How to Get a Portuguese NIF and Appoint a Fiscal Representative as a Non-Resident Buyer: Step by Step

Share

To buy property in Portugal you first need a NIF, the Portuguese tax number, and if you live outside the EU or EEA you usually also need a fiscal representative to get it. The NIF is the single most important number in any Portuguese purchase because you cannot sign a deed, open a bank account, pay property taxes, or connect utilities without it. This guide walks through the steps, who needs a representative, and what it costs in 2026.

What is a NIF and why do I need one to buy property?

A NIF (Número de Identificação Fiscal) is your personal tax identification number issued by the Portuguese tax authority, the Autoridade Tributária e Aduaneira (AT). Every party to a property transaction in Portugal must have one. It is required before you sign the promissory contract (contrato de promessa de compra e venda), before the notary will execute the final deed (escritura), and it is the number under which you will later pay the annual property tax (IMI) and the purchase tax (IMT). Without a NIF, the transaction simply cannot proceed.

Do I need a fiscal representative to get a NIF?

If your tax residence is outside the EU or EEA, yes, you generally need to appoint a fiscal representative when you apply for a NIF. This catches buyers resident in the United States, the United Kingdom, Canada, Switzerland and every other non-EU, non-EEA country. The rule is based on where you are tax resident, not on your nationality. EU and EEA residents, including nationals of Norway, Iceland and Liechtenstein, are exempt and can obtain a NIF without a representative.

Why did the rules change, and what changed?

The fiscal representation rules were eased by Decree-Law No. 44/2022, which came into force on 9 July 2022. Before that, almost every non-resident needed a representative. The decree exempted EU and EEA residents and allowed taxpayers to substitute a representative with an opt-in to electronic notifications (notificações eletrónicas) through the Portal das Finanças in certain cases. In practice, however, once you own an asset in Portugal such as a home, you are treated as a non-resident taxpayer with local obligations, and a non-EU resident in that position is still expected to maintain a fiscal representative.

What does a fiscal representative actually do?

A fiscal representative is a Portugal-based person or company that receives official correspondence from the AT on your behalf and makes sure you see tax notices and deadlines. They are your point of contact with the tax authority, not a manager of your money. The representative does not have to be a lawyer or a registered accountant. Legally, any individual who is a permanent resident in Portugal with a Portuguese address can act as your representative, though most buyers use a law firm or a specialist service for reliability.

Step by step: how do I actually get the NIF?

The process has a clear sequence. Follow these steps in order.

1. Gather your documents. You need a valid passport or national ID and proof of your current address abroad, such as a recent utility bill or bank statement. Some representatives ask for both.

2. Choose how to apply. You can apply in person at any Finanças (tax office) or Loja do Cidadão in Portugal, or you can have a representative or online service apply on your behalf without you traveling.

3. Appoint your fiscal representative if you are a non-EU/EEA resident. The representative provides their NIF and Portuguese address, and signs the declaration accepting the role. This is submitted together with your NIF request.

4. Submit the application to the AT. The representative or you submit the documents to the tax office, which assigns the nine-digit NIF.

5. Receive your number. Applying in person is usually same-day. Using a remote service typically takes a few business days to two weeks depending on the provider.

How much does this cost in 2026?

Obtaining the NIF itself at a Finanças office is free. The cost comes from the fiscal representation service. In 2026, a standard annual fiscal representation arrangement for a non-resident property owner runs roughly 150 to 400 euros per year. If you use an online service to obtain the NIF remotely, you typically pay a one-time setup fee on top of the annual representation cost. Prices vary, so it is worth comparing providers rather than accepting the first quote.

Can I get the NIF before I have chosen a property?

Yes, and you should. The NIF is not tied to a specific purchase, so getting it early removes a common bottleneck. Many buyers obtain the NIF and appoint a representative weeks before they sign anything, so the number is ready the moment they agree on a property. Verifying that your chosen developer or agent is properly licensed with IMPIC, Portugal's real estate regulator, is a separate step worth doing in parallel, and transparency platforms like Bektu can help you confirm a counterparty's standing before you commit.

What happens if I stop maintaining a representative?

If you are a non-EU resident who owns property and you drop your fiscal representative without a valid exemption, you risk missing official tax notices, which can lead to unnoticed penalties and surcharges on IMI or other obligations. Because the AT communicates through the representative or your registered electronic channel, losing that link is how non-resident owners end up with avoidable fines. Keep the arrangement active for as long as you hold the asset.

The bottom line

Get your NIF first, appoint a fiscal representative if you are tax resident outside the EU or EEA, and budget a few hundred euros a year for the service. It is a small, early administrative step, but nothing else in a Portuguese purchase can happen without it.
