Top 10 Property Developers in Indonesia 2026: Foreign Buyer Rankings
Indonesia's listed property sector is concentrated. The top 10 property developers in Indonesia control most of the country's institutional-grade residential, township, and mixed-use supply, and they are the only counterparties a foreign buyer should be writing checks to under the 2011 Law No. 20 strata-title regime and PP No. 18/2021 on Hak Pakai. Anyone marketing freehold to a foreigner is selling something that does not legally exist for non-citizens.
Here is the working 2026 ranking, built around market cap, delivery track record, and how each developer handles the Hak Pakai certificate that foreign buyers actually receive.
1. Lippo Karawaci
Lippo Karawaci remains the largest listed property company in Indonesia by total assets. The group's anchor township in Tangerang covers more than 3,000 hectares and includes Siloam hospitals, Pelita Harapan schools, and Lippo Mall. For foreign buyers, the relevant subsidiaries are Lippo Cikarang and Lippo Village, both of which issue strata-title units convertible to Hak Pakai under Article 49 of UU No. 5/1960 (Basic Agrarian Law) read with PP 18/2021.
2. Ciputra Development (CTRA)
Ciputra Group, founded by the late Dr. Ir. Ciputra in 1981, runs 76 projects across 33 cities. CitraLand townships and CitraGarden estates dominate secondary cities. Ciputra reported revenue of approximately Rp 9.4 trillion in its last reported year. For foreign buyers, Ciputra's strength is paperwork: the developer routinely issues Akta Jual Beli (deed of sale) through a notaris and walks buyers through PPAT registration.
3. Sinar Mas Land
A subsidiary of the Sinar Mas Group, this developer holds BSD City, the 6,000-hectare master plan in Tangerang Selatan. BSD's foreign-buyer pipeline runs through condominium product (The Element, Akasa, Southgate). Sinar Mas Land has been issuing Hak Milik atas Satuan Rumah Susun (HMSRS, condominium ownership) certificates that foreign buyers can hold via the Hak Pakai conversion procedure in BPN regulations.
4. Agung Podomoro Land (APLN)
Agung Podomoro Land was founded by Trihatma Kusuma Haliman and built central Jakarta's Podomoro City. The developer is heavily exposed to mid-market condominiums (Green Bay Pluit, Madison Park) where foreign-buyer demand is steady. APLN has had financial covenant issues in recent years, so due diligence on project-level escrow is non-trivial.
5. Summarecon Agung (SMRA)
Summarecon runs five townships: Kelapa Gading, Serpong, Bekasi, Bandung, and Karawang. The developer is known for orderly delivery and has avoided the off-plan failures that plagued some Jakarta-area peers. Summarecon's condominium products (Summarecon Bandung, Springwood) carry HMSRS certificates with clear PPAT registration.
6. Pakuwon Jati (PWON)
PT Pakuwon Jati Tbk is the heavyweight in Surabaya. The group runs Tunjungan Plaza, Pakuwon Mall, and integrated condo-mall complexes in Jakarta (Kota Kasablanka) and Yogyakarta. Pakuwon's strength is recurring income from mall assets, which gives the development arm cash buffer most peers lack.
7. Bumi Serpong Damai (BSDE)
Bumi Serpong Damai is the listed entity holding much of Sinar Mas Land's BSD City pipeline. BSDE is included separately because its market cap and trading liquidity make it a different counterparty risk profile than the broader Sinar Mas group. The 2026 BSD pipeline includes mid-rise apartment product targeted at expatriate buyers in Pagedangan and Cisauk.
8. Alam Sutera Realty (ASRI)
Alam Sutera Realty runs the Alam Sutera township in Serpong and the Suvarna Sutera estate in Pasar Kemis. The developer also holds the Garuda Wisnu Kencana cultural park in Bali, though that asset is not residential. Foreign buyers in Alam Sutera typically purchase through the Synthesis or Paddington Heights apartment lines.
9. Intiland Development (DILD)
Intiland was founded by Hendro Gondokusumo and is best known for high-end Jakarta condominiums (The Regatta, 1Park Avenue) and Surabaya developments. Intiland's value-add for foreign buyers is concentrated Jakarta CBD product with clear HMSRS title.
10. Modernland Realty (MDLN)
Modernland runs Modern City in Cikande and Jakarta Garden City in East Jakarta. The developer also holds Bukit Modern in Cilegon. Modernland has been working through debt restructuring, so foreign buyers writing off-plan deposits should require escrow arrangements per OJK Regulation No. 26/POJK.04/2017.
What foreign buyers actually receive
Indonesian law does not allow non-citizens to hold Hak Milik (freehold). Under PP 18/2021, Article 67, foreigners may hold Hak Pakai over land for residential use for up to 30 years, extendable by 20 years, with a further 30-year renewal. For apartment units, foreigners receive HMSRS (strata title) converted to Hak Pakai. The minimum price thresholds for foreign-bought apartments are set provincially under Permen ATR/BPN No. 18/2021.
Permen ATR/BPN No. 18/2021 puts those provincial minimums at IDR 3 billion for a Jakarta apartment and IDR 2 billion for Bali. Direct Hak Pakai also carries an immigration condition: the buyer needs a KITAS, a KITAP, or a Second Home Visa.
The second route is a PT PMA, a foreign-owned Indonesian company, which can hold Hak Guna Bangunan (Right to Build) under Article 36 of the Basic Agrarian Law on the same 30 plus 20 plus 30 year clock. A PT PMA must be registered with BKPM, hold a Single Business Number (NIB) under the correct KBLI classification, and meet minimum paid-up capital of IDR 10 billion. It is the required structure for commercial use and for land outside the Hak Pakai framework.
The third route, Hak Sewa leasehold, is standard for Bali villa product at terms such as 25 plus 25 plus 30 years. It offers the weakest protection in a dispute, because a lease ranks below registered land titles in the Basic Agrarian Law priority order.
Nominee ownership, where land is registered to an Indonesian citizen on a foreigner's behalf, is illegal under Article 26(2) of Law No. 5/1960, and the Supreme Court has consistently nullified these arrangements when they reach litigation.
Off-plan risk is the single largest issue. The 2011 Law No. 20 on Strata Title combined with OJK Regulation No. 26/POJK.04/2017 requires developer escrow on pre-sale payments, but enforcement has been uneven. Verifying delivery history of the top 10 property developers in Indonesia before committing capital is essential. The documents to pull before a deposit
Ask for these by name. The land certificate for the specific plot, pulled from BPN records rather than accepted from the seller, with certificate number, registered owner, boundaries and title category matched against the developer's paperwork. The PBG (Persetujuan Bangunan Gedung), which replaced the IMB building permit under PP 16/2021, plus the KKPR spatial usage confirmation for the site. The developer's standing letter from Real Estate Indonesia (REI), whose annual complaint statistics vary by an order of magnitude across the ten names above. Every land transaction must be executed through a PPAT, an authorized land deed official, and that notary should be one you verified with the Ministry of Law and Human Rights rather than one the seller recommended. All of this belongs in front of you before you sign the PPJB (Perjanjian Pengikatan Jual Beli), the conditional sale agreement that commits you to the unit.
