Foreign buyers shopping for new-build property in Portugal in 2026 are operating in a market where the major developers Portugal hosts now skew sharply toward the high-end. Vanguard Properties, Mercan Properties, JNcQUOI, and a handful of regional names control most of the institutional pipeline in Lisbon, Porto, the Algarve, and Comporta. American buyers alone accounted for 48 to 58 percent of foreign property purchases in Portugal in Q1 2025, per Confidencial Imobiliário data, and that demand has pushed prices in the prime segment up faster than the broader market.
Here is what foreign investors actually need to know about the developers Portugal currently fields, and how to verify each before signing a Contrato Promessa de Compra e Venda (CPCV, the binding promise-to-purchase).
Vanguard Properties
Vanguard Properties, founded by José Cardoso Botelho and majority-owned by Swiss investor Claude Berda, is the largest residential developer in Portugal by pipeline value. The group's 19 active projects are concentrated in Lisbon (Castilho 203, the Lisbon Wood Residences), Comporta (CostaTerra Golf Club, Dunas), and the Algarve. Vanguard is also the only Portuguese developer with the institutional capital structure to absorb the 2023 Golden Visa real estate exclusion under Law No. 56/2023, which removed direct residential property from the visa programme.
For foreign buyers, Vanguard's appeal is delivery certainty. The group has cleared multiple projects through the licença de utilização (use license) stage with the Lisbon Câmara Municipal, which is the document Portuguese law (Decree-Law 555/99, Article 62) requires before any private deed of purchase is registered.
Mercan Properties
Mercan Properties operates primarily in the hospitality-real-estate segment: branded residences, condo-hotels, and serviced apartment projects. Mercan was a major beneficiary of the pre-2023 Golden Visa programme through its tourism-zoned projects in Porto (Holiday Inn Express Porto Centro), Lisbon (Lince Hotel), and the Algarve. With the residential Golden Visa route closed, Mercan has pivoted to the cultural-production and venture-capital fund routes still available under Decree-Law 175/2024.
JNcQUOI Real Estate

Lugar Sustentável (formerly Habitat Invest)
Lugar Sustentável is the rebranded entity behind a portfolio of mid-rise Lisbon residential projects under the Reabilitação Urbana incentive regime (Decree-Law 53/2014). What to verify before signing
For any of these developers Portugal markets to foreigners, three documents matter at the CPCV stage. The Caderneta Predial Urbana confirms the property's tax registration. The Certidão de Registo Predial confirms the legal title chain at the Conservatória. The Ficha Técnica da Habitação (Decree-Law 68/2004) confirms the construction specifications. Any developer who cannot produce all three at the CPCV stage should not receive a deposit.
Portuguese law allows foreigners full freehold ownership under Article 1305 of the Civil Code, with no nationality restrictions on residential real estate. The IMT (Imposto Municipal sobre Transmissões Onerosas) on a EUR 500K Lisbon apartment is approximately 6%, plus Imposto do Selo at 0.8%. Notary and registration costs add roughly 1.5%. The total transaction-cost stack runs 8 to 9% over the purchase price.
