Petra Ski Resort Gudauri: What Foreign Buyers Own at Swissotel Hotel & Residences
A foreign national can buy an apartment at Petra Ski Resort in Gudauri outright, in their own name, with full freehold title, no residency requirement, no local partner and no purchase tax. The ownership restriction most buyers ask about in Georgia does not apply to this kind of property at all.
Article 19(4) of the Constitution of Georgia reserves agricultural land for the State, a self-governing unit, a citizen of Georgia or an association of Georgian citizens, with exceptions available only through organic law passed by a two-thirds parliamentary majority. That is the single meaningful ownership restriction in Georgian property law, and it covers farmland. A branded residence inside a hotel complex is a built unit on non-agricultural land, so it falls outside the restriction entirely. Registration runs through the National Agency of Public Registration, usually completes within one working day, and costs roughly GEL 50 to 200 in state fees. Georgia levies no stamp duty or purchase tax on the buyer.
The legal position is therefore about as simple as it gets in this region. The questions worth asking about Petra Ski Resort are commercial, not legal.
What is actually being built
Petra Group signed a cooperation agreement with Accor on 19 May 2025 to bring the Swissôtel brand to Gudauri for the first time in Georgia. The development is marketed as Petra Ski Resort, and the branded component is Swissôtel Hotel & Residences Gudauri.
The declared scale is specific:
- 180-room Swissôtel hotel
- 290 Swissôtel branded residences
- 7 villas
- 4.5 hectares, sitting inside a larger 13-hectare resort footprint
Planned amenities include an après-ski zone, indoor and outdoor pools, restaurants and bars, wellness facilities, a gym, ski lockers and children's areas. In July 2026 Petra Group added a further partner, the Monaco-based Maya Collection, which will operate a MayaBay restaurant inside the Gudauri property and a MayaBay Beach Club at the company's Black Sea project from summer 2027.
This is Accor's second agreement with Petra Group. The first, signed in 2024, brought Pullman to Petra Sea Resort at Tsikhisdziri on the Black Sea coast. Company literature describes a pipeline of more than 5,000 residential units across three destinations and three Accor brands, with Sofitel earmarked alongside Pullman and Swissôtel.
Petra Group was founded by Giorgi Svanidze and Mirian Katamadze. Tinatin Kalandarishvili serves as General Director and signed the Accor agreement.
The location is the strongest part of the case
Gudauri is the largest and highest ski area in Georgia, and the mountain statistics are genuinely competitive by regional standards. The resort runs from a base at 1,993 metres to a top station at 3,276 metres on Mount Sadzele, giving 1,283 metres of vertical. It carries 34.8 kilometres of marked piste across 17 lifts, weighted heavily toward intermediate terrain at 56 percent, with 31 percent classified difficult. The season typically runs from late December to late April, which is longer than most buyers coming from Gulf or Central European markets expect.
Access is the quiet advantage. Gudauri sits roughly 120 kilometres from Tbilisi along the Georgian Military Highway, about a two-hour drive, with Tbilisi International Airport 110 kilometres away. Very few ski resorts anywhere are that close to a capital city airport.
The national tourism backdrop supports the thesis. Georgia recorded 5,521,866 international tourists in 2025, up 8.4 percent year on year, within 7.8 million total international visits. Growth was strongest out of Western Europe, with Spain, Italy and the UK each up around 40 percent, alongside Israel at 30 percent and China at 44 percent.
Where the caution belongs
Two things deserve more weight than the brand announcements.
The Gudauri resale market has been soft, not booming. Galt & Taggart's resort market research put Gudauri's weighted average price at USD 1,417 per square metre, with 64 apartments sold in the quarter, sales volume down 34.7 percent year on year and total market value down 18.5 percent to USD 3.9 million. Small units made up 76.9 percent of transactions. Over the same period Bakuriani, Georgia's other main ski resort, posted a 51.1 percent rise in sales and 62.7 percent growth in market value. Gudauri has the better mountain; Bakuriani has been the better market. A buyer should understand which of those two facts their exit depends on.
Petra Group's delivery record is not yet publicly demonstrated. The company's own materials describe a portfolio of planned projects and more than 5,000 planned units, but do not list completed and handed-over developments. A signed Accor management agreement tells you a global operator has approved the brand standards and the location. It does not transfer construction or completion risk, and it is not the same thing as a developer having delivered comparable buildings on schedule before. Checking a developer's actual completion history before committing to an off-plan purchase is the single highest-value step a foreign buyer can take, and platforms such as Bektu exist to make that delivery history verifiable rather than a matter of trust.
Practical points for a foreign buyer
Anyone evaluating a unit at Petra Ski Resort should press for the same documentation that applies to any off-plan purchase in Georgia:
1. Construction permit and land title. Confirm the plot is registered as non-agricultural and that the permit matches the advertised unit count. Gudauri has a history of development on constrained mountain parcels.
2. The payment schedule against construction milestones. Off-plan instalments tied to calendar dates rather than verified build stages shift risk onto the buyer.
3. What the Accor agreement actually covers. A management agreement governs hotel operation. Whether it extends to a rental pool for residence owners, and on what revenue split, is a separate contract that buyers need to read in full.
4. Rental projections in writing, with assumptions. Gudauri's season is roughly four months. Yield models that assume year-round occupancy from summer hiking traffic should be treated sceptically until the four-season infrastructure exists.
5. Registration mechanics. Title passes at the Public Service Hall and registers through NAPR. Ensure the purchase contract specifies exactly when registrable title transfers, not merely when payment completes.
The bottom line
Petra Ski Resort is the most ambitious project announced for Gudauri, and the Swissôtel agreement is a real institutional endorsement of the location. For a foreign buyer, the ownership question is settled: Georgian law lets you hold the asset freehold, in your own name, with minimal friction and minimal cost. What remains unresolved is execution. The brand is proven, the mountain is proven, the developer's completion record is not yet, and the local resale market has been contracting rather than expanding. Those are answerable questions, and they should be answered before a deposit, not after.
