Before committing to any project, international buyers need to understand who is behind it. This guide profiles the major developers active in Bahrain's designated freehold areas as of mid-2026.

The Context: Who Can Buy and Where

Under Legislative Decree No. 43 of 2003, as amended by Edict No. 67 of 2006 and Edict No. 38 of 2023, non-GCC nationals may own freehold property in specific designated zones. These zones include Amwaj Islands, Bahrain Bay, Reef Island, Seef (Marsa Al Seef), Durrat Al Bahrain, Diyar Al Muharraq, Juffair, Riffa Views, and Bilaj Al Jazayer (added April 2025). 1. Diyar Al Muharraq

The company develops one of Bahrain's largest planned communities, a series of islands off the northern coast of Muharraq covering millions of square metres. Projects under the Diyar brand include Al Naseem (the third and final villa phase of 115 units was targeted for Q2 2025 completion) and Al Wasem, a waterfront plot project comprising more than 55 waterfront and 80 inland plots where secondary infrastructure works were underway through mid-2026. Diyar Al Muharraq is the landlord and infrastructure provider for the broader Diyar master plan, within which other developers such as Eagle Hills Diyar also operate.

3. Verify the project sits within a designated freehold zone under Legislative Decree No. 43 of 2003 and its amendments.

4. Confirm the broker, if you are using one, is licensed by RERA.

5. Register the title deed with the Survey and Land Registration Bureau (SLRB) upon handover.
