Market Snapshot

Tirana's residential market is running hot, but the easy gains may be behind us. Prices rose roughly 6% nominally over the past year (about 3-4% in real terms), rents in central areas have jumped 20-40%, and non-resident buyers now account for around 27% of transactions. The mood is cautiously optimistic: the fundamentals are strong, but valuations in prime neighborhoods are starting to stretch, and a nationwide property tax reform looming in 2027 adds a new variable for investors to watch.

1. New Project Launches

-Rojkind Arquitectos Mixed-Use Development (Zyber Hallulli site):Announced January 29, 2026 as the competition winner for a major redevelopment in central Tirana. The proposal features three towers of 20, 25, and 35 floors connected by elevated bridges, with residential units, offices, a hotel, and a civic podium at ground level. -New Boulevard Tower by Oppenheim Architecture:Construction has begun on this 38-story residential tower along Tirana's Northern Boulevard. 2. Foreign Buyer Policies

-Ownership rights remain wide open:Foreigners can buy apartments, houses, villas, and commercial buildings in Albania under their own name, with the same rights as Albanian citizens. No nationality restrictions apply. The only limitation: foreigners cannot directly own agricultural land or bare plots as individuals, though an Albanian company (costing 500-1,500 euros to set up) can buy land on your behalf. -No formal Golden Visa, but property supports residency:Albania does not have a traditional "golden visa" where a set investment guarantees residency. However, owning property over 20 sqm can support a residence permit application under Law No. 79/2021.
