The Johor Property Developer List Foreign Buyers Actually Need in 2026
Most "Johor developer list" articles are just a wall of logos. Here is the version that matters to a foreign buyer: which developers can legally sell to you, at what price floor, and which ones carry delivery risk you should price in before you wire a deposit.
Start with the law, because it decides who you can even buy from. Foreign property ownership in Malaysia is governed by the National Land Code 1965, and every foreign acquisition of land requires state authority consent under the foreign-interest provisions of that Code (Sections 433A to 433H). Johor adds its own price floor. Outside the designated international zones, a foreigner must spend at least RM1 million on any residential property. Landed homes inside international zones carry a higher RM2 million floor. Two carve-outs lower the entry point: Medini in Iskandar Puteri, which is exempt from the state minimum, and the Forest City Special Financial Zone, where foreigners can buy from around RM500,000. Note that the Malaysia My Second Home (MM2H) programme imposes its own separate price thresholds if residency is your goal, so the effective floor can be higher than the property law alone suggests.
The developers worth knowing
For a foreign buyer in Johor, the credible developer shortlist clusters around Iskandar Puteri and Johor Bahru city.
UEM Sunrise is the master developer of large parts of Iskandar Puteri, including Puteri Harbour and Gerbang Nusajaya. It is a GLC-linked, Bursa Malaysia listed company with the deepest landbank in the region, which is the single best predictor of long-term estate management. Sunway Property runs Sunway City Iskandar Puteri, an integrated township with its own university, medical centre and retail, the kind of self-contained ecosystem that holds rental demand. Eco World Development has delivered Eco Botanic, Eco Spring and Eco Tropics, and has a strong domestic completion record. SP Setia, behind Setia Eco Cascadia and Setia Tropika, is another listed township specialist. Mah Sing rounds out the established names.
Then there are the China-backed waterfront projects, where you need to apply extra scrutiny. Country Garden built Forest City, the four-island reclamation project off Tuas, and R&F Properties built R&F Princess Cove at Tanjung Puteri. Both delivered physical product. Both parent companies have also been through serious offshore debt distress, Country Garden Holdings most publicly. That does not void your strata title, but it does affect facilities upkeep, occupancy, and resale liquidity, which is exactly what an off-plan buyer is exposed to.
What changes the math in 2026
Two infrastructure shifts are repricing Johor. The Johor Bahru to Singapore Rapid Transit System (RTS) Link between Bukit Chagar and Woodlands is targeted to open at the end of 2026, with full service into early 2027, putting central JB minutes from Singapore. The Forest City Special Financial Zone, launched by the Malaysian government on 20 September 2024, and the broader Johor-Singapore Special Economic Zone agreed in early 2025, are designed to pull in capital with tax incentives. These are real catalysts. They are also already partly priced into asking sheets, so treat developer "RTS premium" pitches as marketing, not as a discount.
Tenure and holding costs people forget
Most Johor high-rise units sold to foreigners are leasehold, commonly 99 years, while some landed titles are freehold. Confirm the exact tenure on the individual strata title, not the masthead of the brochure, because a 99-year lease with 70 years left is a different asset from a fresh one. Budget annual quit rent (cukai tanah) and assessment rates (cukai pintu) to the local council, plus the strata maintenance charge and sinking fund. On the China-backed waterfront towers, the sinking fund and occupancy rate are the numbers to interrogate hardest, since thin occupancy and a developer in distress is how facilities quietly degrade.
How to vet any Johor developer before you commit
Confirm the project sits in a zone where you are legally allowed to buy at your budget, then confirm the title is freehold or a long leasehold you understand. Pull the developer's actual completion history rather than its brochure. A listed parent with a long delivery record in the same corridor is worth more than a glossy show unit.
