Foreign buyers in Oman can only hold freehold title inside government-approved Integrated Tourism Complexes (ITCs). The developer you choose is therefore not just a construction company: it is the entity responsible for the master plan, the title deed structure, the ongoing community management, and in many cases the residency visa eligibility. This guide profiles the major ITC masterplanners and developers active in 2026, based on verified project data.

Al Mouj Muscat

Al Mouj Muscat (formerly known as The Wave Muscat) is Oman's oldest ITC, established under a joint venture in 2006. The development sits on the Al Hail seafront in Muscat and is owned through a public-private partnership: Majid Al Futtaim Properties of Dubai holds 50 percent, OMRAN Group (the Omani government's tourism development arm) holds 40 percent, and the state-owned Tanmia holds the remainder.

The project has a headline investment value of approximately USD 3.5 billion. It currently contains around 6,000 residential units spanning villas, townhouses, and apartments, alongside seven hotels, an 18-hole golf course, a 400-berth marina, and a shopping complex. As of June 2026, Al Mouj Muscat has secured a USD 160 million loan to expand to 10,000 residential units and enlarge both the marina and retail offer.

Foreign buyers receive freehold title, residency visa eligibility for themselves and immediate family, and access to one of the most established community management systems in Oman. The ITC has won over 20 international design and development awards.

Muriya Tourism Development

Muriya is a joint venture between Orascom Development Holding of Switzerland (70 percent) and OMRAN Group (30 percent). It is the master developer behind two of Oman's most established ITCs: Jebel Sifah and Hawana Salalah.

Jebel Sifah sits 40 kilometres southeast of Muscat, covering 6.2 million square metres of coastal and mountain terrain. The ITC includes a marina, the Sifawy Boutique Hotel, a golf course, and a mix of apartments and villas available on a freehold basis to all nationalities. Residency visa eligibility applies to buyers and their immediate families upon registration.

Hawana Salalah in Dhofar Governorate is described as Oman's largest single ITC by Muriya. It covers a low-density site with only 25 percent of land developed, and includes over 1,100 hotel rooms across four hotels, a 171-berth marina, and an aquapark. Villa options include two, three, and four-bedroom freehold units. Muriya's total investment across both ITCs exceeded USD 750 million as of 2024. The company has announced the Amazi residential phase as Hawana Salalah's largest project to date.

DarGlobal at AIDA

AIDA is a hilltop ITC positioned 130 metres above the Gulf of Oman within Muscat Governorate. The master developer is DarGlobal, the international subsidiary of Saudi Arabia's Dar Al Arkan Real Estate Development Company, in a joint venture with OMRAN Group.

The project is centred on an 18-hole Trump-branded championship golf course managed by The Trump Organization, alongside a Trump International Hotel scheduled to open in December 2028. Residential products include Trump Signature Villas, branded hotel residences, townhouses, apartments, and a cliff-hanging nightclub. All units are offered as ITC freehold, open to all nationalities, with lifetime residency visa eligibility for investors.

AIDA represents the premium branded-residences segment of Oman's ITC market. Pricing sits at the high end of the Muscat market, and the project is still largely under construction as of mid-2026.

SDIC at The Sustainable City Yiti

The Sustainable City Yiti is developed by SDIC, a joint venture between Diamond Developers of the UAE and OMRAN Group. The project is positioned about 20 kilometres southeast of Muscat city centre and aims to be Oman's first net-zero-emissions community by 2040.

The master plan covers two districts with 1,657 residential units, including 300 villas and 1,225 apartments, plus 132 luxury serviced apartments, hotels, schools, and a retail spine. Full handover is on track for the end of 2026. Sustainability infrastructure includes biodomes, community gardens, clean-energy systems, and a design targeting up to 100 percent energy bill savings for residents.

Foreign buyers receive ITC freehold title. Property values within the complex qualify buyers for residency under Oman's property-linked residency rules.

Omran Group and Muscat Bay (formerly Saraya Bandar Jissah)

OMRAN Group, the Omani government's executive arm for tourism development, acts as both a co-investor in multiple ITCs and the master developer of some projects in its own right. Muscat Bay (originally launched as Saraya Bandar Jissah in 2007 and rebranded in 2017) is a USD 600 million waterfront development at Bandar Jissah, located approximately 30 kilometres southeast of Muscat city centre.
