Hungary's Draft Wealth Tax Brings Non-Resident Property Owners Into Scope
Hungary published a draft wealth tax law on 6 October 2026 that would charge non-residents 1 percent a year on their Hungarian real estate, their interests in companies incorporated under Hungarian law, and their interests in any company holding Hungarian property, on net wealth above 1 billion forint. The draft sets 15 December 2026 as the commencement date and fixes the first assessment on the asset position held at 31 December 2026.
What it means for a foreign buyer
If you own Hungarian property from abroad, you are now inside a defined perimeter rather than an open question. The draft limits a non-resident's base to Hungarian real property, rights of monetary value over it, equity interests in Hungarian companies, and interests in companies holding Hungarian real estate. Foreign real estate generally falls outside that base, so a portfolio spread across several countries is not aggregated against you the way a Hungarian resident's worldwide assets would be. The structure you bought through does not shelter you either, because the draft reaches foreign holding structures with exposure to Hungarian real estate, along with trusts and private foundations. That look-through approach is becoming the European norm, as Switzerland's new beneficial ownership register shows. The deduction rule is narrower than the asset rule: a non-resident may deduct only liabilities directly connected with acquiring, creating, maintaining or improving the taxable Hungarian assets. A mortgage on the Budapest apartment reduces the base. Debt secured elsewhere does not, even from the same lender.
