdoing, and nothing in the public record located for this piece alleges any. It describes a developer with a genuine licensed history in Laguna and Cavite, a documented delivery record that is partial rather than complete, and a corporate presence that has largely gone dark.
