Bali's residential property market is going through one of its noisiest weeks of the year, and most of the noise is regulatory rather than promotional. Governor Wayan Koster's Perda No. 4/2026, signed on February 24 and now in active enforcement mode, has put the entire nominee structure under criminal scrutiny just as foreign capital continues to flow into Canggu, Pererenan, and Uluwatu. New launches keep arriving from a tight cluster of legit real estate developers like PARQ, Balitecture, Investland Bali, and Bukit Vista, while big-island players including Sinar Mas Land, Ciputra Group, and Agung Podomoro Land remain focused on Java and IKN rather than new Bali coastal stock. Yield expectations are normalising into the 10 to 17 percent band for prime areas, transaction volumes are concentrating in Canggu/Berawa, and infrastructure timelines for the North Bali airport, the Gilimanuk–Mengwi toll road, and the Bali MRT are slowly hardening. The week's signal: discipline, paperwork, and developer track record matter more than ever for foreign buyers, and the simplified pitch of "buy a villa, list it on Airbnb, collect 20 percent" is no longer the market it once was.

1. New Project Launches

- Balitecture has rolled out two Uluwatu projects this cycle: Nara Villas, a 2 and 3 bedroom collection starting at USD 269,000 with cold plunges, saunas, and private pools, and Suku Residences, a 2, 3, and 4 bedroom development in Uluwatu's Pink Zone designed for hybrid family and short-term rental use with full management at handover. Both reflect the shift among legit real estate developers toward finished, ready-to-rent inventory rather than off-plan sales.

- PARQ Development is closing out three projects this year inside its Citadel masterplan in Uluwatu: PARQ Blue, PARQ Family, and SOHO Surfside, the last sitting 250 meters from Suluban beach through a private passage. - New launches are increasingly clustered in Pererenan, Seseh, Nyanyi, and Tibubeneng as land in central Canggu and Berawa runs out. Canggu/Berawa, Pererenan, and Umalas now account for 39 percent of all active projects, and prime corridors including Pererenan are forecasting 3 to 7 percent capital appreciation through 2026.

- Branded residences still represent only about 10 percent of active supply in Bali, but the March 31, 2026 deadline for full OSS licensing of short-term rentals is expected to push more buyers toward professionally managed product over the next 12 months. Names like Alila Villas, Ayana Estates, and Karma Group remain the reference points for the branded segment, with most new branded launches still concentrated in Uluwatu and Ubud.

2. Foreign Buyer Policies

- The Hak Pakai (Right to Use) framework remains the only direct title route for individual foreigners. The structure stacks as 30 years initial plus a 20 year extension plus a further 30 year renewal, capping at 80 years, and the holder must carry a valid KITAS, KITAP, or Second Home Visa. Registration runs through a licensed PPAT notary and the BPN land agency.

- Indonesia's minimum purchase thresholds for foreign Hak Pakai buyers continue at IDR 5 billion (around USD 310,000) for a Jakarta apartment and IDR 10 billion (around USD 620,000) for a Jakarta landed house. In Bali the floor sits between IDR 2 and IDR 5 billion depending on the regency, which prices out the entry-level villa segment from direct foreign title.

- For leasehold (Hak Sewa) and short-term rental operating structures, foreign investors typically use a PT PMA. BKPM Regulation No. 5 of 2025 fixed the minimum paid-up capital at IDR 2.5 billion per company. However, Bali's TRAP Task Force has petitioned BKPM to strip KBLI 681 and its subcategories from PT PMA eligibility, which would force foreign-owned companies out of operating short-term rental real estate activity and push them toward PT PMDN partnership structures.

- Perda No. 4/2026, signed by Governor Koster on February 24, 2026, formally criminalises nominee land ownership. The regulation targets both the foreign funder and the Indonesian title holder, plus any intermediary, and references Law No. 41/2009 (up to 5 years imprisonment and an IDR 1 billion fine) along with the Indonesian Criminal Code for document fraud. Administrative sanctions can include license revocation and demolition orders. There is no blanket invalidation of existing arrangements yet, but the legal direction is clearly tightening. This is the single most important reason buyers are now checking legit real estate developer track records and demanding clean legal structures.

- All listings on Airbnb, Booking.com, and similar platforms had to be fully licensed through the OSS system by March 31, 2026, with proof of zoning, tax registration (NPWP), and operational permits. Enforcement against unlicensed rentals has picked up, and foreign owners with no compliant operating entity are increasingly exposed.

3. Market Trends and Pricing

- Average villa pricing across Bali sits roughly between USD 1,745 and USD 2,480 per square meter, with compact apartments in the USD 2,600 to 3,520 per square meter range. Seminyak averages around USD 3,126 per square meter, among the highest on the island, and premium pockets of central Seminyak and Canggu can reach USD 4,500 to 5,500 per square meter on prime ocean-view stock.

- The Canggu corridor leads the market with 33.5 percent of all sales and the largest rental supply concentration, making it the single most active investment zone on the island. Pererenan and Tibubeneng to the west still offer lower entry points with comparable amenities.

- Yield expectations for 2026 are coalescing in fairly tight bands: 10 to 15 percent net annually in Canggu and Berawa, 12 to 17 percent for ocean-view villas in Uluwatu and Bingin, and 8 to 12 percent in Ubud. Pererenan and Seseh are projected at 10 to 14 percent. After management fees, OTA commissions, maintenance, and Indonesian withholding tax, net yield typically lands at 60 to 70 percent of gross.

- Compared to Jakarta, Bali residential pricing is broadly lower on a per-square-meter basis but yields are higher; compared to Phuket, Bali still carries a deeper rental tourism base but a more complex legal structure for foreigners. The decade-long story remains comparative yield strength, with the caveat that the easy money phase is closing.

4. Infrastructure

- The North Bali International Airport in Kubutambahan, Buleleng remains in advanced planning, with construction targeted to begin in the 2026–2027 window and operations expected by 2029–2030. The 2,800 hectare site relies heavily on offshore reclamation and a 3 to 3.6 km runway built above the sea to avoid temples and traditional villages, which has been one of the major design constraints.

- The Gilimanuk–Mengwi toll road remains the highest-priority new corridor, a 97 km expressway designed to cut the western ferry-port-to-South-Bali trip from 3 to 4 hours down to 1 to 1.5 hours. The separate 96.84 km North-South Bali toll road faced delays in 2025 and is currently in a 2026 re-tender process.

This combines with Bali Provincial Regulation No. 4 of 2026 on Productive Land Protection, which bars regents and mayors from issuing permits for hotels, restaurants, or tourism accommodation on agricultural rice-field land.
