The list included projects on the Lekki–Epe corridor, Ibeju-Lekki, and other rapidly developing axes where most diaspora capital has historically gone. That single enforcement action reshaped how serious foreign buyers approach the Lagos market.

The right way to choose a Lagos developer is to verify three things: the layout approval certificate from the Ministry of Physical Planning, the Certificate of Occupancy or Governor's Consent on the title, and the corporate filings at the Corporate Affairs Commission. Section 22 of the Land Use Act 1978 makes Governor's Consent compulsory for any assignment of statutory rights of occupancy, and skipping that step is how diaspora buyers end up with paperwork that cannot be perfected.

The Lagos developers with verifiable track records

Mixta Africa, formerly known as Mixta Nigeria, sits at the institutional end of the market. The company is part of ARM Group and has delivered Beechwood Estate on Lekki–Epe Expressway and Lakowe Lakes in Ibeju-Lekki, with corporate filings publicly accessible through the CAC. Mixta's projects typically come with Governor's Consent already perfected on the master title, which removes one of the main risks diaspora buyers face when transacting from abroad.

LandWey Investment Limited, headquartered in Lekki, has built visibility through Isimi Lagos, a 1,250-acre wellness-themed development in Epe. LandWey is registered with the CAC and discloses its directors and shareholding, which is the baseline for any due diligence pass.

Cosgrove Investment is one of the few Lagos developers competing in the smart-home premium segment, with projects including Coral Bay Apartments and Cosgrove Smart Estate. Their projects are typically located in Lekki Phase 1 and the more established parts of Ikoyi.

Palton Morgan Holdings, with Grenadines Homes as its residential arm, has delivered Brookes Court in Banana Island and Grenadines Cove in Lekki Phase 1. Banana Island sits within Ikoyi's Eti-Osa LGA and most plots there carry full Certificates of Occupancy, which is the cleanest title position available under Nigerian land law.

Veritasi Homes and Adron Homes both target the diaspora-investor segment through structured payment plans. Both carry CAC registration and have estates with layout approval, but diaspora buyers should request the specific Survey Plan and Excision documents per project. Adron in particular has been the subject of regulatory scrutiny over the years, so verification matters more for its newer projects.

Mshel Homes Limited, founded in 2018 and headquartered in Abuja, has expanded into Lagos with estates in Sangotedo and Ibeju-Lekki. Mshel ranks fifth among Abuja's top ten and has begun pushing into Lagos through partnerships with primary landowners. Their Hutu Exclusive project won "Best Branded Lifestyle Project of the Year" at the 2025 Africa Housing Show.

What diaspora buyers should verify before sending money

Three documents matter more than the brochure. First, the Survey Plan registered at the Office of the Surveyor-General of Lagos State, which proves the coordinates of the plot. Second, the Excision and Gazette confirming the land has been released from government acquisition and is not in the Lagos State Acquisition Layout. Third, the Deed of Assignment with Governor's Consent endorsed under Section 22 of the Land Use Act 1978.

The Lagos State Real Estate Regulatory Authority Law 2022 created LASRERA, which now licenses estate agents and developers operating in the state. Diaspora buyers can check whether a developer is on the LASRERA register before paying any deposit. A developer that refuses to provide a LASRERA number for an estate in Lagos is a serious red flag in 2026.

The Federal Mortgage Bank of Nigeria's Diaspora NHF Mortgage scheme, launched at a 9% rate, is available for properties from developers approved under the FMBN scheme. The corridors that matter in 2026

Ibeju-Lekki remains the most active corridor for diaspora capital, anchored by the Lekki Free Zone, the Dangote Refinery, and the Lekki Deep Sea Port, which moved its first commercial cargo in 2023. Land values along the Lekki–Epe Expressway between Eleko and Eleranigbe have climbed sharply since 2021. Buyers should still confirm that any plot east of Eleko has been excised and gazetted, because portions of the corridor remain in government acquisition.

The Lagos–Calabar Coastal Highway, awarded to Hitech Construction in 2024, has changed the geography of what counts as "investable" along the coast. The compulsory acquisition notices issued in 2024 affected several existing estates in the path of the highway, and the compensation framework under the Land Use Act has been the source of active litigation.

Banana Island, Old Ikoyi, and Victoria Island remain the established luxury markets with the cleanest title positions in Lagos. Most plots in these areas hold full Certificates of Occupancy, which is what foreign institutional buyers prefer.

For diaspora buyers prioritizing the long-term hold over speculation, the established corridors with verified developers offer a substantially better risk profile than off-plan plots in newly-opened areas, regardless of the marketing pitch.
