Kibarer Property in Bali: Agency or Developer, and What the Record Confirms

Kibarer Property sells Bali villas. It does not appear to build them. That distinction matters more than anything else a prospective buyer will read about the company, because the villas marketed under its name are presented on its own website as the work of a separate brand, K-Club, and the two businesses share a founder rather than a corporate identity that any public filing confirms.

The company's own projects page states the relationship plainly. Under the heading "Projects By", it reads: "Properties of K-Club in partnership with Kibarer Property with high investment potential." An exhibitor profile the company supplied to the LPS Shanghai property fair is more direct still: "Founded in 2009, Kibarer Property stands as Bali's premier real estate agency, earning a solid reputation in the industry." The same profile puts its track record at "over 1,500 assets sales, with a total value exceeding USD 350 million", which is a brokerage metric, not a construction one.

Elsewhere the line blurs. The same site carries the heading "PREMIUM DEVELOPMENT GROUP" and describes individual schemes with possessive language, calling K-Club Cemagi "our new development for 2020/2021". On the K-Club Group corporate site, the business is listed as the single brand in the group's "Real Estate" category, sitting alongside four resort brands, six restaurant and bar brands and a spa. A buyer reading only the marketing could reasonably come away thinking they are buying from the developer. They are not, on the evidence available.

What is verifiable

Founded 2009. Three independent sources agree: the company's own site states "2009 Year Established", the K-Club Group site says "Established in 2009, Kibarer Property has been a steadfast presence in Bali's real estate market", and the LPS exhibitor profile says "Founded in 2009".

Office address. Jalan Petitenget No. 9, Kerobokan Kelod, Kuta Utara, Badung, Bali 80361, per the K-Club Group site. The company's own site claims "3 offices covering all Bali" without naming the other two.

Founder. Alban Kibarer, by his own byline on a company blog post dated 28 April 2026, which signs off "Alban Kibarer / Founder of K-Club Group and Kibarer Property / Based in Bali for 18 years".

Quality certification. The company states it holds "SNI ISO 9001:2015". That is a management systems standard. It says something about documented process discipline and nothing about land title, building permits or construction quality.

Self-reported scale. Its own pages claim 1,500 properties sold, 1,000 listed, more than 60 employees and "over 16 years" in the market.

What is not verifiable

No Indonesian corporate registration could be retrieved for the business. The legal entity appears in Indonesian-language employment listings as "PT Kibarer Properti Bali" and, with different spelling, as "PT. Kibarer Property Bali". Neither of those is a registry source. There is no publicly retrievable NIB, no deed of establishment date, no KBLI business classification, and no named director or commissioner of the PT anywhere in the record. Indonesia's company registries do not offer public full-text search, so this is a limit on what can be checked from outside, not a finding that the company is unregistered.

Nor could any brokerage licence be verified. No membership of AREBI, the Indonesian estate agents' association, was found, and AREBI's Bali chapter publishes no member directory, so neither membership nor its absence can be established.

No regulator action, court case, tax matter or licence dispute involving the company was found in Indonesian court records or in the Jakarta Post, Tempo, Kompas, Detik, Coconuts Bali, The Bali Sun or Bali Discovery. No consumer complaint from any named source was found either. That is an absence of adverse material, which is not the same as a clean bill of health.

One practical note worth flagging: the domain kibarer.com, which several directories list as the company's website, is not the company's website. It currently resolves to a parked page whose own structured data reads "Domain for Sale", with a "buy this domain" contact address. The operating site is villabalisale.com, identified as such on the company's own blog.

The projects, and who built them

Nine schemes appear on the company's projects page, all priced in Indonesian rupiah and all framed as K-Club properties marketed in partnership with Kibarer: a nine-villa Seminyak development, K Club Villas Pererenan, K Club Villas Berawa, K Club Villas Cemagi, K Club Seabreeze Apartments in Berawa, K Club Ubud, a Nusa Lembongan villa, a Ceningan project, and Biohacking Residence in Ubud, described as "a wellness retreat in Ubud designed as a sanctuary for longevity, vitality, and elevated living".

Two dated milestones come from the LPS exhibitor profile. Completed and sold: "In 2019, the K-Club brand was launched, featuring 30 vibrant villas in Ubud, all of which have been successfully sold." Announced but not evidenced as delivered: "K-Club Bingin, a 33-villa seafront development", alongside a Nusa Dua beachfront dining venue. A company blog post from April 2026 describes a further beachfront project on Nusa Ceningan, attributing it to "the group" rather than to the agency.

None of these completions is confirmed by a permit record, a regulator or an independent report. For any Bali villa the documents that settle the question are the land certificate at the National Land Agency and the PBG building approval, and buying without a PBG has consequences that a sales brochure will not mention.

On ownership structure, the company's own position is usefully conservative

Foreign buyers in Bali are routinely pushed towards nominee arrangements, in which an Indonesian citizen holds freehold title on a foreigner's behalf. The company's published legal guidance argues against them, in unusually blunt terms for a sales-side business. Under a heading it calls "The Nominee Trap", the company writes that the practice "is illegal under Indonesian law as it is considered a circumvention of the Agrarian Law, which reserves Hak Milik for Indonesian citizens", and that "any side agreements made between the foreigner and the nominee are generally unenforceable in Indonesian courts, and there's a risk the property could be confiscated by the state".

The same page sets out the three lawful routes accurately: leasehold under Hak Sewa, typically 25 to 30 years and often extendable; Hak Pakai, which requires a KITAS or KITAP residency permit, is generally limited to one property per foreigner or family, and carries regional minimum value thresholds the company puts at 2 to 5 billion rupiah for Bali; and a PT PMA foreign investment company holding Hak Guna Bangunan, the route it describes for commercial ventures and development. The company also sells notary and legal services in house, including company deeds, due diligence, power of attorney, building permits and visa work, and describes itself as "the only real estate having lawyer and notary in house". Buyers should weigh the convenience of that against the fact that the party arranging the legal work is also the party earning the commission on the sale. What to ask for

Three requests separate a documented purchase from an undocumented one. Ask which legal entity is selling, and get its PT name and NIB in writing, then check the identity of the counterparty on the deed against it. Ask who the developer of the specific villa is, by registered company name, rather than accepting a brand. Ask for the land certificate number and the PBG reference for that exact plot, and have a notary you instructed, not one the seller provided, verify both at source. Kibarer Property is a long-established Bali agency with a named founder, a real office, a coherent group structure and published legal guidance that steers buyers away from the market's most common trap. What it does not have, in the open record, is a verifiable corporate registration, a named board, or a single independently confirmed project completion.
