The other partner is Progeen sh.p.k., which carries the construction contract. For foreign investors looking at Tirana, this project is the practical test of whether the New Boulevard masterplan delivers what the National Territorial Council (KKT) approved.

What was approved and when

The KKT, the body chaired by the Prime Minister that issues construction permits for projects of national importance, approved the Smart Construction Invest project as part of the wave that added twelve new high-rise permits to Tirana in 2024 and 2025. The complex is described in Progeen's own filings as two towers of 41 and 44 floors above ground plus 8 underground levels, located on Bulevardi i Ri, the New Boulevard extending north from Skanderbeg Square.

Tirana's standard off-plan payment structure runs 30 percent at signing, 50 percent during construction phases, and 20 percent on key handover. For a buyer this matters because warranty claims and handover defects are pursued against the developer, not the contractor, unless the contract specifically extends to the contractor.
