Top Property Developers in Cambodia for Foreign Buyers in 2026

Cambodia's property market, centered on Phnom Penh, has attracted significant foreign investment since the 2010 Foreign Ownership Law opened condo ownership to non-Cambodians. The developer landscape includes Cambodian firms, Chinese-backed companies, Japanese groups, and regional players. Here is a factual overview of the developers most active in selling to foreign buyers.

How We Compiled This List

This is not a ranking or endorsement. Developers were identified based on active projects marketed to foreign buyers in 2025-2026, registration with the Ministry of Commerce of Cambodia, and completed projects that foreign buyers have purchased in. We checked corporate registrations through public company records where available.

Urbanland

Urbanland is one of Phnom Penh's most active developers, established in 2014. Their portfolio includes several condominium towers in Phnom Penh's core districts including BKK1, Chamkarmon, and Toul Kork. Notable projects include Urbanland The Embassy and various mixed-use developments. The company markets directly to both Cambodian and international buyers.

Urbanland's units are structured with strata titles that allow foreign ownership above the ground floor, compliant with the 2010 Law on Providing Foreigners with Ownership Rights in Private Units of Co-Owned Buildings (commonly called the Foreign Ownership Law). Pricing for Urbanland projects in central Phnom Penh ranges from approximately $2,000-$3,500/sqm. Information at urbanland.asia.

Prince Real Estate Group

Prince Real Estate Group is a major Cambodian developer with one of the largest project portfolios in Phnom Penh and Sihanoukville. Founded in 2015, the company has developed residential towers, commercial projects, and mixed-use developments. Their Phnom Penh projects include Prince Central Plaza and several residential tower developments.

Prince is one of the few Cambodian developers listed on the Cambodia Securities Exchange (CSX), which provides some financial transparency through regulatory filings with the Securities and Exchange Regulator of Cambodia (SERC). Their CSX listing means quarterly and annual financial reports are publicly available.

Prince's projects qualify for foreign ownership under the strata title system. Pricing varies widely by project and location, generally ranging from $1,500-$3,000/sqm.

OCIC (Overseas Cambodian Investment Corporation)

OCIC is one of Cambodia's largest development companies, responsible for major infrastructure and real estate projects. OCIC developed the Koh Pich (Diamond Island) reclamation project in Phnom Penh, which houses multiple residential towers, commercial buildings, and an exhibition center. The company is connected to prominent Cambodian business interests.

OCIC's residential projects on Koh Pich and in other areas of Phnom Penh include units eligible for foreign ownership. However, OCIC's corporate structure is less transparent than listed companies, and buyers should conduct thorough corporate due diligence.

Chip Mong Land

Chip Mong Group is one of Cambodia's oldest and largest conglomerates, with businesses spanning cement manufacturing, retail, banking, and real estate. Chip Mong Land, the real estate arm, has developed several condominium and mixed-use projects in Phnom Penh including the Chip Mong 271 Mega Mall residential towers.

Chip Mong's long corporate history (founded in 1982) and diversified business base provide more stability than newer, single-project developers. Their residential projects comply with the foreign ownership framework. Information at chipmongland.com.

Japanese-Backed Developers

Several Japanese companies have entered the Cambodian market, bringing construction standards and corporate practices that appeal to foreign buyers.
