Georgia's real estate market is concentrated. Five or six developers account for the bulk of new residential supply in Tbilisi, and the gap between the top tier and everyone else is wide. For a foreign buyer, that concentration is actually useful: the names that matter are easy to learn, and the delivery histories are easy to check.
What is harder is everything outside those top names. Georgia's construction sector is almost entirely unregulated by consumer protection standards. There is no mandatory escrow, no statutory completion guarantee, and no industry body that polices off-plan sales. A developer that takes your deposit, breaks ground, and then stalls for three years is operating within the normal range of behavior. The protection a buyer has comes from picking a counterparty with a long delivery record, not from any regulatory backstop.
The developers below are the ones worth shortlisting first, ranked by project volume, delivery track record, and visibility to foreign buyers.
Archi
Archi is the largest residential developer in the country by a meaningful margin. Reported market share sits around 18 percent of new residential supply in Tbilisi, and the company has delivered more than 1.5 million square meters across 55 projects since 2005. Another 31 projects are in active construction as of 2026, including Grand Avenue, which is positioned as the largest urban development project in Georgia.
Archi's delivery record is the main reason it appears first on every shortlist. The company has been operating through multiple economic cycles in Georgia, including the 2020 disruption, and has continued to hand over units on roughly the schedules it promised. Foreigners should still verify the specific entity signing their contract. Archi operates through several subsidiaries, and the parent's balance sheet does not automatically guarantee the obligations of a project-level SPV.
m² Real Estate (m²)
m² is part of the JSC m² Real Estate group and has been one of the most active Tbilisi developers for over a decade. The company built its reputation on mid-market residential complexes in Saburtalo, Didi Dighomi, and Krtsanisi, and has expanded into hospitality and mixed-use through brands like Ramada Encore.
Verify: the parent company is publicly traded on the Georgian stock exchange, which means its financials are auditable. Foreign buyers should request the latest annual report and check the project pipeline against actual permit filings at the Tbilisi City Hall.
Lisi Development
Lisi is the developer behind the master-planned community at Lisi Lake on the western edge of Tbilisi. The project covers more than 400 hectares and includes a mix of low-density villas, mid-rise apartments, and commercial. It is one of the few greenfield master-planned communities in the country and attracts a different buyer profile than central Tbilisi towers.
Verify: Lisi's pricing is in the top tier for Georgia. Foreign buyers paying USD 3,000 per square meter or more should request the project's geological survey, road and utility commitments, and the homeowner association charter.
Optima
Optima focuses on mid-to-premium residential in Vake, Saburtalo, and the Mtatsminda foothills. The company has delivered several visible projects in Vake-Saburtalo and has a reputation for finishing closer to schedule than the market average, which in Georgia is itself a competitive advantage.
Verify: Optima sells aggressively off-plan with installment plans. Read the contract carefully for what happens if you stop paying after committing 30 percent. Penalty clauses in Georgian off-plan contracts can absorb the entire deposit.
Axis Towers
Axis is best known for the Axis Towers project on Pekini Avenue, which became one of the early high-rise landmarks in modern Tbilisi. The company has also delivered Axis Palace and several other mixed-use developments in central locations. Axis is part of a broader holding group, which adds counterparty depth but also makes it harder to trace which specific entity holds your obligations.

Diaroni
Diaroni operates in the upper-mid market with projects in Vake, Saburtalo, and Krtsanisi. The company is smaller than Archi or m² but has built a reputation for finishing what it starts. Its project sizes are typically 80 to 200 units, which is large enough to be visible but small enough that delivery risk is meaningful if a single project runs into trouble.
Verify: Diaroni's website usually lists active and completed projects. Cross-check the completed list against the Public Registry to confirm the units exist and that titles have been issued to buyers.
SD Group
SD Group has been delivering projects in Saburtalo and Didi Dighomi for over a decade. The company sits in the mid-market and competes mostly on price per square meter rather than location prestige. For a foreigner looking for rental yield rather than capital appreciation, SD's product is worth a look.
Verify: SD has had occasional delivery delays. Request the original contract delivery date for the most recent three completed projects and the actual handover date. A pattern of six-plus month delays is worth knowing before signing.
Block Georgian Development
Block focuses on the premium end, mostly Vake and Mtatsminda, with smaller boutique buildings. The company is one of the few Georgian developers that targets the discretionary luxury segment rather than investor flips. Unit counts per project are typically 30 to 80.
Verify: At Block's price points (often USD 2,800 to 3,500 per square meter for finished units), the gap between marketing renders and actual finish quality matters more. Visit a completed building, not just a sales office.
Greenhouse
Greenhouse builds across multiple Tbilisi districts and has a wider geographic footprint than most peers. The product is mid-market, and the company has been steady on delivery. Greenhouse projects often appear in the inventory of secondary brokers, which means liquidity on resale is generally better than for smaller developers.
Verify: Confirm whether the unit you are buying comes "white frame" (shell only, no finishes) or "renovated." This is the single biggest source of pricing confusion in the Georgian market.
Eagle Hills
Eagle Hills is the Dubai-based developer behind several large international projects and has entered the Tbilisi market with high-profile mixed-use plans. The Eagle Hills name carries Gulf-investor recognition, which has implications for resale liquidity. Delivery in Georgia is not yet long enough to evaluate against local peers.
Verify: For any Eagle Hills Tbilisi project, confirm which legal entity in Georgia is contracting with you, what jurisdiction the contract is governed by, and what the dispute resolution mechanism is. Cross-border construction contracts can take years to resolve in arbitration.
What to verify before signing with any Georgian developer
Pull the cadastral extract from napr.gov.ge for both the land parcel and any existing buildings. Check that the developer either owns the land outright or has a clearly documented right to build. Request the construction permit reference and verify it directly with Tbilisi City Hall (Sakrebulo). Read the off-plan purchase contract with a Georgian-qualified lawyer who is not introduced by the developer. Pay attention to penalty clauses, force majeure language, and the definition of "completion." In Georgia, "completion" can mean structural completion, utility connection, or registered handover, and these can be 18 months apart.
