Kontakt Group in Tirana: What the Albanian Registry and the Court File Show

Kontakt Group is one of the older private building companies still operating in Tirana, with a published list of 34 buildings completed between 2000 and 2020 and a registry record active since December 2000. It is also, as a company, a defendant in a criminal case at Albania's special anti-corruption court, and in June 2026 prosecutors asked that court to fine it. Both are on the public record, and anyone weighing an apartment here needs both.

There is no verdict in either proceeding. Nothing below is a finding of guilt.

What the registry actually says

Albania's business registry is run by the National Business Center, or QKB, and its records are mirrored in readable form on OpenCorporates Albania. The entry for KONTAKT SHPK, tax number J92108006V, gives a year of establishment of 21 December 2000, legal form shoqëri me përgjegjësi të kufizuar, and status active. Capital is 659,221,544 lek across 100 shares, the registered address Rruga Pasho Hysa Nr. 26, Tirana. The business was renamed from KONTAKT to KONTAKT SHPK by decision of the sole partner on 14 January 2008.

Ownership is not spread around. The registry lists Fatmir Bektashi as holder of all 100 shares, and records the previous owner, Luan Leka, selling that 100 percent on 16 October 2000. It notes the origin of the capital as Germany and describes the beneficial owner as a German citizen.

The administrator history shows one short break. Ilir Findo held the role at founding, Fatmir Bektashi replaced him on 16 October 2000, Genci Bektashi held it from 11 June 2012, and Fatmir Bektashi took it back on 17 August 2012 and holds it in the current record. Same owner, and bar nine weeks the same administrator, for a quarter of a century.

One entity sits beneath it in the registry: a 50-50 partnership called KONTAKT SHPK & MAGNET IMO SHPK, tax number M02208007D, established on 25 October 2020. Ask about vehicles like that, because in Albania the company signing a preliminary sale contract is often a project-specific partnership rather than the parent whose name is on the hoarding. The registry also carries a legal-issues field most summaries skip. It records a conservatory seizure over the company's and administrator's assets dated 6 December 2011, creditor the Regional Labour Inspection Directorate of Tirana, subject an administrative violation, lifted on request a week later, and an authorisation dated 15 July 2020 to sign mortgage contracts with National Commercial Bank. Old and small, but in the record.

The build record

Kontakt Group publishes its project list with names, years and street addresses, which is more than most Albanian developer marketing offers. It runs from Kompleksi Kika in 2000 through the Taiwan Center in 2002, Fshat Turistik Golem in Kavajë in 2005, Rezidenca 4 Shkurti in 2007, TEG in 2009, a long run of residential buildings named after constellations, Mangalem 21 in 2018 and Marga in 2020. The site dates the company to 1999; the registry says 2000.

Two things stand out. Mangalem 21 is listed at Rruga Pasho Hysa Nr. 26, the same address the registry gives as the company's seat, so the registered office and a delivered building coincide. And the published list stops at 2020. A buyer offered something newer should ask why the company's own record of completions ends six years ago, and should ask for the construction permit rather than accept a rendering.

The list also includes an entry called Homeplan, dated 2010, on Ndre Mjeda Street. That name matters below.

Unlike most developer sites, this one pairs named architecture studios with specific buildings rather than claiming them at portfolio level: OMA with Mangalem 21, Bolles and Wilson with Rezidenca 4 Shkurti, Cityförster with AnA, Daniel Libeskind with Magnet and Eagle in Flight, and Selgascano with AbA 2 and Pyjet e Drilonit. Those remain the developer's own claims, to confirm for the building you are actually buying. Two separate prosecutions, and the company is a defendant in one of them

The Partizani file

On 12 September 2024, Albania's Special Structure against Corruption and Organised Crime, known as SPAK, named Fatmir Bektashi a defendant and communicated two charges: active corruption of high state officials, and laundering the proceeds of a criminal offence. CNA, reporting the same day, described the allegation as concerning his dealings with Jamarbër Malltezi over the use of sports-designated land for construction, and stated that prosecutors allege his company Homeplan sh.p.k. was used to present Malltezi's benefits as legitimate business income. Prosecutors sent the file to the Special Court of First Instance for Corruption and Organised Crime, the GJKKO, on 15 October 2024. Gazeta Tema, reporting the next day, named five individual defendants, Sali Berisha, Jamarbër Malltezi, Fatmir Bektashi, Xhimi Begeja and Andia Pustina, and wrote that the case "also involves businessman Fatmir Bektashi, who faces charges of active corruption and money laundering". Albanian Times described the core allegation as legislative changes made during Berisha's time in office that favoured Malltezi, and separately reported a prosecution claim that Malltezi benefited by 5.4 million euro from construction-related businesses.

Transparency International's case file on the matter spells the name Fatmir Bekteshi and describes him as a constructor, former owner of Homeplan, and owner and chief executive of Kontakt. The spelling varies between Bektashi and Bekteshi across Albanian and international records, which matters if you run your own searches.

That trial is live. On 15 April 2026 the GJKKO granted a defence request to call Prime Minister Edi Rama and Taulant Balla as witnesses. A hearing on 14 September 2026 was adjourned after Berisha's lawyers boycotted the session in a dispute over courtroom phone rules, with the next hearing set for 28 September 2026.

The Veliaj file

This is the proceeding the company itself is in, and it is the part most easily missed. KONTAKT SHPK is a named defendant in the separate SPAK case built around Erion Veliaj, the mayor of Tirana. On 3 June 2026, at a hearing for the defendants who had opted for abbreviated procedure, SPAK delivered its closing submission. It asked for one year of imprisonment against Fatmir Bektashi, reduced to eight months under the abbreviated procedure, together with suspension from public office, and it asked the court to impose a fine of 583,000 lek on the company. Balkanweb, Panorama and the investigative outlet Shteg all reported the same figures from that hearing, with Shteg listing the company among the defendants alongside Bektashi, Elman Abule, the former MP Klotilda Bushka and others.

What is alleged against the company is directly connected to its development business. Reporting by BIRN Albania's Reporter.al on 12 February 2025, drawing on the SPAK file, described it as sponsorships and the covering of travel expenses for Veliaj and Xoxa by Fatmir Bektashi's company Kontakt Shpk, "pikërisht në periudhën kur kjo kompani kërkonte leje ndërtimi për një projekt në Tiranë", precisely in the period when that company was seeking a building permit for a project in Tirana.

A prosecutor's closing submission is a request, not a sentence. The court has not ruled. But a due-diligence reader should not be told that the developer sits outside these proceedings, because it does not.

What a buyer should do with this

Charges are not convictions and a fine sought is not a fine imposed. What a buyer can act on is the shape of the risk. Ownership and control sit with one person; that person is a defendant in two separate special-court files; the company is itself a defendant in one of them, over conduct tied to the pursuit of a Tirana building permit; and the published record of completions ends in 2020. Together that is a reason for slower diligence, not a verdict.

Four checks follow. Pull the current QKB extract yourself rather than a mirror, because ownership, capital, administrators and the legal-issues field all change between snapshots and the extract dates each change. Read the preliminary contract to see which registered entity is selling, and pull that entity's extract too. Ask for the construction permit and the parcel's ownership certificate, and match the permit holder to the entity on your contract. Then ask what happens to your deposit if the permit is delayed or withdrawn, and check the answer is in the contract rather than said in a meeting.
