The mechanism
The Da Nang Free Trade Zone was established by Prime Minister's Decision No. 1142/QD-TTg, dated 13 June 2025. That decision set the zone at approximately 1,881 hectares, spread across seven functional areas on non-contiguous sites rather than a single fenced estate. The designated functions are production and logistics, trade and services, digital technology, information technology and innovation, plus other categories permitted by law.
Da Nang is the pilot. Vietnam has industrial parks, economic zones and high-tech parks in quantity, but this is the country's first free trade zone in the full sense, and the legal and customs treatment being worked out here is the template other cities will argue for.
The first licensed investor in the zone was Sun Group, assigned Area No. 5 in Hoa Vang commune at the foot of Ba Na Mountain and approved on 26 August 2025. That site is oriented to eco-tourism and high-end accommodation: luxury villas, resorts, premium entertainment facilities, duty-free shops and upscale shopping centres. The 27 August groundbreaking is the point where the zone stops being a set of assignments on paper and becomes construction.
What it means for a foreign buyer
Nothing in this changes what a foreigner may own in Vietnam. Foreign individuals still cannot hold land use rights and remain limited to apartments and houses in eligible projects, on the terms set by the 2024 Land Law and the Housing Law. If you are working out what you can actually hold, the position is set out in Bektu's guide to foreign land ownership in Vietnam.
What changes is the demand case for Da Nang residential stock. The city's foreign-buyer market has run largely on tourism and lifestyle demand, which is seasonal and thin in a downturn. A functioning free trade zone with semiconductor, aerospace components and pharmaceutical tenants introduces a different demand base: salaried technical staff and expatriate management on multi-year postings, who rent rather than holiday. That is the argument for the zone changing Da Nang's rental profile, and it is an argument about a build-out that has just started, not one that has been delivered. Current pricing is in our breakdown of Da Nang beachfront condo prices per square metre.
The honest timeline caution is that infrastructure groundbreakings in Vietnam are a weak predictor of tenant occupancy. Site works on 75 hectares are a multi-year exercise before a single tenant factory opens, and the seven functional areas are at very different stages. Buyers being sold Da Nang stock on FTZ proximity should ask which of the seven locations is meant, what has actually been assigned there, and what the developer's own delivery record looks like. Bektu (https://bektu.com) tracks developer delivery history for exactly that check.
Context
Foreign ownership of Vietnamese residential property runs through project-level eligibility and per-building and per-ward quotas rather than a general right, which is why the specific project matters more than the city. Leasehold terms for foreign owners are fixed rather than perpetual, and renewal practice is still being tested. Vietnam has also spent 2026 reworking the wider planning framework, including the Urban Development Law, which reshapes how projects in the major cities are approved and how transit-oriented development is treated; that law is covered here.
Against that backdrop, the Da Nang zone is best read as an industrial and logistics story with a second-order effect on residential demand, not as a change in ownership rules.
