If you are a foreign buyer looking at Indonesian real estate in 2026, five names dominate the residential and mixed-use landscape: Sinar Mas Land, Lippo Karawaci, Ciputra Development, Agung Podomoro, and Summarecon Agung. Together they hold the largest land banks, the longest delivery records, and the deepest exposure to integrated township developments around Jakarta, Tangerang, Surabaya, and Bali.
This is not a marketing list. It is a working map of who actually builds at scale in Indonesia, which titles they typically issue, and which projects have a track record of delivery rather than glossy renderings.
1. Sinar Mas Land
Sinar Mas Land is the largest property developer in Indonesia by total assets. Its umbrella covers PT Bumi Serpong Damai (BSD) and PT Duta Pertiwi, with combined assets exceeding IDR 70 trillion. BSD City in South Tangerang is the company's flagship, a 6,000-hectare township that has been built out in phases since 1989 under the original Sinar Mas Group permits issued by the Ministry of Public Works.
Foreign buyers most often encounter Sinar Mas Land through BSD-area apartment launches and the Nava Park joint venture with Hongkong Land. Both projects sell under Hak Milik atas Satuan Rumah Susun (HMSRS) titles, which is the strata title regime governing condominiums under Law No. 20 of 2011 on Rumah Susun.
2. Lippo Karawaci
PT Lippo Karawaci is the largest listed property company on the Indonesia Stock Exchange. It runs an integrated model that pairs residential development with hospitals (Siloam), malls (Lippo Malls Indonesia Retail Trust), and education. Its township anchor is Lippo Village in Tangerang, a 3,000-hectare master plan that has been delivered in phases since 1993.
For foreign investors, Lippo's relevance is in its Meikarta and St Moritz inventory, both of which sell on HMSRS titles. Foreign individual buyers typically take Hak Pakai (Right of Use) under Law No. 5 of 1960 (Basic Agrarian Law) and Government Regulation No. 18 of 2021, which now allows 30-year initial terms extendable for another 20 plus 30 years.
3. Ciputra Development
PT Ciputra Development is the deepest brand in Indonesian residential housing. The group has delivered more than 80 projects across Greater Jakarta, Surabaya, Semarang, Bali, and overseas markets. Ciputra's CitraLand townships in Surabaya and Makassar are among the largest secondary-market resale ecosystems in the country.
Ciputra rarely sells directly to foreign buyers, but its apartment products and Bali villa releases under Citra Mahkota Bali are accessible through PT PMA (foreign-owned company) structures or via Hak Pakai titles. A PT PMA can hold Hak Guna Bangunan (Right to Build) under Article 36 of the Basic Agrarian Law, with 30-year terms extendable by 20 and renewable for another 30.
4. Agung Podomoro Land
PT Agung Podomoro Land is known for vertical urban superblocks. Its flagship Podomoro City covers 25 hectares in Central Jakarta and includes Central Park Mall, 12 apartment towers, 115 shophouses, and a Pullman hotel. Podomoro also developed Kuningan City, Senayan City, and parts of Bali's Sanur waterfront.
Agung Podomoro's apartments sit at the higher end of the foreign-accessible inventory in Jakarta. Foreign individual purchasers can hold these under Hak Pakai with minimum price thresholds set per province under Ministerial Regulation No. 18 of 2021 of the ATR/BPN (Ministry of Agrarian Affairs and Spatial Planning), which sets a IDR 3 billion floor for Jakarta apartments and IDR 2 billion for Bali.
5. Summarecon Agung
PT Summarecon Agung built its reputation on self-sustained townships. Summarecon Serpong, Summarecon Bekasi, and Summarecon Bandung are the three large active master plans. The company tends to phase deliveries carefully and has one of the cleanest delivery records among the publicly listed developers, which matters when foreign buyers are pricing developer execution risk.
For foreign buyers, Summarecon's product offering is concentrated in residential clusters within township masterplans, sold on Hak Guna Bangunan that can be converted to Hak Pakai or held through a PT PMA. Verification of developer delivery history before signing the PPJB (Perjanjian Pengikatan Jual Beli, the conditional sale agreement) is something Bektu helps foreign buyers do.
Smaller but Foreign-Buyer Relevant: Bali Developers
Outside the big five, the Bali market is dominated by smaller developers. Marv Bali Development, Taryan Group, Kammora Living, and 618 Development run leasehold villa and serviced apartment projects on Hak Sewa (lease) arrangements typically structured at 25 plus 25 plus 30 year terms. These are sold as pre-construction inventory under a PPJB that should reference the underlying Hak Milik or Hak Guna Bangunan certificate of the landowner.
Foreign buyers should ask for the certificate number, verify it against the BPN land office records, and confirm that the developer holds either the underlying title or a notarized long-term ground lease before any down payment. How Foreign Buyers Take Title
There are three legal routes. Direct individual ownership under Hak Pakai is the simplest, covers apartments and houses on commercial-zoned land, and was extended in 2021 to combined 80-year terms. A PT PMA structure is required for any commercial use or for land outside the foreign-buyer Hak Pakai framework, and triggers minimum capital requirements of IDR 10 billion paid-in. Long leasehold via Hak Sewa is common in Bali but offers the weakest protection in disputes because it sits below registered land titles in the priority order under the Basic Agrarian Law.
The third structure, nominee ownership where land is registered under an Indonesian citizen's name on behalf of a foreigner, remains illegal under Article 26(2) of Law No. 5 of 1960 and the Supreme Court has consistently nullified such arrangements when litigated. Avoid it regardless of what the developer or notary suggests.

What to Verify Before Committing
Three things matter more than the developer's brand. First, the certificate of the specific unit or land plot, traced back through BPN records. Second, the IMB (Izin Mendirikan Bangunan) building permit or the PBG that replaced it under PP 16 of 2021, confirming the building was approved for the use you intend. Third, the developer's previous completion record, ideally with on-site verification of at least two prior deliveries.
Brand strength helps but does not substitute for documentation. A Sinar Mas tower with clean HMSRS title beats a smaller developer with promise, and a small Bali developer with a registered Hak Guna Bangunan beats a famous name selling on unverified leasehold paper.
