Fusha sh.p.k. in Tirana: What Albania's Public Registers Actually Show

Fusha sh.p.k. has built a large part of central Tirana, and it publishes almost nothing about itself. The company's website at fusha.al has served a "coming soon" placeholder continuously since at least January 2022, with archived snapshots showing the same holding page in December 2023, October 2024 and June 2025. There is no portfolio, no leadership page, no corporate disclosure of any kind. Everything a buyer or counterparty can learn about Fusha comes from Albanian public registers and from third parties, and there is a great deal of it.

That combination, near-total corporate silence alongside an unusually deep registry footprint, is common among construction companies in the Western Balkans and it is exactly the situation where knowing which register to open matters more than reading a company's own marketing.

What the commercial register shows

The National Business Center record, mirrored with the underlying extracts by Open Corporates Albania, gives the identity precisely. Fusha carries NUIS J61922018S, was founded on 18 February 1994, and is a shoqëri me përgjegjësi të kufizuar, the Albanian limited liability form. Its registered seat is on Rruga Murat Toptani in Tirana, opposite the Kinema Milenium. Current share capital is 665,332,000 lek, up from a founding 100,000 lek through increases recorded in 2005, 2009, 2017 and 2022. Status is active.

Ownership is not complicated. Shkëlqim Fusha, born 1964 and resident in Tirana, is both the sole 100 percent owner and the administrator. There is no second shareholder, no holding company, no foreign parent.

The filed income statements published against that register entry give turnover of 3,499,344,711 lek in 2025 on pre-tax profit of 765,351,345 lek, against 2,932,595,145 lek and 553,275,401 lek in 2024. At roughly 100 lek to the euro, that is a company turning over about 35 million euro a year.

Fusha also holds stakes in a group of related entities recorded on the same extract: Rreth Greth Development sh.p.k. at 100 percent, administered by Elti Fusha; Tirana National Theatre and Development sh.p.k. at 100 percent, incorporated 20 September 2018 and now carrying the status pezulluar, suspended; 32.91 percent of Shoqëria Koncesionare Tirana 4, a school concession vehicle alongside Alba Konstruksion and Erzeni/SH; 42.2 percent of AFL sh.p.k.; and 8 percent of the Ayen-Alb concession company, in which the Turkish group Ayen Enerji holds 92 percent.

A public-works contractor first

Fusha's business is largely public procurement, and Albania publishes that data well. Open Procurement Albania records 71 solo contracts with local government worth 6,211,130,259 lek in total, of which 60 contracts worth 5,482,581,256 lek were awarded by the Municipality of Tirana. A further 17 winning tenders worth 7,164,120,535 lek came from the Albanian Development Fund, and four contracts worth 2,577,486,577 lek from the Albanian Road Authority.

The named contracts read as a list of the last decade of Albanian public space. The Skanderbeg Square reconstruction, for which Faktoje reported in March 2019 that Fusha won 2016 tenders worth 15.1 million euro and signed three amendments worth 3.2 million euro in 2018. The rehabilitation of Zogu I Boulevard at 626,874,665 lek. The Vlora seafront promenade, the Golem tourist zone in Kavaja, the Durrës coastline, Sarandë, Himarë, Berat, Përmet, Gjirokastër. Post-earthquake housing reconstruction at Vorë. A wooden installation in the inner courtyard of the Prime Minister's Office at 398,478,729 lek.

Fusha also bids in consortium, and the register lists the partners: joint ventures with 2T and Shansi Invest, with ED Konstruksion, with Edil-Al-It, with Udha and Taulant on road authority work, with Gjoka Konstruksion, with Bajrami N, and roughly twenty others.

For a private buyer the relevant question is different from a procurement analyst's. Fusha's residential and commercial development work is thinner and more recent. Tirana Municipal Council decision no. 52 of 3 May 2023 assigned property 1/66 in cadastral zone 8150 on Rruga Abdi Toptani for development by Fusha in exchange for the municipality receiving 50 percent of the built area above and below ground plus the full area of the existing building, with decision no. 59 of 9 May 2023 approving the development contract. Citizens.al reported in March 2024 that this is a planned 23-storey tower on 1,266.6 square metres of land. A separate Fusha building permit for a service, office and education building at Farkë appeared as item 22 on the National Territorial Council agenda of 4 October 2024.

The unresolved legal matter

One strand of the record is live and needs stating precisely, because it is easy to overstate.

Fusha sh.p.k. and Shkëlqim Fusha personally are defendants in the criminal case built by Albania's Special Structure Against Corruption and Organised Crime around Tirana mayor Erion Veliaj. Panorama reported on 10 February 2025 that the Special Court of First Instance imposed an obligation to report to the judicial police on Shkëlqim Fusha and four other businessmen in connection with the alleged offence of active corruption of high state officials or local elected representatives. Albeu reported on 11 September 2025 that Fusha shpk is itself listed as a defendant legal person charged under article 245 of the Albanian Criminal Code, among 30 defendants comprising individuals, companies and non-governmental organisations. BoldNews reported that at the preliminary hearing of 9 February 2026 the court granted the prosecution's request and sent all 30 defendants to trial.

These are charges brought by a prosecutor, not findings by a court. No verdict against Fusha sh.p.k. or Shkëlqim Fusha appears anywhere in the public record. The most recent reporting on the trial that could be located dates from April 2026 and does not mention Fusha, so the current stage of proceedings is not established here.

A separate and already concluded matter concerns the New National Theatre. Law No. 37/2018 set a special procedure for contracting the new theatre building, and Transparency International, in its database of tailor-made laws, names Fusha SHPK as the direct beneficiary. The Albanian Institute of Science records that the Municipality of Tirana announced in February 2020 that the project had failed. The Constitutional Court annulled Law No. 37/2018 in a decision reported on 2 July 2021, finding it incompatible with freedom of economic activity, the rule of law and decentralisation. Fusha's dedicated subsidiary for that project remains registered and suspended.

The commercial register also carries and clears older enforcement entries: a conservatory sequestration on the company's quotas in August 2012 relating to a construction inspectorate fine, lifted in June 2013, and another in March 2016 over obligations to the environmental inspectorate, lifted the following month. Both were removed.

No audit finding by Albania's Supreme State Audit, no competition authority decision and no procurement commission ruling naming Fusha could be located. Albanian audit reports are large scanned documents that index poorly and "fusha" is a common Albanian noun, so that absence should be read as a limit of the search rather than as a clean result.

How to check an Albanian developer

The registry work that produced most of this article is available to anyone. Start with a historical commercial register extract from the National Business Center at qkb.gov.al, which shows owners, administrators, capital changes and any sequestrations. The beneficial owners register sits on the same site. Open Corporates Albania mirrors the same data free and adds financials, subsidiaries and public contracts on one page. For the property itself, the State Cadastre Agency issues the ownership certificate and cadastral card for a specific parcel, identified by cadastral zone and property number. Construction permits are applied for through e-Albania, and for large projects go to the National Territorial Council, whose agendas name developer and project.
