Hausland Development Corporation: Who Owns It and Which Entity Actually Sells You a Home
Hausland Development Corporation has been building houses in Central Luzon since 1983, and by its own count has completed around 40 communities and close to 40,000 homes. That is a longer delivery record than most developers a Pampanga buyer will encounter. The harder question, and the one the company's own marketing does not answer, is which corporate entity will actually appear on your contract, and whether the specific project you are buying into holds a current licence to sell.
Those two questions matter more than the brand history, because Philippine law attaches buyer protection to the project licence, not to the reputation of the group behind it.
What the group is
The Hausland Group of Companies traces its start to 1983, when Wilfredo M. Tan, known as Willy Tan, moved into real estate. The group now operates through several arms. The Hauslands handles entry-level to mid-cost housing. Fiesta Communities, Inc. covers socialized housing aimed at first-time buyers. Villages Water Supply Inc. supplies water to the communities. Hausland Estate Management, Inc., set up in 2014, runs property management.
The corporate entity behind The Hauslands brand is Hausland Development Corporation, which its own site abbreviates to HLDC and describes as having grown out of a single-proprietorship business. The group is headquartered at the Hausland Corporate Center on Don Bonifacio Avenue in Pulung Maragul, Angeles City.
On who runs it, the public record is not perfectly consistent. The group's corporate site names Wilfredo M. Tan as president and chief executive. A March 2023 report in Pampanga News Now covering a Pag-IBIG Fund awards event named Wilfredo M. Tan as president and Atty. Christopher Ryan T. Tan as chief executive officer, with both accepting the award. Either the titles shifted between the two publications or one of them is out of date. A buyer signing a reservation agreement should check the name and designation of the signatory against current Securities and Exchange Commission filings rather than against a website.
The delivery record
Hausland Development Corporation ranked sixth nationally among Pag-IBIG Fund's top developers, announced at the fund's annual Chairman's Report on 28 March 2023 at the SMX Convention Center in Pasay City. Pag-IBIG, formally the Home Development Mutual Fund, is a government agency, and its developer rankings reflect the volume of housing loans it takes out on a developer's projects. A high placement tells you the developer moves a lot of Pag-IBIG-financed units. It is a measure of scale and of loan throughput. It is not a construction quality audit and it is not a licence.
The group also claims, on its own site, recognition as Pag-IBIG's number one developer in North and Central Luzon between 2014 and 2019, a 2015 FIABCI Philippines award for outstanding horizontal residential developer, and an Ernst & Young Entrepreneur of the Year award to Willy Tan in 2007. These are self-reported and were not independently confirmed for this article.
On individual projects, the picture thins out considerably. The Hauslands site lists ten developments, among them The Hauslands Pampanga in Mexico and the City of San Fernando, Timog Residences in Angeles City, Aspire Prime Residences, Tuscany North Estates in Tarlac, and further projects in Subic, Bataan, Mabalacat and along Clarkway. It attaches no status to any of them. There is no ready-for-occupancy marker, no turnover date, no indication of which are still pre-selling. Fiesta Communities lists five projects across Bataan, San Fernando, Subic and Porac, and likewise publishes no completion data.
Bektu's own records carry three Hausland projects, of which one, Mirus Residences in Mabalacat City, carries a completion date of February 2019. The other two, Nouveau Residences in Mexico and Mansfield Residences, are recorded as off plan. Both names appear on the company's own project list, which at least confirms the attribution.
Why the licence is the thing to check
Presidential Decree 957, the Subdivision and Condominium Buyers' Protective Decree of 1976, still governs pre-selling in the Philippines. Section 5 is blunt about the sequence. A developer that has obtained a registration certificate is still not permitted to sell any lot or unit in that project until it has separately obtained a licence to sell for that project. Section 6 requires a performance bond before the licence issues, covering roads, drainage, sewerage, water and lighting, so that the buyer is not left with a title to a lot in an undeveloped field.
