Mauritius channels all foreign residential property ownership through a set of government-approved schemes administered by the Economic Development Board (EDB). Developers who build under these schemes, principally the Property Development Scheme (PDS), the Integrated Resort Scheme (IRS), the Real Estate Scheme (RES), and the Smart City Scheme (SCS), are the only legal route for non-citizens buying new-build property on the island. Understanding who those developers are, what they build, and under which scheme they operate is the starting point for any serious international buyer.

The profiles below are drawn from publicly accessible developer websites, EDB-published material, and market reporting as of June 2026. Scheme names and developer information should be verified with a Mauritian notary before any purchase commitment.

ER Property (ENL Group)

ER Property is the property arm of ENL Group, one of Mauritius's largest diversified conglomerates. Its two flagship developments operate under the Smart City Scheme. Moka Smart City, at the geographic heart of the island, has been in integrated development for over fifteen years. The master plan covers Telfair, a mixed-use city centre with office space, schools, healthcare, retail, and residential units, and is widely considered the most advanced Smart City development in the country. A second project, Savannah Connected Countryside, launched in 2022 in the south, brings the same approach to a rural setting. ER Property develops residential units, commercial plots, and office property across both sites, all open to foreign buyers under the SCS framework. The Moka showroom is located in the Hybrid Building at Telfair.

Mont Choisy Group

Compagnie de Mont Choisy Limitée traces its roots to 1820. Today it is one of the most diversified property groups in the north of Mauritius, with assets spanning an 18-hole golf course, a mall, a C-Care clinic, equestrian stables, and several distinct residential phases. Its flagship development for foreign buyers is Mont Choisy Smart City, located on the edge of Grand Baie and designed by landscape architects WATG. The Smart City integrates education, healthcare, office space, and residential living within a single walkable destination. Earlier residential projects on the estate, including Mont Choisy Le Parc, operated under the IRS. Le Parc, developed in partnership with 2Futures, delivered 212 luxury residences at a total development value of approximately USD 240 million. Active phases of Mont Choisy La Réserve sit within the Smart City Scheme and remain open to foreign buyers.

2Futures

2Futures positions itself as a premium residential developer focused on eco-conscious design and coastal living. The company has delivered multiple completed IRS and PDS projects and currently has around ten active developments, including Ki Residences in Pereybere (PDS), Les Résidences de Mont Choisy, Serenity Villas, Ocean Point, Manta Cove, and Le Barachois. Ki Residences is a notable example: a PDS-approved apartment and penthouse development in the north, open to foreign buyers at varying price points. 2Futures was the project manager and developer of record for Mont Choisy Le Parc, an IRS estate that became one of the benchmark resort-style projects in the Grand Baie region.

Novaterra

Novaterra develops land, residential units, commercial space, and heritage assets within Beau Plan Smart City in the north of Mauritius. Beau Plan spans 230 hectares and is planned to accommodate over 1,750 residential units, a business district, retail, educational, and leisure facilities. The development operates under the Smart City Scheme and welcomes foreign buyers above the USD 375,000 threshold. Novaterra's portfolio also includes serviced residential plots for eligible permit holders, agricultural land, and a heritage conservation programme preserving historical structures on the Beau Plan estate. The company is a joint venture backed by the Constance Group. Medine Property

Medine Property is the real estate arm of Medine Group and has managed a diverse portfolio in the west of Mauritius since 2007. Residential projects include The Grove, with Phase 1 delivered (49 units) and further phases under construction and commercialisation.
