Kenya Raises Affordable Housing Unit Prices 20 Percent From October 1

Kenya raised the price of state-built affordable housing units by 20 percent and market-rate units by 10 percent with effect from 1 October 2026, taking a two-bedroom affordable unit from Ksh3 million to Ksh3.6 million. The new rates apply only to fresh applications, so anyone already in the Affordable Housing Programme under the old pricing keeps it.

What it means for a foreign buyer

This is a change to a government programme rather than to open-market conveyancing, and it is Kenyan citizens, including the diaspora, who buy through it. If you are a Kenyan abroad who had been working through the Boma Yangu portal and had not submitted before 30 September, the unit you were pricing now costs between Ksh300,000 and Ksh600,000 more depending on size. If you did submit, the single most valuable thing you hold is that application. Do not let it lapse and re-enter, because the old price is attached to the existing application and not to you.

For a foreign investor with no access to the programme, the number to read is the 20 percent, not the price. The state has just repriced its own entry-level pipeline by a fifth in one step while holding market-rate units to 10 percent. That is a statement about build costs at the bottom of the market from the one builder whose costs are set by policy rather than by competition. If you are holding an off-plan reservation with a Kenyan developer, or underwriting a new-build purchase on costings prepared earlier in 2026, those costings are now stale in the same direction.

Existing applications are grandfathered; new ones are not.

What changed

On the affordable tier, where the 20 percent increase applies, a studio moves from Ksh1.5 million to Ksh1.8 million, an increase of Ksh300,000. A one-bedroom unit moves from Ksh2 million to Ksh2.4 million, up Ksh400,000. A two-bedroom unit moves from Ksh3 million to Ksh3.6 million, up Ksh600,000.

On the market tier, where the increase is 10 percent, a two-bedroom unit moves from Ksh3.6 million to Ksh3.96 million and a three-bedroom unit from Ksh4.8 million to Ksh5.28 million.

The cut-off was 30 September 2026. Applications lodged on or before that date are priced at the old schedule. The State Department for Housing had flagged the review in late September without disclosing how large the increase would be or which unit types would carry most of it, and Boma Yangu advised prospective buyers on 15 September to submit before the new rates took effect. The figures themselves only became public once the revision was in force.
